Brad of course the ntsb hoping to shed more light on that mans theory about what happened here. They have an awful lot of evidence to go on. They have a data recorder from the engine of the train. One of the common things we hear is the Emergency Response last night was nothing short of phenomenal. Ambulances arrived almost instantaneously taking people who had survived in the crash to ten different area hospitals. One of them is Temple University hospital. That is where Suzanne Kennedy is standing by. What is the latest from there . Suzanne the good news is the number of patients here is declining. Two more have been discharged within the last few hours. Leaving the number of patients here at the hospital at 22. Eight in critical condition. A few need surgery tomorrow. That passenger was able to walk away from the derailment. Others had to be taken on stretchers and were transported to a dozen philadelphia hospitals. With 50 injured passengers taken to Temple University hospital where this afternoon the chief medical officer updated patient conditions. The most challenging injuries have been a lot of rib fractures. I was startled to hear as we ran down the list of the patients this an almost everybody had rib fractures. Suzanne at the 30th street station in downtown philadelphias the frags were lowered to half staff. Outside the final station the train 188 passed through last night, the red cross assisted more than 70 passengers. Today they provided blankets and toiletries to impacted travelers. Suzanne the chief medical officer today here said he was surprised there werent more head traumas that most of the injuries here were fractures. He said given the nature of the derailment, he expected to see a different type of injury from the patients brought here overnight. Amtrak is here right now assisting patients as they are discharged to help them get to final destination. That chief medical officer is saying that he anticipates that all of the patients here will be discharmed within the next week. Reporting live Suzanne Kennedy. Back to you. Leon all right. Thank you. Good news for those people in the hospital and their families as well. But turning now to the impact of what happened last night. Rail travel in the northeast. As a matter of fact in the nation. Some numbers that might surprise you. Amtrak says according to their latest numbers that the rail corridor between washington and boston is one of the busiest if not the busiest, not just in america but in all of north america. Now that is absolutely stunning if you think about the numbers. Also, amtrak carried three times more people between d. C. And new york as the entire airline industry. And Union Station. It turns out to be the second busiest station in the country. You can imagine last night derailment is causing issues for travelers. Stephen tschida is life at Union Station and has an update from there. Stephen a sea of chaos inside Union Station continuing at this moment. Thousands of people arrived here today intending to board trains to new york and points north. Only to encounter the effects of the tragedy in philadelphia. Even, if you want to go past there there are no trains going past there. None. Strongs of passengers suddenly in an unexpected destination. From riding on a train to scrambling for alternate modes of transportation. They had us go from line to line. We dont know how to get to jersey now. After hours leon we are interrupting the report to take you to the ntsb live press conference. Lets listen in. Safety recommendations, try to keep the actions from happening again. Before i go any further, i would like to offer our sincere condolences for the loss of lives and the injuries that people have sustained. And our thoughts and prayers are truly with them. Ntsb investigators began arriving here in philadelphia between 4 00 and 5 00 this morning. And the majority of the go team was in place in philadelphia by 9 30 this morning. Upon arrival on the scene, we coordinated with the local officials, the First Responders. Then we conducted a pretty thorough walkthrough of the accident site. To be able to get an idea of what we are dealing with. The lay of the land. At noon we held an organizational meeting, where we established our investigative protocols and party to the investigation. The investigator in charge is mike flanagan. He has 40 years of Railroad Experience and more than 15 years of accident investigation experience with the ntsb. He is leading a Multidisciplinary Team of accident investigators that will be looking into the track the signals, and im talking about the train control signal system the operations of the train the mechanical condition of the train. Including the brake system. The recorders. Survival factors. And Emergency Response. In addition to our investigate i team, we have experts from the ntsbs office of transportation disaster assistance. They are here to help facilitate the needs of the victims and their families. Here is the factual information that we presently have. Last evening, amtrak 188, an about track northeast regional train departed philadelphias 30th street station at 9 10 p. M. Bound for new york city penn station. The train consisted of one locomotive and seven passenger cars. And according to amtrak, there were 238 passengers and a crew of five for a total of 243 occupants of the train. At approximately 9 21 p. M. Traveling through a lefthand turn the entire train derailed. Just moments before the derailment, the train was placed into engineerinduced braking. This means that the engineer applied full emergency brake applications. Maximum authorized speed through this curve was 50 Miles Per Hour. When the engineer induced brake application was applied, the train was traveling at approximately 106 Miles Per Hour. Three seconds later when the data to the recorders terminated the train speed was 102 Miles Per Hour. I will indicate that these are preliminary figures of speeds. Suggest to further validation. But we are pretty close on that. That is our first look at it. Its a pretty complex thing. You dont just press a button and it spits out a speed. We have to measure a wheel speed and put that into a formula. But we are pretty confident that the train was traveling close to those speeds within one or two Miles Per Hour. The train had records and forwardfacing video cameras and event data recorder. Both of these recorders are bein to our laboratory for analysis in washington d. C. We did get the initial speeds we just provided you with from an initial download of the event recorder. We have released the track back to amtrak. They will begin rebuilding it very soon. The locomotive in all but two of the train passenger cars are currently being moved to a secure location where detailed examination and documentation can occur. Throughout the next few days the investigators will work on scene to their rowly document the accident site and gather factual information. Well do a more documentation of the rail cars and the scene. We plan to interview the train crew and other personnel. We would like to interview passengers of the train. We will be conducting a Sight Distance test and test the signal system. We will test the braking system. And Detailed Analysis instead of the cursory analysis that i mentioned earlier of the recorders. Well be doing a very detailed download analysis of those recorders. Our mission is to find out not only what happened but why it happened so that we can prevent it from happening again. That is really what we are here for. To learn from these things so we can keep them from happening again. I suspect that our investigators will be here in philadelphia on scene for a week. I want to emphasize were not on scene to determine the cause of the accident while on scene. We are not going to speculate. Our purpose for being here, id like to describe it we are here to collect perishable evidence which is that information that will go away with the passage of time. That is really what we are here to do. To collect the information that will go away with the passage of time. We can go back and do the analysis later but we have to capture the data very carefully now. I feel like for just arriving on scene this morning i feel like the preliminary information we have is robust. We still have a lot to get. I know that you have a lot of questions. We have a lot of questions. Our commitment to you is that we are discovering factual information, we will be releasing it. I would be looking for a press conference about this time tomorrow to tell you what we have learned tomorrow. That is the way it works. Our investigators are out in the field doing their jobs during the day. They report back to me so i can report to you. I would encourage you to follow us on twitter. Our twitter handle. ntsb. As i wrap it up, i would like to thank the First Responders for all of their efforts. They have been out here through the night into early morning. All day. Trying to secure this area. We want to thank them for hard efforts. I will call for questions. Im going to call for questions. What i would like for you to do is raise your hand. Live call on you. Once i call on you, please state your name and your outlet. [inaudible question] did not comment on the application of brakes have we talked to the engineer . No. We plan to. This person has gone through a traumatic event. We want to give him an opportunity to convalesce for a day or so before we interview him but that is certainly a high priority for us is to interview the train crew. Right here. Leon okay. Well break away right now but we got their confirmation of something we have been waiting to hear. Ntsb confirming they have sent the data recorders to washington d. C. , and that their preliminary check of the information therein, indicate whence the train made a lefthand turn north of philadelphia somehow the braking system had to be induced by the engineer. It was done so at a speed of 106 Miles Per Hour. That section of rail was only rated for 60 Miles Per Hour. We understand now that the braking system kicked in by the engineer at 9 21 p. M. At 106 Miles Per Hour. Right now the ntsb saying as you heard them say they feel like they just got to the scene. They just arrived. But they have a lot to work with at this particular point. We understand and we have learned they did find forward facing surveillance cameras on board the train. That information is sent back to washington d. C. Along with the data recorder and an event data recorder. So there is still a lot to go through here. And in washington. So we expect to learn quite a bit more as the investigation proceeds. Alison scott, back to you for you. Alison all right. Thank you very much. Well check in with you later. We do want to get to some other news today. This is developing right now. In Fairfax County chicago man is behind bars if connection with a string of home burglaries. Charged with burglary and grand larceny after an extensive investigation. They say he targeted wealthier homes in great falls restin and mclane and raided them for thousands of dollars of jewelry. Right now police are looking for as many as three other accomplices. Scott 5 20 on the big news day. We want to switch gears a little bit and talk about the weather. We have had a nice day with the temperatures. Cool relief. Alison cool breezy. Doug blowing pollen around. We have a warmup. Give it a day or two and it will warm up nicely. Jump into it and start off with a live look. Torpedo factory annex in alexandria along the potomac river. Gorgeous afternoon. Cloudiness but we will see a clearing trend after the heating of the day subsides. That is what we get the clouds from. Clear air and the warm sunshine whipping up the cloud deck. It will go away. 66. That is it. Yesterday at this time we were close to 90 degrees still. A big change. Northwesterly winds dry breeze. Temperatures across the board. Upper 50s to lower 60s. Chilly weather compared to yesterday. The numbers indicate how much cooler it is now than it was 24 hours ago. 22 degrees cooler in washington. You get the picture. A big change after yesterdays cold front. We head through the evening strong gusty winds will diminish. 25 Miles Per Hour winds to drop to 10 to 12 Miles Per Hour range later this evening. We will be in fine shape. I explained how the cloud decks formed up today. Just south of washington. This has been chris call clear all day long Crystal Clear all day long where the temperatures are warmer. Northwesterly winds whipping up a deck of cloud with the breaks in it. It will diminish tonight. High pressure takes over and we will be good to go for several days. Plen the sun plenty of sun. Alison thank you very much. And coming up at 57 00 we are going to play our game. Im going to come back and play mine. Alison the captain promised to win. Tonight we find out if he puts his money where his mouth is. Scott you may have seen them on bicycle or motorcyclist all week long. Find out what many taking part in police week call the most emotional event. Alison we are keeping a close eye on the situation in philadelphia tonight. When we come back, a look at other disasters in amtraks past. Leon we are back here live in philadelphia. As you see in the live picture the chopper shot overlooking the crash site. You can see the rail cars there. We just heard from the ntsb moments ago about how they are now in the process of trying to pick the cars up from that location here where they have before derailed and taking them to a secure location to go inside and meticulously and in a detailed fashion go through it piece by piece to find out what happened last night when 188 went off the rails here in north philadelphia. This is not the first time there has been afternoon instant on this particular stretch of track. It has history. Joce sterman is standing by in the newsroom with more on that. Joce leon we want you to check this out. This is the New York Times from september 7, 1943. The scene here this grisly depiction they have reminiscent to what we saw last night in philadelphia. This was the last major disaster at the spot in philadelphia on the rails. The said side iteam found there the 7 on your side item found there have been plenty of other accidents on the stretch of amtrak northeast corridor. This shows a spot that is now linked to not one but two disasters on the rail in the kensington neighborhood. I said i hope everyone is okay. Hope dashed in ady soser that claimed seven lives since last night adding to the 79 killed at the same spot in the 1940s. The said side iteam found incidents along this stretch of rail are not uncommon. Since 2006 federal safety records show 3 accidents have happened on this stretch of amtrak rails in philadelphia county. 15 derailments in that time. But no deaths or injuries according to the data we uncovered. There has been only one death on that stretch of track in the last 30 years. In 2003. As the investigators from the ntsb dig into the cause of this latest crash, federal records lay blame for others. Majority of the accidents in the last ten years have been track caused according to the feds. Power and equipment problems are a close second with what they call the Human Factors causing five of the accidents since 2006. There is a full investigation going on. You saw the National Transportation safety board, whose representatives are here. Personnel on the ground. Ntsb is evaluating the speed of the train as it approached frankfurt junction and a wellknown bend in track that is on the ray dor for changing for decades. Officials as far back as 1901 mentioned plans to eliminate that curve. We heard a few minutes ago the ntsb said the train was going as fast as 106 Miles Per Hour as it approached that curve. Should have been going 50. We know amtrak inspected the tracks hours before the crash. They found no defects. In the newsroom abc7 news. Back to you. Scott interesting. All right. Thank you. Still ahead here days after meeting with cubas president , the pope is making another political statement. Find out what the vatican is now recognizing. Alison plus who can justify a superintendent making more than the governor of the state of virginia . Its an outrage. 7 on your side as the item investigates the superintendent perks. Scott now a look at what is coming up on abc tonight. When you own a Small Business theres a neverending list of small things to do every day. Appointments. Orders. Deadlines. Every one of them matters. So youeed internet you can count on. Verizon fios is really fast with 99. 9 Network Reliability because when everything is running right, all those small things you do every dayan turn into something big. Team up with fios for this great limitedtime offer. Leon back now live from philadelphia. We are standing by and learning more and more about the derailment of the amtrak 188 train tonight. The train left d. C. Bound for new york city last night. It derailed in a neighborhood known as frankfurt junction. In the last half hour, the National Transportation safety board confirmed the train 188 was going more than 100 Miles Per Hour as it approached the cub turning to the left. Seven people died. More than 200 others have been injured. All of this happened on the eve of the amtrak budget bill coming up for debate on capitol hill. Senior Political Correspondent scott thuman has more on that and the future of what it could be for the future of the budget. Scott . Scott leon, in fact out of pure coincidence amtrak funding was up for debate today on capitol hill. Democrats were pushing to boost the budget by more than 1 billion. But lost that battle or the initial one to republicans who say there are cuts that need to be made. Many on the defensive tonight saying dont blame us. They suggest because we had not funded this properly that is what caused the accident. When you have no idea. No idea. Scott regardless of what triggered the terrible train crash, a fight to prevent another one. As almost is the case it comes down to cash. We are spending money all over the world for other peoples safety. And neglecting the safety of other citizens. Jim hall tells me it will take trillions not millions to get the nation entire transportation infrastructure to a safe standard. The blame he said is widespread. We havent had a leaders in washington, d. C. With vision on the subject of infrastructure for our nation since probablyeisenhower. Scott but will lawmakers be the difference . As they debate possibly cutting amtrak funds from 17. 47 billion to roughly 1. 1 billion. Almost a 20 drop. We operate a third world rail system in this country. I have offered an alternative to provide better service. Last nights accident symptomatic of the kind of major commitment this country needs to fix our rails. The chairman of the House Appropriation Committee said the cuts are needed to stay in line with a budget deal between president and the congress that avoided a potential default on the nations debt in 2011. President obama was asking for 2. 5 billion for amtrak in next years budget. This is just one step. Negotiations are hardly over. The state of the nations infrastructure came up at the u. S. Conference of mayors meeting in d. C. Today. We have more on that coming up at 6 00. Alison very interesting. Thank you. Meanwhile the vatican is recognizing the state of palestine. Treaty was finalized this morning but it still needs to be signed. The move signifies a diplomatic policy change. But it immediately drew criticism from the israeli government. Still cocome at 5 00 a little boy determined to make a big difference. How he is fighting hunger in his community. Scott a little bit layer, paying tribute to the fallen. A pizza my family will love. announcer freschetta naturally rising crust pizza. Freschetta. Made better to taste better. Scott time for a check on the traffic situation. Robert altman has traffic. Robert northbound from baltimore, we think it is a product of the disruption in the rail service that are starting to cause problems. So if you are heading north, new york philadelphia baltimore, use extra care. It will be slower. Look live at the i. C. C. This accident is going on three hours old. The investigation continues. Back to you. Alison all right. Thank you so much. We prove you are never too young to make a difference. Sparked by a discussion in school he started a food drive to help the hungry. Meet 5yearold Campbell Reed the young man behind campbells more than soup food drive. Campbell reed is a typical 57yearold. He goes to school. And plays soccer and tball. But the young student is on a mission. Several days after school and on weekends campbell comes to the nearby safeway and collects food. What do you need . Peanut butter, jelly and candy. This 5yearold started the campbell more than soup food drive after lishing about uppinger at school. One morning he pushed his breakfast away and said i want to donate this. I want to help people who dont have food. Mom and dad admit that yes they did help him name the food drive. But they say their son did the rest. Thrilled to see myself and my wife as facilitators. He saw the potential for it. We just drove him there. Two boxes of cereal. A storage closet at school holds evening that he has collected so holds everything he has collected so far. Food he will give to live, nonprofit helping the needy in alexandria. Something like what campbells has done is what makes it work. Neighbors helping out neighbors. That is inspiring others. The school is integrated to all the different grade levels. He has an example for other kids. He can see with work and effort, he can make a difference. At the end it has empowered him. Leon harris, abc7 news. Alison how about that . Campbell is taking a break from the food collection business. He and his class recently made a big delivery. Alive says the food that campbell collected plus a 400 check for milk and eggs will feed 1070 800 families for a month. Generous. Fantastic. Scott we are monitoring the developments tonight after the deadly amtrak derailment. Alison when we come back we will go back to leon. He is in philadelphia with the latest. Personal Driver Security detail and car and housing allowances. Im chris papst. We will tell you which area superintendents get the best perks. Scott but first a big night for d. C. Sports teams. Tim just ahead will break it all down for us. Leon back now here live in philadelphia. Once again you see the wreckage of the train. Amtrak 188. Its currently being take ain part and takeen away to what the ntsb is saying is a secure location. They didnt say if its in philadelphia or in d. C. A moment ago we saw crane behind us picking up pieces of the wreckage and presumably hauling it off. It will take time but it is now, we have been here on frankfurt avenue up and down the street talking to people here who were up last night. And happened to see or hear something when the train hit and derailed at 9 30 last night. Let me tell you something, what was interesting was the variety of ways that people use to describe what they saw and heard. Here is what one lady told us. Then i remember, the train was there. You know what . In the beginning i thought it was lightning. It was like a big thunder. Thunder and the lightning comes together. Like that. Leon she thought it was a storm. We heard so many descriptions. We also heard expression of emotion. She and others told us how sad they were and how they are praying now for the people injured or killed in the crash. But they also said in particular this woman, she said she felt so much pride for the performance of her mayor. We keep you posted on everything that we see and hear in philadelphia. Scott thank you. Publicker is vants with personal drivers Public Servants with personal drivers not governors or senators. The compensation packages are going to superintendents. Alison the watchdog investigator chris papst pulled all the contracts of the superintendents across the region and found some eyeopening comparisons in this iteam report. Wow i didnt know it was allowed. Chris this people are reacting to what 7 on your side found in this stack of papers. They are publicker is Public Servants. We found the average ceo salary is nearly 195,000. More than virginias governor. That is an outrage. Chris Prince Georges County pays its ceo the most. Twice what the Maryland Governor makes almost. Though they have the second lowst graduation rate. Getting talented people around you for your kids is important. Chris you feel this is a good use of taxpayer dollars . Its worth it and impressive compensation package. Chris most superintendents get a car allowance. But st. Marys pay the largest at 12000 a year. The Loudoun CountySchool Board Proposed charging parents to bus their kids. Karen garza of Fairfax County is the only superintendent who gets a housing allowance. 24,000 a year. That is in addition to her 265,000 salary. She also gets 65000 a year in Retirement Benefits which alone is roughly equal to the average fairfax teacher salary. A topic that has become an issue. The teachers who work at our school cant afford to live where they teach. Chris when it comes to paid time off prince georges gets the most at 51 days more than ten weeks. It sets a bad example. Chris dick black is a republican state senator from Loudoun County. There was a time when we used to talk about Public Servants, you accepted a modest rate of pay and so forth. Is it not that way. Chris as we dug deeper in this tack we found two superintendents in prince georges and howard counties get security. That is incredible. Are people trying to kill them . Chris superintendents in d. C. And prince georges have personal drivers. Does it seem excessive . I personally did not have a driver. Chris ben kizer with the Virginia Association of School Superintendents say they can demand such perks because a pool of qualified candidates is shrinking. It is a tough job. Chris so tough in virginia the average tenure is fewer than five years. That instability is driving many away from the job and driving up the salaries and extras. Very few superintendents go into it for the money. But they are going to negotiate what they consider to be the best package possible. Christ we did reach out to all the superintendents in the story. None would go on camera but howard camera told us she has not used her security. To see the spreadsheet we created with all the details from all the superintendent contracts, head to the website wjla. Com, click on this story. Chris papst, abc7 news. Alison all right, chris. People talking about the weather, beautiful temperatures out there. Doug well give you a full screen shot of the beautiful camera view from alexandria from the torpedo factory. Gorgeous afternoon. 56 at reagan national. 68 in fredericksburg. Staying on the school side. We have a little more warming for the weekend. Satellite and radar shows low clouds stubborn hanging on the north and west. That will change tonight after sunset. Beautiful day on tap for tomorrow. Overnight 42 to 52 with the clear skies. Through the day tomorrow. Nice warmup expected in the lower 70s. Midtoupper 70s friday with the High Pressure in charge. Over the weekend the High Pressure heads to the east coast and to the atlantic. That will allow the temperatures and the humidity levels to warm. Whether he go from the 70s to the mid80s saturday and sunday. With more humidity. Chances of afternoon storms straight through monday. Big weather day and a bigger sports night in washington. Tim brant . Tim no question about that. We start with the wizardhawks game. Breaking news with john wall. He practiced again with the team at georgia tech at the practice facility. Wizards put drapes on the windows and nobody was allowed in until the end of practice and the start of the cooldown. We dont know if he will play. He was sweating profusely. He will be examined before the game and a decision will be made then. With the ill loose iness, it looks elusiveness, it looks like he will go. They want atlanta to think so. Im not buying into the skepticism and the pessimism we are hearing around up to tonight. This has been a great run by both teams in the playoffs. Two wins tonight. Wouldnt surprise me. Folk any way you look at it this night is special in the d. M. V. Two teams away from home, both underdogs and one on the brink of advancing or elimination. We have nervous energy. Good energy. Its not like you are nervous and you dont want to play the game. Lets play it now. The other in apy to game five that has a desperate feel to it. It doesnt matter who is on the floor. When you try to do somebody elses job it will get you in trouble. The last time the capitals were at Madison Square garden, they were 101 seconds away from advance. They dont want to hear about that now. Its one game. Tonight another chance. Seventh chance to make a first impression. Game sevens are special. You dont, you know you dont always get to play in them. When you do those are special moments. The wizards were in control of the series until the hawks evened things up monday night. Give them credit. Which of the dynamic duo can defy the odds and return victorious . One, both or neither . Cant be complacent. You cant be comfortable. You have to be determine and desperate at all times. We moved on from game six and are ready for a great effort. No surprise both washington teams are underdogs but i wouldnt surprised the they both won.
