Next, i enjoyed the Revenue Bond Committee tour of the ocean side Treatment Plant last friday morning and i have not been there in awhile. New building with recycled water facility. I did not visit but will in the future. Tour was great. Next, i was not able to give Public Comment at the end of the last meeting on items 16, 17 and 18 but would not have changed the outcome and its fine. Next i note the apparent water main break yesterday at union and fillmore. The quick repair work by proved despite the difficult Work Environment and the weather. And i note the over night and expected upon rainfall which is good on the water side and the affect on wastewater plants and process as well. Ch thats all i very much vehicle. Thank you. Next caller, you have 2 minutes. Ed upon commissioners i would like to talk about Huge Development by lake merced and other Huge Developments in the city that are planned. Without redoing an upon sound needs assessment. We talk about conversation and yet we think we can provide sewer and clean Drinking Water to over 67,000 new units. And lake merced. Where you are planning build 3,000 new units already over 1, 100 units are empty and have been. The general manager and the commission. And we have to be mindful [inaudible] that we are not upgrading our existing clean water pipes. Thank you very much. Thank you. I would like to thank staff for gracious ness and professionalism during the november fourth tour of the ocean side treatment facility. The existing infrastructure is partner low built beneath the zoo rec and park land and [inaudible] National Guard facility on federal land this indicates a number of jurisdictional, have been worked out. The new water facility on 3 levels at the ocean side. They indicate that the site is fully built out. This begs the questions, what future puc expansion under the site of the former pool on rec and park land. Extends 4 and a half mile in thes pacific and partial low within the monterey bay sanctuary bound easier. This seems to indicate that the jurisdictional issue has been work the out. This begs the question how this would play you out with a new golden gate sanctuary and the ocean beach and the eccollusion area on the monterey bay sanctuary . Thank you. Thank you. Next caller you have 2 minutes. Thank you. Im dave warner, thank you for you were service. Wait to thank you for item 7c. A topic not examined closely are water rates our wholesale rates are the highest in the state of major water supplier. 2, projected to increase 50 in the next 10 years. Im not certain but as commissioners you should know how water rates compare to other agencies and where they will be 10 years from now. Ask staff to update you on water rates the update should cover, how they compared to other major supply nears california. Where are water rates 10iers from now and what assumptions are they based on. How Different Levels of demand affect the water rate sns the bonds affect the water rates how far in the future. This point could be the own agenda item. 5, how funding for alternate water splice affect the rates. All these seem important knowledge fundamential to issues and decisions water rateos a steep path. That can affect how we play for water splice. Paid off the next decade funt for additional funding. Rused demand causes water to go up more should we understand that relationship. The length of design affected supply planning affects water rates this should be understood. Consider asking staff to address these items if you dont know the answers i dont the thank you. Next caller . This is bari nelson. Apologize for jumping the gun earlier. I am calling immediately during general Public Comment and then later on 7c to welcome commissioner stacy to the commission. Association is in San Francisco. We represent the california salmon fishing community. That community is facing growing challenges because our salmon runs you will hear today are in trouble. That is per of a larger crisis facing the ecosystem in rivers. Our groups and our alis are doing work to address that. The issues are a major part of that. And the last several years we appeared before the puc many times to talk about the ecosystem protection and science. We also have been work to ensure that the puc has reliable water splice. Commissioner stays, welcome we look forward to working with and you you will hear from a number of us later today on item 7c. Thank you. Public comment is closed. Thank you. Please, call the next item item 6, communications. Any comments about the communication provided by the staff . Thank you very much. And do we need . Public comment . Thank you. Members of public when wish to make comment on item 6 Communications Press star 3 to speak. Do we have members present to provide comment on item 6 . Mr. Moderator do we have callers for item 6 . There is one caller in the queue. Great. Daved pillpel a brief comment on 6c related at a previous meeting i was concerned from reports from the board of supervisors provided to the commission that was an among late this report was the next available Commission Meeting which is today i appreciate the time liness of the copy of communications to the commission. Thats all. Thank you very much. Thank you. There are no more callers in the queue Public Comment is closed. Please call the next item item 7 report of the general manager. Thank you, item 7 aa commission update from steve ritchie. Good afternoon steve rich hope the microphone is coming through limp i will provide the drought condition update that i do including that is happening in the last day or so. Our reservoir storage is has not changed much. At this point we are not seeing a lot of run off now. The hempy storage is about 73 normal for this time year. Water bank is down 45 that is the one concerning item on the slide. Upon the other california residence wires again the project residence virus in the Central Valley project, shasta and orville are 31 . Folsom 31st capacity. Throughout california the Water Projects are short on storage this is of concern to the state for sure. California draught monitor this picture has not changes. May be tell change next week when we seat results of the starm coming through. This was prepared the line is flat on the woman. 2 inches of rain that is good and an inch of rain at the higher could you want real is a foot of snow. October was dismal. The ends of the day the sick station index is about 2 and a quarter inches. So the first week of november and already about 2 thirds of the way to normal for this time of year. I dont have updated numbers i will speak from my house in oak land rang at midnight last night and did not stop until noon today. We got a shot in the arm from this storm. On the snow pack front a foot or 2 at high elevations the snow level down to 4,000 feet about hetch hetchy. No paths are closed for traffic well is a winter storm warning out snow throughout the sierra this storm is covering all the way from chico to bakersfield a good shot for the state over all. Water available to the city we see there is little. Coming in october from the storm we will see more in the system. And as a result of this the state board last week suspend curtailments on river diversions, we are able to divert water again. There is water in the streams. Last year, in october they started the suspendd and did in the reinstate them until some time earlier this spring i believe it was. We will see how it goes. But if the stream flow continuous curtailments will stay suspended thats the way it worked last year. The precipitation forecast shows last week and the concern week definitely a lot of activity. Nice red and orange colors in california which is when we have been missing for a long time the week after not much. For now we are benefitting from the storms. And lastly, the slide is the most important out of these. Is in the demand of the total deliveries. This shoes 1 quick million gallons per day this is tracking close to 2015. I just sought latest from last friday and dropped down to 171 Million Dollars this week. Tracking close low to 2015. We are doing as well as the last drought overnight last 10 weeks or so. That has been a good sievenl degree below 2020 and way below 2013. Those are good signs. Again, look to next year, well see where we are you know make november early december and Start Talking in early january about what do we do next for seeing precipitation that will be good. If not talking with our wholesalers about alternatives to manage our supply the coming year. Happy to answer questions. Any questions . Is there any way in the slide that we showed the precipitation, month low versus average. Is there a way to have a bar chart that are shows from 2,000 to now i wonder how they the patterns are changing or at all. Would that be possible. We can show different things. I just saw very Interesting Data yesterday that for the 3 month period i believe it was january through march. If you look at 2021. Lowest 3 mont in that period then and there we had before. It was by a lot. Little precipitation. That is the data we will share more showing that things are changing right and seat bars and how the trendses are month to month. Again thshg is one data point, one way of showing it but good on have it. Another graph showed how we assess probability of what will happen. We have our period of record and one there was 2021, off the chart. Other end 2017, off the chart. Extreme what is we are seeing. The bars would be great, too. We will see wa we can do. It may take work but we can do things. Thank you. One question mr. Ritchie. I dont know if i saw this yesterday or this morning. Yesterday in the l. A. Times or chronicle or a mass piece that was in the public but some anecdote someone said we saved 20 billion gallons. I forgot if you saw it. How would that be interpreted to a commissioner or someone watching. The l. A. Times i saw before i came here and i think it was 6 billion gallons. Billions of gallons when you talk about a Large Service area thats what they had to do in North Western los angeles. They had to comfortable a lot. For our system this year as a whole i believe the number is 3 billion gallons we saved during this time period. People are saving a lot of water in total. Could have been a brag piece for l. A. They were hit hard y. They had a 35 reduction and people responded. Thank you. Thank you. Okay. Okay. Members who wish to make comment on 7 athe Drought Commission update press star 3 to speak. Do we have anyone present to provide comment on 7a . Well is one caller wish to be recognized. Your line is open you have 2 minutes. Commissioners, it would be nice [inaudible] for us to invite the local tribes from the region to give their comment on the situation at hand. And also photographs of the river. For thousands of years the prize result protected the rivers. We talk about the salmon. And we dont do that. Who is the ordinance of 23,000 years referring to the tribes and give honor to the salmon. If not well fall flat on our face. Kilt land and water. Talk about how much we saved but we dont follow the act. When you follow the act. You should see who is useings the water. All we care about is telling the water to the highest bidder. Thank you. Thank you for your comments. There are no more callers in the queue. Public comment is closed.
