Responded to two calls last week. Another on hurfee road. He says responding to fake calls means his officers cant get to real emergencies. At times, these incidents could take even if theyre a prank, they could take up to half an hour to clear. Finding the people making the phony calls is not easy. As many times these numbers bounce from different ip addresses, different phone numbers, it can take some time. He tells us this prank will not deter him from moving forward with his bill. This is not funny. Someones going to get hurt. Someone could get seriously injured or killed. He says his bill will be heard in the next few weeks. To give you some context, there have been some 20 cases in the past year. The nbc 10 investigators first told him in october about the swatting incident in millville. Playing video games with friends in his basement when Police Called and ordered the group and Richards Family out of the house with their hands in the air. Swatting has become a popular prank to pull among video gamers. After we told assemblyman about the millville hoax he wrote the bill that is working its way through the new jersey legislature. It calls for 10 to 15 years in prison if someone is convicted and includes heavy fines. And rains been a threat for much of our area today. Yeah. Not everyone is finished with that rain just yet. Nbc 10 first alert meteorologist tracking that rain on radar. Sheena, what can we expect tonight . Well really depends where you live. Some of you wont see the rain for the rest of tonight and others of you still seeing the rain that will be continuing. Heres a live look out at center city right now, overcast skies. And we could still see maybe a few areas of drizzle or light rain in philadelphia. But it really is just to the south through all of delaware and parts of south jersey. Thats really where the bulk of the moisture is. And i think thats really where itll stay as we go through tonight. So some more rain around washington still has to move through before we actually clear out. But a closer look showing us the mostly light rain shown by the green here. Sussex county right around mils borrow seeing moderate rain. Its just been pretty steady. Temperatures where the rain is, that is much cooler. Mid to low 50s 52 in dover. But where weve seen the clearing earlier today, maybe not sunshine at least drier conditions allentown, 63 degrees, 63 northeast philly. For tonight, temperatures will start to cool down once the rain leaves. Heres what future weather looks like. Not until about 9 00 10 00, 11 00, the rain will slowly clear out of south jersey and delaware. Then temperatures will be dropping to the mid to low 50s. And by early tomorrow morning, once we see the clouds clear, temperatures north and west will be a little on the chilly side. New information right now on two hitandrun crashes last night that killed one boy and left another seriously hurt in philadelphia. The city is now offering a reward in each case. And a small memorial is growing at 57th and litchfield streets where a black ford edge suv hit and killed a 4yearold boy last night. Just 30 minutes later in kensington, detectives say a white accura hit Josephine Rivera and her 2yearold son david as they crossed the street. People in both neighborhoods are stunned that the drivers left the scene. The child wasnt doing nothing but playing. And the person ill be stuck on the human condition. How could you run over a child and keep going . Investigators say both drivers could face a minimum of a year in jail for leaving the scene of an injury or fatal accident. Police are looking for a woman person who shot and killed a woman in camden. A person was shot behind a home on ware street. When they got there, they found 43yearold rashima woods shot multiple times. She was rushed to the hospital but died a short time later. Happening right now, frustration over School Funding. Some parents and students are so fed up with the School Funding situation, theyre taking their message to the streets. Live in northeast philadelphia where a protest is Getting Started right now. Drew. Yeah you can see the parents and students handing out signs over here getting ready to go for a march, they say. Theyre upset about what they call an unfair School Budget. Too many cuts they say. This comes just a few hours after the mayor encouraged students to get involved in a larger debate over how to pay for school improvements. The mayors proposing hiking property taxes to put more than 100 million to the district as a whole. And students can enter the Student Speak contest with videos or essays a new program to show the city why those students want full and fair education funding. Now, we asked the mayor how he will make sure any money is distributed fairly among local schools. He says hes sure the superintendent will look at that, but focused on trying to get a plan approved. The Pennsylvania District Attorneys Association is taking aim at governor tom wolfs Death Penalty moratorium. Today, the association released a legal document challenging the governors policy. It argues it violates elements of the state constitution. Governor wolf announced the moratorium back in february. Calling it error prone and expensive. The jury in the murder trial of former new England Patriots player Aaron Hernandez is in the sixth day of deliberations. In the first five days they deliberated for more than 27 hours. It was a quiet day at the courthouse in massachusetts and its been a quiet week so far. The jurors they have gone home for the day without reaching a verdict. And so far, they have spent about 35 hours on this highprofile case. Behind closed doors, the jury in the Aaron Hernandez murder trial is still considering the fate of the former new england patriot. Who is accused of killing 27yearold oden lloyd in 2013. The jury may be reaching its boiling point unable to reach a verdict. The defendant has to be encouraged this may well mean theres one or more jurors who are finding theres reasonable doubt. The jury is looking at a lot of evidence. 40 days of testimony, nearly 440 exhibits and more than 130 witnesses. At the start of deliberations last tuesday, jurors asked for a list of all of the evidence suggesting they would take a detailed review of the case. This isnt a complex case its a relatively straightforward case. While the quantity of evidence is large, i think its likely that the jurys having greater difficulty finding enough evidence to remove all reasonable doubt. The jury has been at it for six days sending seven notes to the judge, there were none today. Most of the questions have focused on weapons charges against hernandez and not the most serious allegation, murder. The defense says theres no motive or murder weapon even though it does acknowledge hernandez was present when lloyd was killed. Makes it very difficult for the government without a motive murder weapon to really remove all reasonable doubt. Now, the jury will begin its seventh day of deliberations tomorrow starting at 9 00. His relatives are insisting hes innocent. A cousin of tsarnaevs father says the case is quote, all lies. She says the tsarnaev brothers had nothing to do with the attack. He was found guilty though on all counts. The white house indicated president obama would be willing to sign a compromised bill that gives congress a say on a nuclear deal with iran. They would freeze their Nuclear Program and allow close monitoring in exchange for the u. S. Lifting sanctions. But the republicans and democrats agree that congress should get 52 days to review any agreement. Ensure this is something that holds iran accountable, is enforce nlsceable enforceable. Around the philadelphia area, could see a chance of a shower, low 60s and the rain continues for new jersey and delaware. Even by 8 00 rain continues south. But for philadelphia upper 50s chance of a shower. And by 10 00 tonight, a lot of the rain should start to move out of south jersey and delaware. Ill show you the details and timing coming up. 5 00 stopping a dangerous trend, Violent Crimes been on the rise in wilmington for months. And today, police were given several recommendations on how to get the upper hand. Tim furlong is live in wilmington to explain. Tim . I got the list and its a pretty long list you see there. This is one of many many pages. But, you know, you look through, its clear the consultants are looking for more Police Actually on the streets, less unnecessary overtime, and they also want an outsider absolutely brought in as a deputy chief for strategy. The former head of the new York City Police Department Led the presentation with a long list of changes he now a paid consultant would like to see with wilmington police. Hed like to see a crime center exactly like the one New Castle County revealed today. All of the data systems, all of the cameras would immediately come into a Real Crime Center where they would be analyzed and information would be immediately be delivered to patrol officers. The consultants say they saw lots of waste issues in wilmington. They recommend officers spend more time visible on the streets doing paperwork in their cars. Suggest hiring civilians to do the jobs officers are now doing. A sustainable eightmember Community Stabilization team for hot spots and suggest better advertising their anonymous tip line. Also echoed a common theme. We dont often hear this so profoundly in other communities weve been in is how Important Community policing is to the people in the communities. The consultants also called for more lieutenants on the streets making sure officers are actually patrolling what the consultants dont call for, a new chief. They say chief Bobby Cummings isnt the problem. We believe without reservation that chief cummings is a fine Police Executive and could implement these recommendations with support from mayor and the council. Now, wilmington has the lowest paid Police Officers in the state. The consultants say that needs to change as well. Basically paying a lot of money to train these officers and the best ones end up leaving for better jobs. They say thats got to change. Also here in wilmington officers are rotated in and out of the detective positions. So nobody ever gets really really good at being a detective. The constants say that too, has got to stop. Well see which ones are implemented here in wilmington. To more chaos in collin today when the manager returned to collect some of her belongings. Paula brown was turned away at the door. And thats when more arguing ensued. Fred lesher said brown was supposed to come back tomorrow morning to collect her things. She said theres evidence in her office that needs to go to the d. A. Brown was officially fired last night, but she still hasnt turned in her office keys, and she says, she wont. What we have here is an exemployee telling the bosses what to do. No youre not a boss. A civil court declared him responsible for etans death, but he was never criminally charged. Jurors heard from a former cell mate who said ramos con fezfessed in detail of kidnapping and molesting patz the day he disappeared. Philadelphia Police Need Help identifying this man. Hes accused of robbing a Citizens Bank yesterday. Police say he handed a teller a demand note got the cash and took off. If you recognize him, call police. Tonight, Chester County leaders could sign off on a plan to bring a gas pipeline through a crowded community. Sunoco is looking to pump propane and methane through an underground line. Residents fought that plan over safety concerns. Recently sunoco agreed to modify an existing station rather than build a new one and add safety features to the pipeline. The townships lawyers have recommended supervisors approve that agreement. Theyll share more details at tonights meeting at west chester east high school. Tonight, a move to honor a Pennsylvania State trooper. Voted unanimously yesterday to rename the bluming grove exit for brian dickson, the 38yearold died last september after Authorities Say eric frein shot him outside the police barracks. He was caught off a 48day manhunt and is charged with firstdegree murder. Well you might say a 5yearold boy in State College just got a little too ambitious when it came to climbing a tree because he got stuck 30 feet in the air. It took landon jones just a few minutes to climb that high yesterday afternoon. Isnt that always the way it goes . But his mom said once he got up there, he looked down and decided he wasnt going anywhere. Rescue crews responded with a ladder. It wasnt needed though. High crime rates in the city prompted that study. New at 5 00 it could cost pennsylvania drivers who hit the road with a cell phone in their hands could cost them more. That announcement came today at harrisburg from two senators behind a bill thats making its way through the senate now. If passed the new law would cost drivers 50 for their first offense, 100 for their second and 150 for a third or more violations. And if we can educate people then we can change behavior. And then the amount of the fine really becomes less important. The senators were joined by a father whose daughter was killed by a distracted driver as she crossed the street. The pennsylvania spca is letting the dogs out this weekend in hunting park after a canine illness temporarily closed its doors. The Adoption Center at erie avenue will reopen with a celebration featuring discounted dog adoption fees. The Center Closed more than a month ago when the spca found higher reports of a canine infectious respiratory disease. No dogs died or had to be euthanized during the outbreak. Well some of us started with the rain early this morning and now some of us are dealing with it tonight. The rain though will be clearing the area late tonight. Most of it still in south jersey and delaware. Some heavier rain off the coast of Sussex County. But as far as the rain being good, thats at least lowering the pollen level. If you have bad allergies, you probably didnt notice it today, we were very low. Tomorrow, though, with our pollen with the sunshine and the dry air moving in well be at an 11. 4. That is going to be pretty high. Thursday 10. 7 still high. Friday, were going to drop a little bit because of the increase in clouds and showers. But overall, at least today, really helped to improve the pollen levels. Temperatures are in mainly mid to low 60s. But areas seeing rain south jersey and delaware, mostly the low 50s. 52 degrees in dover. Where were still dealing with the light rain. So the radar is showing green, mostly areas north and west in the lehigh valley. These are just pretty much sprinkles, but overcast skies in those areas, especially around philadelphia. The light, consistent rainfall still in much of south jersey especially along the shore, Atlantic City down to cape may. And parts of cape may starting to see heavier rain moving in. Thats where you see the yellows and the oranges. This is right along the beaches in Sussex County and delaware lewis, delaware dealing with heavy rain. This will be sliding offshore and, again, possibly affecting more of cape may county. But later on tonight, thats where well finally see clearing. The clearings going to be slow. Right now, the rain in south jersey and delaware. Not until about 11 00 p. M. Tonight, close to midnight. Well finally see most of that rain moving away. Clouds are locked in but they clear out by tomorrow morning. So tomorrow, well see more sunshine warmer day, passing clouds, through the later evening hours, and thursday we still stay dry for the most part. Thursday, still going to be a nice day, and then more clouds late thursday overnight into friday morning, thats when the rain chances go back up again. So rain comes back into the area friday and this could even linger to start your weekend for saturday. For tonight, though cloudy for the entire area rain mostly south philadelphia clearing late tonight. 48 for the low in philadelphia. 38 degrees, areas north and west once the clouds break. Then tomorrow mostly sunny, warmer day, 67 to 70 degrees. So pretty nice for your wednesday. Dry air moving in. Nine Public School educators in atlanta are facing jail time thats after a judge handed out sentences today for their part in a widespread cheating conspiracy that stretches back to 2005. The judge sentenced educators to jail time, ranging from 1 to 7 years for conspiring to inflate student test scores in 44 schools. This thing was pervasive, it was its like the sickest thing thats ever happened to this. Baxter encouraged defendants to accept plea deals, but only two did. Those plea agreements made one requirement real clear, and that is that you would take responsibility. The eight who turned down the plea deal can be out of jail for 30 days while deciding to appeal their sentence. One reacted to the punishment. Cops as a general rule dont talk, and in this case not even their union head. We went to police headquarters. The chief who is being sued declined to comment, as well. The policy allows brief, urgent personal calls. It also allows a department to demand your personal cell phone records while it work. And ken pringle, former mayor at nearby belmar gets that. Police have an interest in making sure his Police Officers are focused on their jobs first and foremost. And secondly that theyre not engageing in any kind of unofficial form of executions.
