The last of the phase one i want to express any prediction to the cochair and the members of the working group and others for being patient and courteous for all the meetings weve had we took a survey of those people to see if there is any call for a wrap up meeting to go over some of the definition unresolved and im glad to say no such sentiments that will not occur laughter . Ill be happy to but not much incentive as to phase two a few things we workout details first of all, well operate by way of subcommittees as many of i suggested in our notes to us the subcommittees that will be make up of the working group and the members of the Advisory Committee and representative from various others governmental organizations regulatory or governmental that may want to serve in the subcommittees how those will be appointed when and sfoefbt we dont know there is a not agreed how many there should be and looking between 5 and 77 is too many to me were trying to fourth what makes sense the details of all of that will be community to you over time we will get a detailed as detailed as possible presentation how well present in phrase 20 20 thing on the calendar two meetings as a kickoff for phase two those a tentatively i think fairly so d solidly scheduled for the 15 of september when is a thursday night and that will be 6 to 8 meeting here and a followup meeting that be conclude our portion and subcommittees go about their work that will be in october 5th a convenience 6 to 8 and those are like to be important meetings and informational meetings well set perimeters how the subcommittees will work and consider the issues theyll bring back to us i will ask please get that on our calendars and the details of how all that of will work will come to you in due course thank you. Great, thank you so we have a very important topic this time all around of transportation a few guests this evening from the sfmta along with a few Advisory Team thank you to the Advisory Team members for the meeting last week in preparation of this meeting ill say this come up time and time again with other topics transportation it something well i dont understand the port jurisdiction something that clearly the people that live near the waterfront although San Francisco and regionally 24 aboard will not be able to make the policies that fix everything transportations related in San Francisco i apologize we thought that was the displays but that will not be possible, however, i really challenge this body to not think about the boundary of jurisdiction this and like the lions and the boards of what the port owns but think about what sorts of policies around transportation throughout was it owns not the boards but the fill of port and that whatever policies that come out of the recommendation or the update to really think about how this this sgrakz and gages with the city and where we are today so with that in mind id like to introduce our first well diane actual actually. Good evening, everyone diane with the ports planning and Development Staff here per for the working Group Members sitting at the ahead of the table if you want a better view of the slides it is over here sorry for the relocation thank you, again, for coming to the meeting tonight ill be providing some overview on behalf of the port but as janice noted the port part of the transportation pie is circumstance describing im happy we have the working collaboration with many in the city family particularly members or partners of sfmta presenting to you following any presentation actually, i think i have this is this not working . Oh, anyways let me go ahead and ill give you a headsup following any presentation well have liz brison followed by carly and patrick are covering different aspects of projects permanent to the waterfront we wanted to share the big picture frame as well as some of the specific policies and procedures on the ground liz will be covering giving that big picture frame on the regional and how the transportation last year scale planning it effecting improvements in the waterfront area carli will be covering transportation to demand management how we incorporate specific types of strategies and major developments and patrick will be wrapping up to talk about the embarcadero embarrassments project many of you probably the most familiar with the embarcadero but the ports facilities are diverse we wanted to remind and brought to your attention that south of at t park the nature of the waterfront and its Transportation Needs change dramatically all of ports cargo ship repairs, truck and heavy industrial operations are concentrated along with the rest of the citys industrial front and the map here indicates the ports facilities the green lines indicate major truck routes that provide access to the freeways and accommodate the truck traffic that is involved in the industrial operations and freight rail many dont realize the caltrain it provides the Commuter Service is shared for the freight rail from the Union Pacific mainline with feeder trucks that reach out to the ports facility the port working hard to maintain the growing needs for commuter train assess we also wanted to note particularly since mta is here the southern waterfront in southeast san jose San Francisco is supporting overall transportation operations as well as with the muni metro right next to pier 80 in the orange and port property for other you are ports facilities in the area so that you can building there is actually Train Service the top view is the Freight Rail Services that is provided on a short line by one of the tenants bay windows rail between the cargo way earring of the ports waterfront and connecting to the Union Patrick mainline when we have freight rail train assess niece they provide the service to connect the trains cars away from the property the bottom figures are a sense of the variety of different kinds of maritime and Industrial Facilities that include lets see here we have Construction Materials that developed with the bulk of the Cargo Operations at pier 94 for manufacturing and asphalt operations that are now proposed for the area we have large oversized vessels that bring cargo over the docks and again, this is the port as a mta bus driver next to the ports cranes moving to the northern half of the waterfront a mixed use go escape ill be remiss if i didnt point out 700 Million Investment the city made in embarcadero our cochair knows something about the embarcadero promenade light rail and roadway improvements that were the genesis for the waterfront transportation that we. Enjoy today if this is lawsuits how were balance and advance multiple modes to minimize and reduces the amount of private vehicle use around the waterfront and in terms of the projects i think that pier 27 cruise project is in the intersection of the industrialized maritime along with the Public Recreation and the commercial and the visitors that come to the waterfront so really working with with the city family make sure we have transit facilities that are designed in sync with the ports objectives are in mind from the stand point of the waterfront plan policies themselves the policies in the plan now are fairly basic and rudimentary linked by land use more so than a group of transportation policies altogether so as reflected for the southern waterfront you have an industrial use note that needs to be served the policies anticipate waterfront promote the protection of this industrial transportation assess way and also at the same time recognize the need for public assess and others open space be nanlts to be incorporated but with due consideration to the industrial uses and the Transportation Services that serve them more mixed use department the waterfront denotes this indicates the multi Modal Transportation Program that hopefully, you have seen in play in the projects that are played out certainly Public Transportation of all forms whether on the water or land is promoteed there calls for making more efficient use of offStreet Parking and promoting public assess and pedestrians orientation so if you look at the policies that provides the bones were reilly is that there guess so much transformation of the thinking b around transportation policies around the city that have is to considered in the core context of the scale in change and the kinds of Transportation Demands were looking today, if you look at the Ferry Building area we have the the highest contaminations of the vice chairpersons with the piers one to 5 that area has housed over 4 hundred Parking Spaces within the facilities before they were replaced by the project that are now in place so we actually sort of worked with the Planning Commission to incorporate planning code measures that will allow Port Development partners to seek exceptions to the parking requirements in light planning code that was done for the Ferry Building pierce one and half a and pier 5 developing the regional transportation hub the parking for the development uses didnt have to be provided this is on top of over one thousand spaces that were removed from the embarcadero itself when the embarcadero transportation projects were implemented so in terms of the how the mortuary has approached the implementation of projects weve been incorporating the transit first and parking you know last kinds of policies that the city is moving the incorporated as part of the project around 2005 the port worked with sfmta to start looking at the idea of demand based pricing for are pooerments and putting sensors in the ground for patterns that people use the on street pierce to have a demand pricing strategies tested and ultimately this led sfmta took this work and took it full force to create the sf park program so most of port areas now that are heavily trafficked have those pooerments in place and the public assess improvement clearly a lot of energy and investment made to improve port assess for the basic levels along the waterfronts the pier promenade and the jefferson street improvements are also strategic public Realm Projects as well that are trying to stretch the rightofways in the case of jefferson street continue hyde street and jones street so that that physical space was providing for proportion space for pedestrian garters and circulation and bike assess and slowing down traffic to it safe for the pedestrian and public activities and provide for slowing moving trafb for tourists and the truck loading businesses that need to come into the Fishermans Wharf area jefferson street, Taylor Streets the port initiated improvements to widen the sidewalks along Taylor Street that connects to the promenade along the Northern Edge of Fishermans Wharf to alcatraz this project creates that essentially the promenade the embarcadero promenade all the way down to the Fishermans Wharf and if pits wake took out a hundreds space parking lot to construct the improvements on transit ordered developments with weve talked about previously the major effort student city have a flaw with the giants and the mission rock with lots 37 and pier 70 you might have voted on a few years ago clearly and whole city effort to not only incorporate transportation measures for those projects but to design the site and the layout of the uses and the streets and pathways pedestrians pathways so that that is really conducive to pedestrian first and vehicle second and then to direct investments for transportation improvements strategize as well with the guidance of the office of Economic Workforce Development and mta and the county Transportation Authority identified the key transportation that would benefit from the contribution into the projects and liz will be speaking to this a little bit further while were working on all of these port improvements projects we also have to Pay Attention to the over 5 hundred port businesses that lease space along the ports facilities in particular along the embaradero where interest is Less Development that is happening along the embarcadero more development that is happening from south beach and south and because of the success of the waterfront and the developments that have taken place were hearing more from the tenants from the south beach area north to Fishermans Wharf will the transportation concerns so similar we launched a transportation survey of the ports tenants the questionnaire was designed to also provide information for mta which is working on the embarcadero enhancement project patrick will be talking about that later on in the presentation ill not go into those details now paratransit idea to be able to really make sure we are tracking what those ongoing business operational needs in the way of prompting alternative transportation on reliance of the automobile and most of tenants recognize those changes under a way there were basic inputs we received from them about curve side loading and assess you know if youre in a pier the only way to get our stuff is r in is the embarcadero even if we say dont have the availability for loading and passenger assess that needs to be considered in any design we heard a lot about the need for more Transit Service in general, i think that people see the f line and the medium for light rail is being a teaseer we want to be able to grow more service to use that capacity nor effectively and that would help to maybe head off some of the concerns and the problems around the traffic backs up from the special events and the occasional cruise points that back out into the embarcadero pedestrian and Bicycle Safety a growing concern the reason why the port is partnering with the mta and patrick will speak it in a moment but clearly the embarcadero promenade as a shared pathway for bikes and pedestrians is two crowded to accommodate both safely so were working on trying to create dedicated areas for each mode and while the port has reduced Parking Spaces quieter significantly along the waterfront we hear from the other side about Customer Parking and others operational needs how difficult to get parking at the peak periods as janice mentioned we are touched by every mode of transportation we get a lot of concerns about Transportation System needs but we dont really control itch it is through the cooperative and creative efforts been the port and city agencies that we move forward with respect to water transportation we all kind of the go to agency in terms of peoples wants or needs or ideas or help in sync with our partners here at the port and i want to particularly call out mike is here with the weed that runs the Regional Transit ferry and carolyn youre working folks that operates that and inaugurating president of the tied wide marines and i dont know if david is here with sf taxi as well but have partnerships with those businesses to provide the water improvements and clearly a number of landing facilities for ferries and water taxis the orange is for the water taxi landing the most recent is opened at pier 15 at the exploratorium and the Ferry Landing in purple where we also have a planned Ferry Landing that we would like to see having designed for water taxis in Mission Bay Im sorry this map a faded somewhere at the 16th street is meets the bay with respect to water taxis i think that theres sort of a chicken and egg thing going on in terms of the notion of providing local service along the San Francisco waterfront it did not on having places where people want to go to pick up the taxi and get dropped off at the taxi until relatively recently, i think that the port maybe didnt have enough points of crack come back to think about water taxis and so i think in 2009 probably 4 years ago the port commiss got developing
