Ashland county, you have been up and down with the temperatures this morning, upper 20s to lower 30s. It will be a throughout your afternoon, but the weather off to a pretty slow start. So lets show you southern medina county, below that freezing mark, sitting at the freezing mark for northern Summit County in fairlawn. This is where that warm air is trending in here from the west from elyria to North Ridgeville, westlake, strongsville, youre currently at 41 degrees. Its due to all this High Pressure that continues to spin across ohio valley, but today a transition in our winds. Theyre going to come out of so slightly warmer throughout your afternoon. And, meg, how is this even happening . Reporter well, nick, im here in the square in chardon, of course one of the most popular spots here in town, and were one ipbased surveillance camera is streaming on internet for anyone to see and that includes isis hackers. Now, according to messages intercepted by a Cyber Security firm in san francisco, blabop cyber, they say several surveillance cameras across the shared online by isis. Cameras in mexico, taiwan, russia and more. The only u. S. City on that list, chardon. A Cyber Security expert we talked to here in northeast ohio says hes not surprised and tell us folks here shouldnt be overly concerned. I dont really take anything suspicious from that, really. It could just be that that was the set of ip ranges that they happened to scan to find one. Theres anything in chardon that an attacker would really go after. Reporter now, blackop cyber says the link where the link here in chardon was compromised could have come off one server that was compromised so there could be thousands of others. Live in chardon, meg shaw, news 5 maybe not a major concern, but certainly unsettling. Havent requested a ballot yet, you only have a few hours left. Requests must be mailed by today. Completed ballots have to be postmarked by monday, the day before election day. If you missed todays deadline, you can still vote early in person through monday. Some who have already sent in their completed absentee ballots are reporting some confusion. Its all because of a mailer sent out by the Ohio Democratic party. It was meant to remind voters to turn in their ballots, but since it went out to some who already did that, they we gone wrong. Weve had a lot of election shannon begans going on and sometimes you dont know what is legitimate and what is not. This mailing was very confusing and inaccurate. Now, the problem is that the Democratic Party used slower bulk postage, so in the six to nine days it took the mailer to get to voters, many of them had already sent ballots in, making that warning outdated. If you want to check on the status of your absentee ballot, countys board of elections website. Weve got that link for you. And if absentee voting is not your thing but you still want to submit your ballot early, you can do it in person until monday afternoon as we said. In Cuyahoga County, the board of Elections Office is hosting a party all weekend long to try to put some fun in the electoral process. Today and tomorrow voters will be treated to live music and a block party. You can vote early today from 8 00 to 4 00, so its under way now, goes until 4 00 again, tomorrow 1 00 un two local Police Departments are hoping you can help them track down suspects trying to steal cars. Uniontown and Springfield Township Police say three men in a white pickup truck have been driving around neighborhoods on the stark Summit County lines. They tend to be out in the middle of the night and seem to be trying to find unlocked vehicles. If you know anything, youre urged to call police, and, of course, if you live in that area, take a little bit of extra time and make sure your vehicle doors are locked. We are still waiting to murdersuicide in sheffield lake. Dispatchers could hear arguing and gunshots when someone called 911 from a home on lake road yesterday. Police and a s. W. A. T Team Surrounded the home for hours. They finally made their way inside and found a man and a woman dead. Well, the man convicted of murdering three people inside a Warrensville Heights barber shop last year could be put to death. The same jury that found 21 yearold douglas shine guilty yesterday will now decide later this month whether or not to recommend the chalk linez barber shop to kill a rival gang member. Shine is convicted of killing that gang member, but also the shops owner and a customer. Right now theres some road closures around the inner belt bridge you need to know about. The right lane on i90 east at east 9th street is closed. The ramp from i90 west to i77 also closed. And the east 14th street ramp to i77 south is shut down as well. So really cool air across the board, even for westlake this morning, currently at 41 degrees. Youre going to look at that high of 62 around the 5 00 hour. So this is going to be a slow and gradually warmup throughout your afternoon. So start off with a light coat and youll start to take it off throughout the day. Both candidates will continue campaigning in swing states in the last few days before the election, like right here in yet to respond to a new report that his wife, melania was paid for modeling jobs before she had a work visa. Newlydiscovered documents show Melania Trump made more than 20,000 in the United States before she had legal permission to work in this country. This contradicts statements shes made on the campaign trail about following all immigration laws when she moved from slovenia to new york in 1996. Tensing was fired from his job, arrested and indicted on murder and voluntary manslaughter charges. He has pleaded not guilty. Well, an Important News alert now for anyone that keeps narcan on hand. Doctors call the illness aaccused necklaceid militis. They think it might be a reaction to common illnesses like the cold. Doctors say all parents can do to prevent this is be vigilant. The most important thing to do to prevent it is use excellent hygiene, washing your hands, covering your cough, those sorts of things. The Washington State department of health is investigating if these kids have anything in common like diet or medication, but so far first u. S. Case of a drug resistant funningal infection. 13 people have gotten sick from the infection. Its a potentially fatal condition that can easily spread in hospitals. The cases were identified in illinois, maryland, new york and new jersey between 2013 and august of this year. Its believed they are related to outbreaks in south america and south asia. And Mark Zuckerberg just lost 3 billion. Thats right. All in one day. Its one of day losses ever for an individual investor. Its all because of Facebook Stock plunging 5. 5 . So that cool air is in place, but the great news is its a really dry weather pattern throughout the start of your weekend, even for your sunday. Were going to see a lot of sunshine throughout even next week as High Pressure continues to build. Now, this will be a slow warmup throughout your afternoon, so if youre headed for a run this morning, farmers markets, just out and about, i do need you to have the sweater and the coat handy because to hit the peak of our daytime highs until about 4 00, 5 00, and thats Greater Cleveland, 61, akron and canton about 64 degrees. Its all due to this High Pressure thats moving across the ohio valley, even for the central plains. Just a ton of sunshine. You said that great word, its chilly outside right now as High Pressure continues to build in. So were off to a very cool start. Right now 8 30, this is greater degrees. As you make your way to richland, Ashland County, were talking about the upper 20s to lower 30s, so the chill is in place right now. Lets take a look at our temperatures across the board. You can see that cool air in place, out towards millersburg 32 degrees. Hey, good morning, ashtabula, 38. 43 for lake county. Throughout your afternoon, a lot more sunshine, and, remember, were going to fall back this evening. So your forecast for the weekend with highs in the lower 60s. We start to really cool off tomorrow evening, 44 across closer to the lake, but inland areas could be in the lower to upper 20s once again as that cool air is in place. The startling discovery made by a Cyber Security firm just weeks ago, a firm which says were discovered by messages from isis. News 5s meg shaw is live in chardon for us this morning with a story you will only see on 5. Good morning, meg. Reporter yeah, good morning, nick. Im here in the square in chardon where traffic is now starting to pick up this morning as folks are waking up and, you know, getting out and about this morning. So anybody with a link to the ipbased camera just across the street from here, they can see who is out driving around and even walking around. Now, the Security Firm Blackops Cyber says several camera feeds with ipbased addresses were hacked. They found out by intercepting messages from isis in october. Cameras in germany, finland, poland and more all can be seen online. The only American City on that list, the camera here in chardon which shows a fourway view of the streets and sidewalks. A Cyber Security expert says hes not surprised and that it shouldnt be considered an your house with an ipbased address, this could happen to you. So heres his advice. If you set it up correctly with a strong user name and password combination, that will thwart off many attackers right there. Reporter now, he also says the camera here in the square could have been found when a hacker input a range of ip addresses, and this just happened to be one of them that come up. He he says there shouldnt be anything here that an attacker would go after. Live in chardon, meg shaw, news 5. Not an immediate threat, but creepy to say the least. Thank you, meg. And another potential Security Threat in our area, this time concerning election day. In one case authorities intercepted conversations between alqaida supporters overseas. They are focused on targeting new york, texas and virginia. New york citys Police Commissioner says his forces are prepared to handle such threats. And Texas Governor greg abbott situation as well. One congressman says there are concerns every election, but he feels theres more to worry about this time around. Here you have alqaida that is still trying to prove that its lethal, still trying to compete with isis. Isis losing its cal fate trying to lash caliphate trying to lash out, so there are heightened worries in this election. Its not just terrorists they are worried about, u. S. Homeland Security Officials say the government is definitely concer causing trouble on election day. Theyre now talking with leaders from all 50 states about potential threats. They have Response Teams ready in case of a Cyber Security incident. And more election news. Right now Donald Trumps president ial campaign appealing a federal judges order here in ohio. The judge issued a temporary restraining order against Trumps Campaign. It prevents his supporters from harassing or intimidating voters. Ohio is one of several states where these suits have been filed. The Ohio Democratic party went stop moirnlts from voting. And lyft is helping to get minorities to the polls this election day. The ride sharing app is teaming up with photo latino to offer free rides to polling places on tuesday. Now, across the country this offer is good for new users as well, but voteo latino is paying for all users in ohio, hoping it will help increase voter turnout. Just use the code go vote in the app. Well, new this morning, Cleveland Police are investigating a stabbing, a 38 yearold the head at vineyard ander road on the east side. She was taken to metro hospital. No word on her condition this morning. Police did, however, arrest a suspect. The fight over the Dakota Access pipeline is coming to cleveland today. Protesters planning a solidarity march from the west 25th rta station across the carnegie bridge to Public Square. The group is upset with violence against native americans trying to keep the pipeline off their land in north dakota. Afternoon. Firefighters in Newburgh Heights celebrating a major milestone today. The departments new fire station and Service Garage finally ready to open. It will be open to the public for todays grand opening. A ribboncutting ceremony is set for 10 00 this morning. And the tribe faithful faithful may not be celebrating a world series win, but they are still proud of their team, as they should be. A former ohio professor is due in court today. Hes accused of putting a hidden camera inside the locker room of a cincinnati gym. Police say 76yearold Brian Meadows planted the camera by disguising it as a european power adapter. It was up and running for about an hour before someone noticed it and let management know. Now, meadows is a former physics professor at the university of cincinnati. Hed been a member of the club for 20 years without any problems until now. People not right out there, and you just, you know, gotta take that into consideration with everything you do in life, really. Meadows is facing charges for voyeurism and illegally recording a minor. Well, on your side investigator sarah but theison has been digging through those records for months and found housing officials arent even doing anything about it. That is insane. Still doesnt have a she still doesnt have a place to call home. Am i ever going to get back own place and stuff like that . Reporter shes far from alone. There are 30,000 people on the waiting list for Public Housing, just in Cuyahoga County. And Housing Authority ceo Jeffrey Patterson told me they all wait an average of 20 months. Thats a pretty long time. Yes, it is. Yes, it is. Theres a strong need for housing. Reporter which means the result of our on your side investigation upsets celina. Its not fair to those who are homeless, its not fair to those who are still waiting to not fair. Reporter you might agree. So what did we find . Check out this federal audit. It says more than 25,000 families living in Public Housing shouldnt be there, including close to 400 here in ohio. Auditors even coined a new term to describe them, over income. Basically the amount they earn is too high, so they no longer qualify for low rent, like one kay hogue a resident who listed their income as 137,000. Why would you let people reporter Connie Wright and rosa mullens live in stark county. It has the highest number of overincome families of any ohio county, 58 make more than the maximum amount allowed, including 20 who make more than 50,000. Theyre hungry, hungry for money, just hungry, hungry. Reporter and unbelievable to these friends who recycle beer and pop cans just to earn a few extra bucks. If you made that much money, what would you do . Id ha reporter what would you tell these people who make enough money to get outta here . To go. [ laughter ] reporter so how does this happen . Leaders long ignored a loophole, residents only required to meet income limits before they move in. For years no one spelled out when it was time to move out. How many people have you evicted for being over income . We havent evicted any as far as i know. Reporter that doesnt mean tied. Back in 2004, the federal government gave local directors like him to evict overincome residents. But he had no idea until we told him. It is up to you, so why havent you done more . Well, i havent done more because, again, i just became aware of the problem. Reporter thats right, the executive director of stark countys Housing Authority also didnt know he oversees the ohio county with the highest number of overincome families. Shouldnt you be tracking this yourself . I would say yes. I dont that i should have been tracking that or should i not have been tracking that, these individuals are not in violation of their lease. Reporter patterson wasnt aware of the problem until recently either and isnt in a hurry to evict anyone, even that resident making six figures. Its not for me to tell someone that you have to get out. Reporter dont you have the power to kick them out if you want to . Well, its not just a me issue. I think its an issue of a community issue. Reporter theyre not the only ones failing to take action. About 1 3 of overincome least five years. People should do their jobs because if it wasnt, you know, for them not doing their jobs, those people couldnt sit there and do that. Reporter celina says shes lucky. She got a spot at a shelter where she now studies for her g. E. D. , but a house for her to call home for her and thousands of other ohioans remains a distant dream. You know, i feel like its being looked over. I feel like were being looked over. That was reporting. Now, the housing directors will be forced to take action soon. New federal rules will be taking effect that will require them to evict families that have been overincome for two years or more. Now turning to weather, as janessa joins us back on set. A chilly start cold and then warming up nicely as the rest of the weekend goes on. Yeah. Yesterday we were in the 50s. So were going to warm up back to the 60s this afternoon, and thats always nice. I mean, this is a perfect fall weekend, right . Yeah. Unreal here, so were slightly above normal, and you can see that fall foliage. Its looking great out there. So whatever you want to do, rake some leaves this afternoon, just be outside because the sunshine, it is in place. Its going to stick around all weekend long, even in my seven day forecast im going to show you this really long stretch of this High Pressure that continues to build. But now a link to that camera is being shared by isis hackers. According to messages intercepted by a california based cybe Blackops Cyber, they say several surveillance cameras across the globe have been hacked an links to their feed are being shared online by isis, cameras in mexico, taiwan, russia and more. The only city on that u. S. U. S. City on that list chardon. A Cyber Security expert we talked to says hes not surprised and tells folks here and tells us folks here shouldnt be overly concerned. I dont really take anything suspicious from that, really. It could be just that that was happen to scan to find one. I dont necessarily think that theres anything in chardon that an attacker would really go after. Reporter now, i did talk with the city manager just minutes ago. He tells me the camera just across the street from here, it was not hacked and no information has been compromised. He says the camera and the feed have been public for several years, but now the case may be just the link to that camera is being shared but, again, no immediate threat to here in the city of chardon. Completed ballots have to be postmarked by monday, the day before election day. It was meant to remind voters to turn in their ballots. But since it went out to some who already did, they were concerned something had gone wrong. Uniontown and Springfield Township Police say three men in a white pickup truck have been driving stark summit line. The discovery made by a Cyber Security firm just weeks ago, a firm which says links to live video in the town were discovered by messages from isis. Im here in the square in waking up, getting out and about this morning, and now were learning that isis hackers may be watching this area on a surveillance feed just across the street from here. Now, the californiabased Cyber Security company Blackops Cyber says several camera feeds with ipbased addresses are being shared by isis. They found by intercepting messages from the group in october. Cameras in germany, finland, poland and more. The only American City on that list, the camera here in view of the streets and the sidewalks. A Cyber Security expert says hes not surprised and that you shouldnt be worried you shouldnt consider this an immediate threat. He says if you have a camera in your house with an ipbased address, it could also happen to you. But heres his advice. If you set it up correctly with a strong username and password combination, that will thwart off many attackers right there. Reporter now, i did talk with the city of the city morning. And Texas Governor greg abbott says his office is working with Law Enforcement as well to monitor the situation. One congressman says there are concerns every election, but he thats still trying to prove that its lethal, still trying to compete with isis, isis losing its caliphate trying to lash out. So there are heightened worries around this election. And its not just terrorists they are worried about. Department of homeland Security Officials say the u. S. Government is definitely concerned about a cyber attack causing trouble on election day. Theyre now talking with leaders from all 50 states about potential threats. They have Response Teams ready in case of a Cyber Security incident. And elections, right now Donald Trumps president ial campaign is appealing a federal judges order here in ohio. The judge issued a temporary restraining order against Trumps Campaign. It prevents his supporters from harassing or intimidating ohio voters. Ohio is one of several states where these suits have been filed. The Ohio Democratic party went after Trumps Campaign claiming it was planning to stop minorities from voting. And lyft is helping to get minorities to the polls this free rides to polling places on tuesday. Across the country, this offer is good for new users as well, but voto latino is paying for all users in ohio, hoping it will help increase voter turnout. A 38yearold woman was stabbed in the head at the vineyard and warner road intersection on the east side. She was taken to metro hospital. No word on her condition this morning. Protesters are planning a solidarity march from the west 25th rta station across the carnegie bridge to Public Square. The group is upset with violence against native americans trying to keep that pipeline off their land in north dakota. The march starts at 2 00 this afternoon. And firefighters in new berg heights celebrating a major milestone today. The departments new fire station and Service Garage for todays grand opening. A ribboncutting ceremony is society for just about 25 minutes set for just about 25 minutes from now. Im ready to have my own place. Im ready to make that next step. Reporter homeless, she applied for Public Housing two years ago. She still doesnt have a place to call home. You know, am i going to ever get back to where i used to be, have my own place and stuff like that . Reporter shes far from alone. There are 30,000 people on the waiting list for Public Housing, just in Cuyahoga County. And Housing Authority ceo months. Thats a pretty long time yes, it is. Yes, it is. Theres a strong need for housing. Reporter which means the results of our on your side investigation upset celina. Its not fair to those who are homeless, its not fair to those who are still waiting to even get 92 shelter, its just not fair. Reporter you might agree. So what did we find . Check out this federal audit. It says more than 25,000 families living in Public Housing shouldnt be there, including close to 400 here in ohio. Auditors even coined to describe them, overincome. Basically the amount they earn is too high, so they no longer qualify for low rent, like one kay hogue a resident who listed their income as 137,000. Why would you let people stay here making that much money like that . Reporter Connie Wright. And rosa mullins live in stark county. It has the highest number of overincome families of any ohio maximum amount allowed, including 20 who make more than 50,000. Theyre hungry, hungry for money. Just hungry, hungry. Reporter and unbelievable to these friends who recycle beer and pop cans just to earn a few extra bucks. If you made that much money, what would you do . I would have me a house. Reporter what would you tell these people who make enough money to get outta here . To go. [ laughter ] reporter so how does this happen . Leaders long ignored residents only required to meet income limits before they move in. For years no one spelled out when it was time to move out. How many people have you evicted for being overincome . We havent evicted any as far as i know. Reporter that doesnt mean herman hills hands have been tied. Back in 2004 the federal government gave local directors like him power to evict overincome residents. But he had no idea until we told him. It is up to you, so why havent you done more . Well, i havent done more reporter thats right, the executive director of stark countys Housing Authority also didnt know he oversees the ohio county with the highest number of overincome families. Shouldnt you be tracking this yourself . I would say, yes. I dont know if its a thing of should i have been tracking that or should i not have been tracking that, these individuals are not in violation of their lease. Reporter patterson wasnt aware of the problem until recently either, and isnt in a hurry to evict anyone, even figures. Its not for me to tell someone that you have to get out. Reporter dont you have the power to kick them out if you want to . Well, its not just a me issue. I think its an issue of a community issue. Reporter theyre not the only ones failing to take action. About 1 3 of overincome residents around the u. S. Have lived in Public Housing for at least five years. People should do their jobs because if it wasnt, you know, for them not doing their jobs, those people couldnt sit there she got a spot at a shelter where she now studies for her g. E.
