You see the ups guy dropping off gifts to this home, yeah, the guys who pulled up a couple minutes later watched the ups guy, too. If they are tailing a ups truck, they have a mission and trying to get as much as they can. Reporter jessica said she tracked the packages so knew theyd been delivered, thats why she knew something was wrong when they werent there when she got home from work. Two people show up, two people jump out and steal all the packages just delivered. This story shows why it might be a good idea for more of us to get surveillance cameras. Jessicas came from costco. The chances of catching the bad guys goes way up. Police havent caught the guys yet, but they already recovered some of jessicas stolen gifts. Most of the items were baby toys. Police are looking for several people who robbed a man trying to get gas. Surveillance video shows the victim getting approached by another man who pointed a gun at him and demanded money. A dover Police Supervisor testified today that a black man was alert and belligerent shortly after an officer kicked a man in the head. A warning, the video could be considered violent. The lieutenant was the first witness to take the stand in the trial against Corporal Thomas webster. A Police Dash Cam video shows webster kicking Lateef Dickerson in august of 2013 while dickerson was on his hands and knees. Dickerson was knocked unconscious and had a broken jaw. Webster is charged with felony assault. His Attorney Says the officers actions were justified. Police say four people, including three children, were sent to the hospital after a school bus crashed with a fuel truck. A plan to build a 4,000seat arena is taking shape in wilmington. Mayor Dennis Williams met with other officials to outline a plan to build arena in the riverfront area. They hope the 25 million facility could be used to house Minor League Basketball games, concerts, and conventions. The arena would be paid for through a combination of city, county, state, and private funding. We want the city of wilmington to be at the table. I think when we all come together, its like making a great solution here with all of us being at the table and finding a revenue source. When a new administration and new council arrives here at city hall next year, two and a half years of negotiating on this Franchise Agreement could potentially start all over. So the goal is to get this deal done by thursday, before the councils final meetings of 2015. Inside this City Council Hearing room this morning, a cable Franchise Agreement with broad impacts and the debate over comcasts role in the city it calls home. Uphill battle. Ive never felt i could get out of debt. Reporter she says the cable giants rules have made it tough for her to afford the services she needs. That agreement gives comcast access to city rightofways like roadways to provide its Cable Service and in exchange, the city asks for certain givebacks to the community. These advocates want the city to force comcast to pay contractors a, quote, prevailing wage, to contribute more to public schools, and most critically to expand its low Income Internet Essentials Program and end the 90day shutoff period currently required to enroll in the program. Assuming that negotiators are, in fact, able to hammer out this deal, the City Council Committee would meet early thursday morning, expected to approve that deal it has negotiated, then pass it right up to the full city council for approval later that same day. Its been nearly three decades since the first world aids day, and while hiv and aids affects tens of millions around the globe, the numbers are moving in the right direction. The United Nations saying new hiv infections are down 35 since the peak of the epidemic in 2000. And the u. N. Says aidsrelated deaths are now down 42 since the peak back in 2004. Another promising lead in the fight against hiv, a new drug called nfetruvada. Evidence shows the pill is effective in spreading hiv, even when only taken as needed before and after sex, reducing the risk of infection by 86 , showing the drug may offer a high level of protection against infection. A 1 cigarette tax increase would save the lives of hundreds of babies, thats according to a study published today. The study says when it costs more to smoke, fewer babies die. And that 1 increase would lead to 750 fewer infant deaths each year. One of the big reasons, smoking rates go down. Researchers want policy maykers to consider the study as a way to reduce infant deaths. A North Carolina woman who posted this. Well, were getting a bit of a break with the rain. Its not as heavy or widespread as it was earlier in the day. Visibility a little bit better than south philly right now, of course, the roads still wet, still getting some rain. This is now 21 straight hours of light rain reported at philly international. East northeast at 6 miles an hour and temperatures near 50, even north and west, 42 at mount pocono. So its kind of mild for this time of the year and were in the mid 50s pretty uniformly across most of the area with that wind coming in off the ocean. The fog is starting to be an issue now. Weve had zero visibility in mount pocono, zero in coatesville, one mile in allentown, quakertown and blue bell and well be dealing with this throughout the night and a lot of these places with visibilities that arent so bad, like eight miles in philadelphia, those visibilities will be going down later in the night tonight. Its not a totally green picture here, and were not seeing the darker green that we did earlier, indicating a little bit heavier. Theres more rain back by baltimore thats going to be coming up this way and even more down south. This is whats coming up for tomorrow. Tennessee and North Carolina, thats going to be moving right up i95. And where does that rain actually come from . Wheres that moisture . Well trace it back. Thats into the tropical pacific ocean, so the el nino in the tropical pacific is helping to produce the moisture that is giving us the rain. Just one piece of it, but its a piece. And you can see as we go through the evening hours it gets kind of patchy. The temperature does not go down at all. And as we go into tomorrow morning, we start to see a bit of an increase in the rainfall. And theres those temperatures going up near 60 degrees. Now were getting more widespread rain. Were starting to get some heavier rain. The yellows and the oranges, so early tomorrow afternoon as were pretty mild, near 60 degrees all day. Then we start tapering off, maybe it will get a little bit of a taper off in new york city for the tree lighting. Not exactly going to be beautiful weather there, but maybe it will get past the heavier rain by the time they try to do that tomorrow night. Light rain and drizzle and fog.
