The states recovery only rebuilt about one out of every three homes. Frustrated neighbors came to the investigators looking for answers. George spencer took their questions straight to the top. This is our front door access. The red and white door at her home now sits well above her head with no stairs. The backyard where her six children played remains a mud pit. Here where were standing we had a deck. The family house is still unlivable 40 months after Hurricane Sandy. Were still living in it, still living this definite strags. We cant live here. You counannot live in the ho. This retirement dream is not rebuilt, neither is lauries home across the street. I just feel almost hopeless. The three women are each a face of the sandy recovery, each frustrated the pace of that recovery and public claims seeming to indicate the recovery is complete like governor Chris Christie explained his last president ial debate twice. When the worst Natural Disaster in your States History hits you, they expect you to rebuild their state, which is what ive done. Im proud to have rebuilt my state after Hurricane Sandy plrt so the nbc 10 investigators dug into the data for new jerseys largest recovery initiative, the reconstruction rehabilitation, elevation and Mitigation Program or rem which either reimburses homeowners for repairs or pays contractors directly for the work. We discovered 7,774 rem agreements have been signed since the october 2012 storm, yet fewer than 2800 rem homes have actually been rebuilt. Barely more than one out of every three approved projects. Whats going on with this . Total chaos. No one in this Group Expected to be out of their homes for this long. I have two binders. This is summation. She says her case was slowed because rem was unprepared for the contractor fraud she suffered. The first here didnt correctly repair her foundation. She said rem wasnt able to quickly find a new contractor to do the more expensive followup leaving her with township Code Violations in the meantime. You get things like this and you sit on the crouch and cry. She blames delays on inconsistency and standards between rem, insurance and her township. Program is intended to help residents rebuild even despite such complications. These home owners say rather than speeding the process, rem inefficiency and inadequate communication have often slowed it down further and sometimes even added new hurdles. I have been working so hard to try to move forward. I continue to hit obstacles. After rem representatives declined our on camera interview request, we caught up with governor christie on the snowy campaign trail in New Hampshire last month but didnt get much further. Are you satisfied with the recovery right now . Im never satisfied until everybody is back in their home, from 360,000 homes what about the rem program . Reporter the Governors Office never responded to our request for a more complete interview. The state department of Community Affairs points to other numbers saying nearly all rem grant agreements have been signed and about 6700 of rems 7700 participants have received a notice to proceed with construction but that doesnt mean construction has actually begun. The agency often publicizes photos like these of rem home owners whose rebuilding is complete. Weve missed so many things in. But for many in the larger group still unfinished, frustration grows. Its hard to explain what it does to you but it actually gets to the fiber of your soul. You heard govern chris the figure 365,000 homes destroyed. In reality that figure is closer to the total number of homes that were either destroyed or damaged by sandy of the residents we talked to are part of the group called new jersey organizing project. Officials say they have personally met and frequently communicate with that group to address their concerns. For the investigators, im george spencer, nbc 10 news. By may 1st, several Housing Recovery Centers will be closed and consolidated into two offices. Officials say that will allow them to focus more of their resources specifically on rebuilding and project completion which they admit are now the, predominant need of rem home owners.
