Police late today releasing video of the incident, saying officers had little choice in their fatal encounter with an unarmed African American man. And the release comes after nights of violent protests. Nbcs Miguel Almaguer has more. Reporter the Surveillance Video captures the chaotic confrontation between police and alfred aluongo. An unarmed black man. A intense standoff, also seen on cell phone, followed by a fatal shooting. [ gun shots and screaming ]. Investigators in suburban san diego say aluongo took this shooting stance, rapidly drawing an object from his picture, grasping his hands together before officers shot and tased the father of two. This was done to count on this information and correct a misperception that was being perp pettuated. The newly released video comes after violent overnight protests in el cajon. For four days, crowds have demanded the officers involved be fired after Police Confirmed aluongo was unarmed and the object in his hand was a smoking device. Its been everybody is going through this, officers, they cannot give them a chance. Reporter a refugee from uganda, aluongo had a lengthy criminal history. Authorities had tried to deport him twice. There is late word that the ntsb has begun talking to crew members after the deadly commuter train crash in new jersey yesterday. But theyve yet to interview the engineer, who was at the controls. Investigators have also been working to download Critical Data from the trains black box, but so far with no success. Nbcs tom costello has the latest. Reporter tonight, engineers are still trying to shore up structural damage and contain falling asbestos that is delaying investigators access to the scene. Federal investigators had hoped to interview the engineer today. 48yearold tommy gallagher, but instead were only able to talk to other crew members on board. Our investigators are in touch with the engineer. Unfortunately, as you may know, he was injured, so were scheduling the interview with him. Reporter investigators are still trying to Download Data from one of two black boxes which should have recorded the trains sfeed and if and when the brakes were applied. The only person killed was standing on the platform at the time. The 34yearold had left her only child at a daycare. Her whole life changed a minute ago, or a few hours ago. It is going too move through the caribbean over the next several days. This storm has been intensifying at twice the normal rate. Winds are up to 140 Miles Per Hour right now. And while it is expected to weaken, to a category 3 hurricane before it makes possible landfall in eastern jamaica, by the time we get into monday, its expected to be a very strong category 3 storm. Were already hearing of long lines at gas stations in kingston. Because people are preparing for a major hurricane. Then it moves through cuba, and then weakens to a category 2 storm before it makes its way to the bam hamas possibly on wednesday. After that, there are a lot of question marks. The america model is closer and brings it closer to north carolina. The european model is slower and brings it more out to sea. So theres a lot to watch this weekend and into next week. Thank you. A 14yearold suspect in a School Shooting in South Carolina this week has been charged as a juvenile with murder and three counts of attempted murder. A teacher and two Young Students were injured. One of those students, 6yearold jacob hall, is on life support after being shot in the leg. Nassar practiced medicine at Michigan State university, but he was famous for being usa Gymnastics Team doctor. Treating the highest profile team olympians. I was struggling between feeling like i should be grateful for seeing him, but being very confuse said because something seemed very off. Reporter den holdander who first went public with the Indianapolis Star alleges he sexually abused her. Dr. Nassar is a very sophisticated predator. Reporter this attorney represents a Bronze Medal Winner from the sydney games. In a lawsuit filed in california, the gymnast alleges that during exams, nassar would digitally penetrate her, in order to adjust the bones in her hips. Performing the procedure without gloves and or a chaperone, and it was done for nassars own sexual gratification. The alleged incident sometimes took place when the team was on the road, including a trip to china, outside the view of any adults. Manly said he now has 12 clients. The idea that you would put your hand in the private parts of a prepubescent child because they have a sore back is laughable and its sexual assault. Reporter the lawsuit accuses usa gymnastics of ignoring warning signs, but the organization denies the accusation, saying it first became aware of a problem in the summer of 2015 and fired him. According to a statement, when usa gymnastics learned of athlete concerns, they reported their nassar to the fbi. Usa gymnastics is not commenting further due to the ongoing investigation. Since the initial allegations became public this month, the Michigan State University Police have received two dozen complaints of sexual abuse against nassar, dating back to the 90s, according to a source familiar with the investigation. As the complaints came in this month, nassar was fired from msu, hes the subject of a criminal investigation but he has not been charged with a crime. In a statement, dr. Nassars lawyers say his techniques are medically accepted and appropriate. And any allegations that thigh were performed for any purpose other than proper medical treatment are patently untrue.
