Findings. As to the three recommendations, i think the first one ra 1. 1, which states the number of sf hot as in homeless personnel should be increased to be available to respond. I think that will not be implemented per the mayors response as to ra 4. I believe that has been implemented through the creation of Supportive Housing in the Overall Network of city departments Supportive Services for homeless residents and as to rd 2, which states, the mayor should explore and acquire new sites where additional Navigation Centers should be opened. The board of supervisors should urge the mayor the fund these additional sites as mr. Kazinsky said with the implementation of the passage of supervisor campos legislation file no. 160278. I believe that has been implemented and will continue to be implemented through the department of homelessness and Supportive Housing to maintain centers throughout the sites. I would move those changes to the resolution, those amendments. Can we do those without objection. And on that item, send that to the full board with a recommendation. Is this something that can happen . Can we continue this dialogue for these things that have been suggested that there is further analysis, can we see whats happened . Yes, and because there are so many hearings and we are joined by supervisor wiener who was in the hearing about homelessness. It will be a form to visit recommendations in the grand jurys report and incorporate new data and policies that are currently being considered. So to that end. I think we can file item no. 5 because you will have plenty of opportunities to continue to dialogue with this board about the on going vexing issue of homelessness. And just a couple of quick comments about some of the things that jeff kazinsky said, thank you for all the things he said. On the identified strategy is what we require, and part of that strategy should be really the acceptance that this is a problem that is fixable, that is not the human condition to have a certain number of homelessness that is going to always exist. I think the board and the whole government needs to accept that as how they are going to stand. Homelessness is not part of the way we want to run our government. One thing living in the eastern part of the neighborhood, we have Homeless People that we are interacting with all the time that have been around for 5 years and some of them are constantly on drugs or doing damaging things. Some of them are just sick, but we have no one to really interact with. Thats where the hot team or someone in the neighborhood so these folks can be helped. Thats something i have not seen anybody talk about too much. I want to see the idea of radical transparency is wonderful and we are looking forward to seeing it. The other thing said about the natural taking care of the disasters, we didnt really mean that hsh should be taking care of the disasters, but that temporary shelter should not be a way for someone to live forever. [ meeting is adjourned ] one of the major tasks i was asked to do is Water System Improvement Program and one thing i looked at is about the 4. 8 billion dollars wurthd of work and a lot of the work was regional. We looked at how can we make sure that we provide opportunities for san franciscans and people in the region and so we looked at ways we can expand our local San Francisco lb program. So, we thought about it and worked with general manager at the time to form an advizry committee to talk about how to include local businesses in the region. I was on the First Committee back about 10 years ago and the job changed over time. In the beginning, we just wanted people to know about it. We wanted to attract contractors to come into the system which is a bidding system and bid on some of these projects. Our second job was to help the sfpuc to try to make themselves more user frndly. I like that they go out of their way, have contractors trying to teach and outreach to Small Businesses and lots of creative ways. Help the community as well. There is so much infrastructure going on and repair, new construction that i think is helping to get construction back on its feet. My faiv rlt part of the committee has been that we have played a opportunity for many Small Businesses. [inaudible] Women Owned Business to come in and [inaudible] sfpuc. It is a great opportunity because some are so small they have been able to grow their companies and move up and bid other projects with the sfpuc. Everyone i was talking about with any contractor [inaudible] and super markets and things like that and i realize the transition was on the sfpuc. He got that first job and knows about the paperwork qu schedule and still works on this type of job, but he works with general contractors that also did other things. Pretty soon it is like he did that one and that one. It completely changed his business. My name is nancy [inaudible] the Office Manager and bid coordinator for [inaudible] construction. Worked on 10 plus puc, lbe contracts. Today we are doing Site Maintenance on the [inaudible] chr site and currently the gentlemen behind me are working on every moving and basic specs of plants. In order to be success you need to work hard, bid low and keep a look at the sfpuc website for future bidding opportunity. This is a Successful Program because it provides opportunities to regional communities that might not have opportunities to work for large scale projects. The sfpuc is a fortunate agency we have a lot of Capital Program that span over 7 counties who also to see how some businesses like [inaudible] and bio mass started as small micro businesses grow and expand and stay in the program and work on several projects before they graduate from the program. That is what warms my heart. My name is college willkerson, the principle for bio mass. Bio mass has been in business since 2006. 3 partners. Small businesses fill a niche but apply and being a part of the program helped us be more visible and show the city and county of San Francisco we can also perform services. This program had tremendous impact to the region. In fact, the time we rolled the program out was during the recession. This has h a major positive impact and certified over 150 firms in the rejen and collectively awarded 50 million in contracts, and because of the lbe certification it open many opportunities to work with sfpuc. We wanted to come and give a quick overview of the Communications Work and education work we have been doing on behalf of vision zero. Presentation. Mument media will stop along the way to play a couple things as well. Knowing we are a little our Communications Campaign is really about culture change. It isnt just behavior change it is changing culture. San franciscos culture to one that embraces and demands safety. This takes a shift in public perception. Seeing things in a broader perspective than just one belaveier to change but understanding that cultural change takes time and we need to understand a lot more about what it will take. At the end of the day, our current goals are to insure people understand Traffic Safety is a problem on our streets but it doesnt have to be this way and a result of changes we make personally and also demanding policy and change in the communities. We know what are the root problems that are data driven and look at and identify what is happening on the streets and know a lot of the solutions so there is a way forward. It isnt a hopeless traffic is a problem. Helping encourage people to get to the point where death in the streets not only saves lives but see it a more livable place for them sevl squz place they like to be. Just came from the prowalk, probike conference and there was a discussion about the happy city. Place where people want to be and feel good being in there. Um, lets see here3 months ago [inaudible] talked about the safe speeds campaign and we have created on the streets and want to take a couple seconds to ply the thirt second video. It is running in english, chinese and spanish. I will play the english here today. It is about 30 seconds long. My car will take all most twice as long to stop so once you cros the treat and didnt have time to stop. I tried. But i was going too fast. I caused this funeral. Now i have to live with that. Speeding is a leading cause of traffic deaths of San Francisco streets. The speed limit is 25 for a resin. Stick to the minute. Learn more atsition zero sf. Org. This was the result of a focus group that really we thousand dollar people were very surprised to find out speed was a impact in San Francisco streets. Everybody like the children of lake [inaudible] is above average driver so they can drive faster and control their car s and there a lack of understanding speed as a impact on the ability to stop in a physics sense. This campaign is really rolling out with the idea of trying to help people understand that even 5 miles a hour over the 25 mile hour speed limit doubles the chance you kill somebody if you hit them. This is a difference between 30 and 25. It is is accompnied by visual banner ads playing in San Francisco. People who have been identified as likely drivers and people who are physically in the city of San Francisco on cell phones, tablets and computers clicking on that will take you to vision zeeree sf page. Supporting a lot of the radio and playing as we start the enforcement that will roll out nextgo back. Commissioner campos. Quick question. Very powerful.
