Good afternoon, supervisors noimdz a jennifer im with the local 648 im in the labor seat train and education is something that San Francisco values the task force recommend a training component for that workers like an educated Apprenticeship Program some residents of San Francisco are over locked they dont have a College Degree they can have classroom train to retain those good jobs the apprenticeship is a proven track record of success been around a long time Human Resources apprenticeship was one of the organizations that protected the minority and women in the industry apprenticeship is about working with business all work sites benefit there are certify practices and have a standardized training San Francisco workers that have Apprenticeship Training and education will not only understand the workplace theyll be getting the train and skills and compensation this San Francisco, california do there a cannabis Apprenticeship Committee approved at the state level working with city college and other educators to implement this program thank you. Good afternoon, supervisors im laura thomas with the policy alliance and the seat on the task force we have xhoeven communications with the job train we spoke about ways to create opportunities for enterpriseship and our recommendations address to overcome some of the barriers that are experienced by people trying to get employment but as ownership stake in a Legal Cannabis industry we see the negotiation of marijuana as an opportunity to repair some of the damage done in the country and in the city to serve and we recommendations around reducing the barriers and creating priority rights or preferences for those harmed by the war on drugs and trying to aid the economic barriers including the access to capita with loans as a way to increase access to the business using some of the existing Small Business support models to give people who previously been working in the economy the support they need to become a legal entity under prop 64 and including pathways like amnesty programs for people working in the ilLegal Industry to move into a new Legal Industry overall we think this is an opportunity for the board of supervisors and the city and county of San Francisco to be creative in a racial and social frame to address the harms and move forward to create an industry that is responsive to the people that have been working in the industry and those who experienced harms related to the war on drugs this is a great opportunity to move forward into Something Different and hear from the communities thank you. Hello im director jocelyn kane sitting often the task force and asked to come up here to talk about the Agency Oversight and i wanted to take the opportunity i think that working at the Entertainment Commission kind of a baby agency of city been around 20003 this is a complicated issue and made a simple slide to show up with on the task forces came up with the board should consider a stand alone agency like a Commission Like ours that allows you to have trantsdz and a place for people to you know express their needs and certainly to do the outreach that is necessary the board should consider the stand alone agency but no commission and look for policy guidance where or the board can consider using part of an existing agency to do this work as well i think this obviously within a year theres a lot more discussion but it is something that from the get go certainly i think helps you to locate how well work on the issues from seat to address some of the concerns youll hear from the neighborhoods so are you going to come up and handle the rest of this. Under the regulation and city framework the key issue as jocelyn laid out the more important issue will we get started right away since a one year deadline by the state and if so what or what are the priorities so we can find the political and the private will to move forward in a regulation you will find that the second year of the task force will be dedicated to developing specific policies around your direction as to how we should precede it is our recommendations that we start with nonretail you should start with the part of this entire industry subscribed by proposition 64 through the licenses types start with those nonretail licenses with the testing and production, transportation lets start with those relatively i think visible population and move forward create a city Agency Framework for this and begin to feed to that Agency Regulations how they can create a permit scheme so if you are a testing lab and want to at cannabis to our testing benefit a direct and simple way to political to this body so add cannabis as one of our testing ingredients the same is true for transportation and distribution. Cultivation we have in place cultivation approval process put together by the did you get and improve and codify in doing so take the non retail of cannabis industry and set it up four success we know the difficult part of this process is when we get into neighborhood by neighborhood discussion as to where something belongs i love medical cannabis just not next to any school just not next to where i go to work and where i walk by not next to the bus stop or the place i buy coffee at that point we are going to need to have a robust discussion the last 6 months of this year should be dedicated to public hearings and discussion how we are going to expand medical cannabis and then how will we develop a way to con assume cannabis what is called by the legislation the Consumption Lab this is retrofication like a box you can only go into that when our 21 and thats your Cannabis Consumption experience San Franciscos has always said we have a San Francisco way we would like to create with the help of the board of supervisors and the community consumption lounge experiences socialization is taught you our experiences between Community Members can be exchanged if you go and youre part of a platform of 5 individuals and the one cannabis yours there are 3 people that like to drink within and one person if drink or smoke you feel comfortable in that consumption area thats the San Francisco way consumption we can get through that that the first year we ask you respect the report with the recommendations we feel are important in those policy areas you give us the direction to begin immediately to traffic ticket a Regulatory Framework that you can take to the committee and begin do work on developing the actual regulations in terms of no cultivation this is how we are doing it based on the experience the last 5 years we need to make those 3 adjustment and present to you an online for regulations on how to do cannabis chief scotttion that goes to the public process and gets adapted into regulation that gives assurance it that part of business and will apply to the state we take one by one the various license types until we get to retail and the last 6 months of year to deal with retail we spent a lot of time going out into the neighborhood and found out it is clustering that is the most important i dont think as the growth lie down how most people think they think of it as a path of travel and should we consider that to be able to determine where theyre too close to the public use thats itself recommendations we would like to bring forward and ask for your participation in year two.
