I think it works well within the concept, and i think that youve said this yourself. These have been very success, awful all over the city in your district and otherwise. And i understand the need to look and see how each individual operators regulating them, i think as they start to have to conform more to the city standards and have to work well with more of the departments, well see better, better behavior overall. But i think theyve been a phenomenal success. And i think this this window allows us to work with in that time frame to work with the existing operators and hopefully have maybe a few more come online. And then at that point, i think we go back to what youve proposed after two years. Thank you. Thank you. Vice chairman dorman. Thank the supervisor for his offer. And if it were not going to be an administrative challenge for folks, i would probably accept his offer. For director dooney just through the chair. I understand amendments are potentially being proposed. I just want to remind you all that the revenue loss was not originally assumed in the mayors proposed budget. So it would be helpful, i think, to all of us if we could understand what the proposed amendments, how that would change the cost of this proposal. Sure, thats fine. I mean, i think it makes it smaller, right, because weve shrunk the window. We havent extended the window. And i think the analysis of the blr gave was over. I believe it was over a two year period, so it might line up. But were happy to follow up with the bla on that through the chair. Thank you. And vice chair mendelson. Um yeah, i think shrinking to two years probably doesnt have a budgetary impact. I would assume the shrinking to one year would, although we havent measured it. And i think that the moved as i understand it, the move going from all spaces to just the first has about a 400,000 savings associated with it. Thank you. I dont see any other name on the roster. Colleagues, i if i may, i want to say this upfront today for all the trailing legislations, not just this one colleagues and just really everything thats before us today. Theres a couple of technical things about it. One is that i would really strongly encourage all of us to consider the fact that we should continue on these legislation and to next wednesday to really make a decision on them. I do want to encourage a robust conversation around potential amendment that in your head that you can articulate today as were meeting and discussing so the public can actually understand, like just being transparent about where were heading and so thats not just for this legislation, but all the legislation to come. We do have were also required to take Public Comments for all these legislation. I want to end this is i for one, am interested to see its really only for consistency. It has nothing to do with one legislation or over another. But i do like to see the consistency of if any fee waiver, tax halt tax credit to be consistent within a time frame that is, with the budget and in this case, two fiscal years is what i. I personally have discussed this with supervisor safai and that we have come into agreement, which means that like thats, thats my preference. And so im going to articulate this on the floor that seeing that, you know, that really just means the clause on sunset subsections will be a different date instead of june. What is proposed . The difference will be i would say the disagreement will be where. Vice chair vice chair mendelson is suggesting june 30th, 2024. I am with supervisor safai for it to sunset on june 30th, 2025, remaining of it. I encourage everyone to just take a quick look. If not, you know, like just to compare the notes, but it sounds to me that thanks to both supervisors have articulated this. Madam chair, im fine with making the amendments and continuing it as you like for all the for all the items to be heard. So i just it would be good to make the amendments now so we dont have to worry about it being continued again, my assumption is sorry, my assumption is i would like to confirm with deputy City Attorney pierson that again, though, this this is a reset. Yeah i um, i would just, i would just say to that, to the Mayors Office that i think that this program has proven to be popular enough and important enough to fund each year. But as hard as this budget year is next year, going to be, i am already dreading it. And so i just i just dont know if it makes sense to leave the second year unfunded given what pressures were going to face next year. So but i you know, i this is a discussion that has to be had in context to many, many others. The bottom line is we dont have enough money for everything that we all believe should be funded in this budget. As as youre well aware, supervisor ronen has been meeting with us and our Community Partners and other advocates, along with the Mayors Office and just want to thank personally supervisor ronan for her leadership and work in this area. And i know we are making progress. Yeah. Thank you, supervisor ronen. Yes, right back at you. And emily and shereen, director, director and director. Sorry, im i and the community i see so many members of the community here. I just want to thank everyone for coming in on a saturday after exhausting week for coming in on a tuesday night after an exhausting day. It has been ive learned a lot from from both from all of you and having that place to really just put all the issues forward and discuss them as a group was was amazing. I have to say, ive mediated a lot of disagreements in the city and my 13 years here, but i had never mediated between a table of people, all who were right. You know, there was no one who is wrong and all who is intentions were so pure and to have worked so hard on the Biggest Issue plaguing our city and our country. And so i, i just want to deeply appreciate all of you, the great news is we are close to figuring this out in a way that everyone can live with and feels will push the city forward. And so were just working out the details. The last details of that. But i you know, its thanks to all of you. I mean, youre all just incredible. And just want to appreciate also the community for always fighting so hard. And ill just end by saying kind of the biggest thing ive learned from this process. And that gives me a lot of hope is, is that perhaps he is working. We are on on like genuinely on the way to end ending homelessness for youth. We are on our way to ending homelessness for families. We are making significant progress every year and i think, you know, for all all those folks who didnt didnt support prop c, that was a mistake because its working. And you cant see that on the streets necessarily. Right . Because single adult homelessness is overwhelming the entire country. But there are subsets of people experiencing homelessness like youth, like families that if we dont end that, then ten years down the line theyre going to become adult Homeless People. You know, the very people that we can see in the streets that were also challenged to fix. And so i just want to really commend the committee and the department who have really worked together to strategically figure out how to spend the money in the smartest way. Theres never enough. Right. But in the smartest way to make inroads at the front end so that we dont. So we really end homelessness for young people, permanent, early and completely and allow young people to thrive and live with dignity and go to school and get health care and all their needs to become successful adults that will then not need the assistance of the city. And so i just strangely end with tons of optimism about this process. Even given the challenges that i know this body all faces, our Homeless Department faces, the mayor faces with the visible adult homelessness in the streets that but but the good news on that is that many of the investments that the mayor wanted to make and that the department wanted to make in order to address that is it. Were getting to a place where we can do both. And so thats just great news all around. And i just think we have an incredible community. I think we have an incredible department and just really grateful to you all for everything. Thank you so much. Supervisor ronan, and thank you so much, everyone, for being here. This continues just like all the legislation this conversation, this piece of legislation will continue. It is part of this whole budget discussion. I really think its worthwhile to spend some time within this while theres a constraint with time, because of the budget process. Look, just as was said, we are making progress on addressing family and youth homelessness, and we need to continue to do that so that we can address and make sure that were stopping the flow into adult homelessness. I feel very strongly that we need to maintain prop c and the categories and ensure that we have Resources Available for young people and for families. We do know that without those investment, we will have so many young People Living outside because we will just stop the flow, stop outside of some new investments. Next year. We wont have any more new investment. And we know that our lgbtq young people, our young people of color are most in need of these supports. Um again, just here to say that we urge you in the strongest possible terms to vote no on the mayors proposal to reappropriate funds away from Homeless Children and families. A yes vote here would mean at least 1200 additional youth and families would lose access to housing in fiscal 23 and 24. So its not a no vote in a vacuum. Thank us. Thank you much. Okay next speaker, please. Hi, jennifer. Coalition on homelessness. You know, back when i was raising my kids in the city, everyone used to toss around how this was a family unfriendly city. And i really strongly disagreed with that. I loved raising my kids in San Francisco. But this move was taken 60 million out of housing for homeless families and youth. I mean, of course, i see this in my work, but i saw it in my kids classrooms, every one of my kids classrooms, all the way from when they were babies and through high school, had kids that were experiencing homelessness, and those kids were getting permanent damaged, permanently damaged the trauma, the effect it affected the entire classroom. It affected their families in these really profound ways. We have got to preserve this funding. It should not even have ever been a question mark. We also have to address single adult homelessness. The mayor needs to put money out of the General Fund Budget and address our shelter needs and address our Housing Needs and seriously invest in this issue. Thank you.
