Good morning at the march 27th meeting the cac supported the commission of 1. 6 million in pop up loans and allocate 2 million in the prop aa funds for the oak daily lighting we support the construction contract with the builders and the contract amendment unintelligible for the yerba linda island hillcrest project and adopted for the 202324 and focus to the discussion on the northbound geneva offramp a long and productive discussion with the participates with the Committee Members and strong disappoint that the r50e78dz were focused to protect the pedestrians in the area. microphone feedback the will represent for the neighboring district 7 in particular not supportive of the recommendation mid and long term the experiences are pedestrians on the offramp crosswalks and this on ramp crossing lights is knocked down several times by cars and closed offramps and on ramps and the recommendation to close the onramp in the 2024 circulation study and members related that the nearby senior child microphone feedback are vulnerable and this cac voted to pass motion in support only of the new term Study Recommendations that will been employed and urge the Transportation Authority to phase three study and urge the agency to approach the improvements for safety for potential developing solutions and microphone feedback want to conduct Safety Engagement and support for the study i know a lot of members support. I think we have march watts our sacramento advocate remotely. And martin our principle planner inperson starting. Thank you, chairman and commissioners on the agenda this morning in the legislature state Legislation Program are three items theyre on table one in your packet that is Assembly Bill ab 1777, ab 3061, and sb 1031 by wiener and wahab and martin will be discussing that particular bill other discussions. In addition there will be an update on a bill on the watch list think table 2 and ill be presenting that so indicate where we are on the list process and april the end of april is the due date or deadline date for bills introduced this year to move to their policy out of policy committee to the finance committee or the board were seeing a lot of builds moving through the process rapidly and and few coming up next week in addition the state budget has processed for this past week and when the governor and the legislators adopted the early action item program that netted 17 million of closing in terms of the overall deficit and waiting for the april department of finance letters and my revise the letters in within the next three or four weeks. Unfortunately, in the budget one billion dollars in formula funds for transit was part of 17 billion um, deficit closing. So well see how that progresses through the process . Just step one and the bill should be approved this week. In terms of the legislation table one i mentioned Assembly Bill ab 1777 by mr. Its on the tip of my tongue and about bills basically are all around the world the inauguration of the Autonomous Vehicles and moving as we indicated and on the watch list and the staff approved those to support if amended or seeking engagements Assembly Bill ab 1777 addresses a range of issues for enforcement and civic Center Procedures as interactions with the Emergency Responders and as well attempts to insure that the jurisdictions has information they require to better understand what is going on with the next of ab on public revise staff working closely with the office with mta and the Attorneys Office and on the stakeholders to refine the language in the bill and make that more workable for First Responders and others in the industry. The hearing is april 22nd and if there are questions need more detail amber is available for a little bit more thoughts on the nature of the amendments decided at this point and um, moving on to ab 3061 staff is recommending that moved from the watch to support ceqa amendments position so will be a request for approval of those at the end of presentation. This bill by mr. Haney focuses on the data reporting. And requires ab companies to report violations and other collisions and the disengagements theyre experiencing with the automatic matted driving systems and working with the next amendments will be refining the bill with additional reporting requirements in the Assembly Bill ab 1777 the bill had its first hearing and passed one to two and the bill will go to the Assembly Communications and committee next week to meet the deadline dates. There is one technical error in the way the bill is drafted. Sfgovtv i have my slides up to date pulled up good morning chair mandelman and commissioner melgar im the planner for the Transportation Authority im to provide a brief overview and have this authorized starting with bodyguard as you can see the covid had a Significant Impact across the country like the fiscal year quacks in the bay area and transit agencies had a shortfall of 6 million annually in fiscal year 27 and short term relieve for the agencies for the budget act and sb one 25. And in january 2, 42 bills introduced around and senator scott wiener introduced this authorized the measure and wahab introduced 926 for the transit agencies both bills on the watch list. And in march bills were combined to sb 1031 is a complex bill and it really is working for the legislation to combine one bill. The first component will author a measure in the bayview for transportation serves as soon as 2026 and could come forward to qualified ballots for all 9 bayview counties. And a minimum of 750 million to go towards transit to fund the Capital Projects with the majority to bart which carries the offer loading authority. Second the bill will codify and expand for the m t c for the Network Management for and to condition the existing funding whether or not the Transit Agency is complying with rules and regulations for the consolidation by 2027 it is important to note for this component that narrate wahab indicates to insure the bill didnt presuppose the comboels and make Transportation Demand management status ordinance which requires employers to encourage the employees to take transit is allows m t c as part of the regional to require large employers with 50 or more employees to purchase a pass. We are recommending the board seeks this position for this bill and intend to have a discussion we want to make sure your honor, funded mandates as a result of exploitation of the Network Management policy and like to see language that holds operators harmless and two to make sure the transit operators are represented in any governing body within the Network Management and three, we would like to make sure any assessments or plan around consolidation should consider other strategies that helps them reach the goals. Um, i do want this body to know and the public to know that caltrain expressed concerns about the language requiring a study for validation and actually at the caltrain board we took action he supported the board supported a position for i support the language in todays resolution a little bit different but wanted to make some comments about that language and had conversations with senator wiener theyre having conversations with senator wahab to work out the language and support from the region but make sure this is in the hearing. City commissioner walton for that comment and im going to move to continue my resolution today and look forward to the next week to incorporate the language in our board of supervisors resolution. Hi, good morning commissioners owe presenting for allocation of funds for prop l and prop aa is he the first request four Public Utilities commission or one . 6 million for various locations for number 62 pop up request and funds the demolition of three 4 blocks and programs and new sidewalk construction along that that and Public UtilitiesCommission Signs a Pavement Condition every two years and the score from zero to those scores assists for implementing the pavement and strategy of the street by finding the right rice and the streets are selected by prepares of transit and bicycle routes and others the pc i score the location proposed in district three, 5 and 6. Can be found in the materials and finished by march of 26 the next request this morning for prop aa if Public Utilities commission and in the vehicle registration fees for 1. 2 million to conduct the improvements loan oakdale avenues and replace the arms on the street lights and 9 new rice lights with the revise an oakdale between 3 and 12th street and improvements was the priority for the Transportation Plan that was adopted in 2020 will make it safer in 2022 the ta program one . 6 million to install close to 50 new lights and funded by prop l and able to obtain many of the light poles and based on the forms found additional lighting beyond the scope so all that will cost the concept but still accomplish the extra lighting and meeting the standards that is expected to be over in 2026 with that, any questions or the project manager is available as well.
