In the board appointees and the mayors appointees that has not happened in the past 6 years. I want to point out to what happens in academia. May be it is appropriate to compare this body to what happened in academia where the professors take turn in become the chair of the department of i think it is fair to see after fry6 years see someone from the board of proirz to become the president of Planning Commission. And talk honestly about it. You will hear we made some progress but with work that is transformtive tell take time and effort in our on going commitment to do that. I wanted to thank you and our staff. Many of whom are here for challenging the way we work. Especially those in our community. The communities we had the chance to have honest and only discussions the members of our Equity Council. For their feedback and honest feedback. Several them are here. As our direct indicated, im here to provideow over view of when we accomplishd and get your thoughts on how we have been able to respond to the resolution you passed 2 years ago. We have been fortunate to have a resolution that is guiding the difficult work. We have a robust infrastructure in planning and the city. With racial and social equity plan and as director heelis indicated, we have been fortunate to have the advise of our 10 councilmembers. This is hard work. It has been challenging to bring change temperature is in the easy. But we are also fortunate to have staff with the strong commitment with very sharp skills. And today, we have a few of our manager in the Community Equity division to address your specific questions or comments. We have claudia floral sxez [inaudible] from the equity plan team. We have julia on the commune engage am team joined us recently and mia small will join us soon and shelly will be here to cover the Housing Element this. Is work throughout the department. And as you can seat work that have been accomplished has been within the Department Internal and external. What i want to provide you to a little background in terms what you ask us to do. What are the priorities and the out come for the past year. And where we are moving forward. Again, just some highlights of what you included and very robust resolution there is of a resolution passed by planning and another one by the Historic Preservation commission. You ask us to extend the funding to implement the rishl and social equity plan and within that to assess our budget. Think burglar resources and thinking about the staff and the hiring practices how the Planning Department can better reflect the composition and needs of our communities. Accountability the component of what you asked us to address and so our communities and council in this hearing and the subsequent hearings well go in more detail on some of the projects, will explain some of the targeted accomplishments in the area of that might need more work. You have also asked us to address intgrated policy. We are responsible for the use of our land and that means addressing the various components of how we use the land. Whether housing, whether it is Economic Activities and taking care of our health or environment. And that you are asking us to be reflect in the our general over all plan. We are going deeply you will hear more about the Housing Element. But thats the framework and thats the prop this we are taking in the other elements. The last point here that is crucial is are we having the voices of the table. Bring the voices of the American Indian, black, latino and other communities of color, that sometimes have not had a representation within our work. There are 2 questions right now that we would like to pause. Present to you. Upon given, first the equity resolution, have we addressed the critical priorities . And in this past year . And then moving forward, what are some of the tasks that you think might have the greatest transformational change and impact . In the next year . The memo that you have in your packet goes in a lot of the detail. I will provide again general over vow and in the subsequent weeks we will bring the specific projects for further discussion. In terms of projects that have been completed internal low we have the budget equity tool. Thinking about resources through an equity lens. We are also completed Human Resource equity guidelines to ensure we are able to bring people with skill this is reflect the diversity of our communities and the needs of our upon communities. And in terms of the work in progress, there is a lot that has been done internal low in terms of implementation of our equity plan. We have also accomplished substantial work on Environmental Justice framework. Community planning and Housing Element. I will go a bit into flagging some of the key highlights. For the budget equity tool you saw in your budget last year. We started introducing more specific metrics of huwe are addressing racial and social equity across all teams within the department. And in our most recent assessment 20 of Work Programs directly address racial and social equity. In terms of contracts t is 42 . And one specific accomplishment in theful past year have been to identify 750 thousand dollars for Community Engagement and this was again a high prior for Equity Council. In terms of the Human Resource guidelines, there are numbers that explain how much of our equity plan we are covering with the guide lines. I like to mention that we have been able to hire staff across various upon communities. Reflect the diversity again of our city. And reflect different knowledge, different insights from Technical Work as well as from our Community Work. An knowing of the Community Practice and voices that will make us a stronger department. You will hear in our next item more about the Housing Element. I wanted to mention this is our first housing plan that is centered on racial and social equity. And as you have indicated before, it is in the an easy task there is a strong commitment that we find across communities in this city. We have spent substantial resources on the Community Engage am component. We took 2 years to engage with a broad range of communities and stake holders in various formats and given our pandemic we use a number of venues and tools to ensure that we could have conversations that folks might not be conversing with our stunning regulations or planning technical language. We are moving toward the adoption and you will get more details later. Our Community Work is throughout the city. In order on go deep and be addressed the transformations need there are 4 areas we have prioritized. One is the mission as you know, we have been carrying work with the Mission Action plan 2020. The fillmore addition the communities that has received limited attention in terms of comprehensive planning want sunset 4 a community that understands might be experiencing change. And very diverse and the Tenderloin Community which as you know has been part of this Emergency Response and the Planning Department is taking on much more substantial responsibility. Well present to you more details about what was accomplished in the sunset. But to mention, that the communities has identified specific priorities that address there are housing needs. Neighborhood service. Small businesses commercial corridors and cultural resources. And toward that, they have designate in this cased sunset schein chinese direct that support their efforts. And the report was publish in the may of this year. Lets me move toward the priorities moving forward. One area of that we need to delve deeply and the work has started is the equity audit planning code and Impact Analysis guide lines. Many times, rules were designed with purposes in mind. And they to review if the rules are appropriate low addressing the needs of our communities our disadvantaged communities. And communities of color it make sure we have a proper conditions for the lands use decisions you are making. There are 3 other areas that need to receive more attention. The communities engagement and communication. So. Framing if we are enacting equity do we have the language to carry that. Are we sending the appropriate message . Are we supporting our communities for a more fluid conversation . On the lands use decisions you have. The Housing Element implementation as we move forward, will be a very important component. As know, the plan will be as good as it can be enactd and impelements. And with that this needs to be grounded on Community Planning and cultural districts. Cultural districts has work has been impacted and has been a bit limited as we allocate more resources through the commune engage am in the Housing Element. As we come to the completion of the housing plan. We will re soup our work in cultural districts and you see in the map it covered a broader spectrum of communities well be well equipped to address. And i would like now to introduce to you 2 of our Equity Councilmembers we have been fortunate to have them. Push us to dot hard work. I also work 32 years in retired from the city and county of San Francisco. And in the senior position with the sfmta. And i say that because a fundsamentally gave me insight into the mechanisms of how this city processes work and dont work. I do want to acknowledge rich and mayoriam for the support they have given to all of us on the equity counsels. To provide a forum for us to speak honestly, to speak our truths and to be present. I do need to mention that you opened the meeting with the land acknowledgment for the Ramaytush Ohlone people. For this land. That you call San Francisco. Those are powerful words for us. They are rooted in our existence. And we hope that when people recite that or say it, that they are saying it from a place inside of each and every one of them that is reflective of their commitment in acknowledgment that we do not own this land. And we have visitors here and want to inspire everybody to coexist here and to live respectfully and take in the considerationful that what is good for me has to be good for you as well.
