The showdown over the future of Atlantic City is shaping up right now in trenton. A state Assembly Committee is considering a measure to help keep the cashstrapped city from shutting down. Nbc 10s Deanna Durante is monitoring the hearing in our digital operation center. Good morning, deanna. Good morning, vai. That hearing has just begun. Lawmakers are continuing to debate whats the best way to get Atlantic City out of its money troubles. An assemblyman trying to get his bill passed he says it will help protect jobs and get Atlantic City out of the fiscal mess. The plan is being pitched in trenton right now. City officials have said the city would be out of money by friday. And theyd have to shut down City Operations keeping only essential staff working, but they wouldnt be getting paid. Yesterday city council ordered a new pay cycle for the employees there. So theyll be paid on friday, but not again until may. That will allow the city to collect may property taxes and use those funds to try and stay afloat, while state senators have passed a governor christiebacked plan to bailout Atlantic City, the plan is one that the mayor has said he does not support. Now, the mayor and the governor were both in Atlantic City yesterday talking about the citys issues. And the two did not meet. Instead, they offered dueling press conferences on the issue. Because theres no purpose in meeting with a liar. If we do a bankruptcy, its not an Atlantic City bankruptcy, its a Chris Christie bankruptcy. Hes forcing us into hes starving us. Now, critics of the plan thats already been passed by the senate say it is an attack on organized labor. They say the plan christie supports would give the state power over collective bargaining. The plan being talked about right now would create benchmarks for the city and put local officials on a committee to try and cut spending and get the citys money problems straightened out. But this bill does not have the support of governor christie who has taken to twitter just within the last couple of minutes calling it irresponsible. Its a soggy morning throughout our area, but fans of the wilmington blue rocks are excited to play ball later tonight. Its the teams home opener as we look at the stadium along i95. Nbc 10 first alert meteorologist bill henley is here. Bill, i heard you mention earlier theres a chance that game might be in jeopardy . Yeah, were still expecting to see showers this eching in wilmington and in philadelphia too, and steadier rain moving in well before game time at just after 6 00. Good thing they have the infield covered. Our entire area is covered by clouds. That is how its been all morning, but were starting to see a few rain drops on the lens. Theres one. Just some light rain moving past the nbc 10 studios. But theres steady rain in the western suburbs and northeastern pennsylvania now. Bensalem seeing some of that light rain, belmar, new jersey, and steady rain pushed into bucks county. But look whats on the way. Look at that line of some heavier downpours. This is moving through the baltimore area. And its moving fairly quickly. Moving to the northeast at about 40 miles an hour. There are some heavy downpours. The rainfall rate is close to three inches an hour, so well see some of that move into the area later this morning as we approach the noontime hour. And into the afternoon. And look at this. A mostly cloudy, rainy day. There could be some breaks of sunshine in around the 4 00 hour, but not everybodys going to see that. Fortunately it is only going to be rain. Look at the temperatures staying steady in the upper 50s and low 60s in spite of the wet weather. Still some showers around at 7 00, but then we will get a break for tomorrow. Good news because i understand theres a parade in center city. Will be chillier too. Ill go through the forecast and sevenday when im back in a few minutes, vai. Thank you, bill. Investigators meanwhile are revealing more about a child pornography bust which includes the arrest of a south jersey teacher. Police arrested thomas guzi jr. Along with 50 other men as part of operation safeguard. Hes accused of having more than 100 files of child important on his computer. Hes now on leave from his job as a teacher in vineland. Investigators say they also found a video of guzzi installing a hidden video in the bathroom of the performers at the broadway theater in pitman. He has access to theater and access when most people werent around. So it gave him opportunity. Guzzi is now out on bail, but he cannot have contact with children. And new this morning, the city of philadelphia and the School Districts say nearly all School Boilers have passed inspection just months after one exploded. A report released this morning shows 542 boilers were tested by a third party, and 98 passed inspection. 11 boilers were taken offline until repairs are made. 10 of the districts boilers were not inspected because they are no longer used or they were already out of service for repairs. The district is on schedule to complete all repairs by next fall. And mayor kenney led a coalition calling for the inspections after a boiler at fs ed monds Elementary School exploded in january. A Maintenance Worker was treated for second and third degree burns. No children were hurt. The Mayors Office says an investigation into the cause of the explosion is expected to be completed in six to eight weeks. And the Pennsylvania State house could vote next week on a bill to place new restrictions on abortion. The house voted against a motion to delay consideration of the bill for two months, so now it will go forward next week. The bill would prohibit elective abortions after 20 weeks. The current law allows the procedure up to 24 weeks. If the bill passes the house, it will go to the senate. Democratic Governor Tom Wolf has vowed to veto the bill. Meanwhile today, pennsylvania Governor Tom Wolf will sign two executive orders to prohibit lgbt discrimination. The executive orders would ban state agencies from discriminating people based on Sexual Orientation or gender identity. Wolf also called on legislature to pass nondiscrimination legislation. The governor says he wants to make clear that pennsylvania is inclusive, welcoming and open for business for everyone. Also happening today, the philadelphia gay news celebrates its 40th anniversary. The publication will unveil a commemorative 40th Anniversary Edition at a special reception tonight at the Pennsylvania Academy of fine arts. The paper has focused on philadelphias Lgbt Community for four decades. And its work has been nominated for a pulitzer prize. In terms of delays we dont have much. And we dont have many big accident scenes right now. We are watching a litling bit of rain here is the blue route. Starting to accumulate on the lens. Southbound from schuylkill to the 95 only a 16 minute trip. Most of the same on majors in new jersey. This is 295 around the black horse pike. Little bit of a hazy condition out there as well, so maybe some reduced visibility later. But what we really care about right now is thatville know tra u va parade and that starts tomorrow at 1 00 p. M. Here are some details. On 20th and Market Street thats where its going to begin. Its going to end at dilworth park after heading eastbound from 20th and market. Watch for closures though. Theres going to be a lot if you make your way out the door in center city around tomorrow afternoon 15th and 23rd and 15th between jfk and chestnut street. Market street cross traffic between 16th and 22nd street will also be closed, but they will resume on a rolling basis. So as the parade moves on through, they will open back up as long as its safe. Watch out for the no parking signs. Now, that will be in effect from 6 00 a. M. Starting tomorrow morning until 5 00 p. M. Tomorrow evening. And there will be no parking along those parade routes or you will be towed. Its going to be Market Street between 15th and 23rd, and 15th street between jfk boulevard and chestnut street. Were following breaking news out of greenville, South Carolina this morning. Thats where a raging church fire is filling the air with smoke and flames. The fire started in a fellowship building behind the main sanctuary just before 9 00 this morning and spread into the steeple and main building. Were working to find out if anybody was hurt. And prosecutors in belgium are appealing to the public for any information on the surviving suspect in the Brussels Airport bombings. Authorities are hoping someone may have filmed or photographed the man in the hat seen in this image. He was with two suicide bombers who died in the explosions last month. Prosecutors say he walked out of the airport and then into downtown brussels where he disappeared. 16 people were killed in the airport attack. Another 16 died in an explosion at a subway station in brussels that same day. And happening today, president obamas going back to school to try to win support for his Supreme Court nominee judge merrick garland. The president will speak at the university of chicago law school, where he once taught constitutional law. He chose the chicago native to replace the late justice antonin scalia. Today the president calls on congress to conduct a hearing on his nominee. Well, attributes continue for the National Champion villanova wildcats this morning. Now, all classes are canceled at villanova tomorrow, so students can attend the teams victory parade in center city. Now, the parade begins at 1 00 tomorrow at 20th and Market Streets. From there the parade runs five blocks to dilworth park in front of city hall. And there will be road closures along the way that could impact traffic throughout our area. You might want to keep that in mind. No parking signs are already going up along the parade route. The citys encouraging parade goers to use Public Transportation if they can to get to center city. Now your nbc 10 first alert weather with meteorologist bill henley. Started as a dribble, but now were seeing steadier rain move into the area. And a rainy day is ahead. We could see a few breaks of sunshine later on, but theres plenty of wet weather to go through before we get a few breaks of sunshine. And heavy downpours are possible this afternoon. Some areas may pick up more than an inch of rainfall. And cold this weekend. And possibly more wet weather on saturday. There is a chance of snow and rain. So a big drop in the temperatures. This morning were holding pretty steady 54 in reading, philadelphia 60 and cape may mostly cloudy skies and 57. Eventually get some rain at the shore too. Right now the clouds are blowing through the area with the steady southerly wind. Weve seen gusts of 35 miles an hour in south jersey where its light rain right now in gloucester and camden counties. Streaming into bucks county, but look at the rain that is just to our southwest that is quickly moving into New Castle County and Chester County. Well get some heavier downpours this afternoon. You can also see the tail end of it, so this first batch of rain will move through. And then were looking at scattered showers as the day goes on. So big system to the north its producing snow. That cold air thats producing this snow, well, thats going to drive this system into our area for the weekend, at least the first half. You see some snow showers and some rain in minnesota, and thats what were seeing for saturday. Sunday its a different story. Weal get some sunshine. For today your hour by hour forecast look at that, that first line moves through by 2 00 in the afternoon it tapers off. We may even see those breaks of sunshine, brief though they may be, there is more wet weather as we go into the evening hours though.
