Leadership in the house just yesterday abruptly dropped plans to drop to not vote on the bill bill that bans both abortions after 20 weeks. That vote was scheduled to coincide with todays event. And other note to pass along now, late last night, House Republicans were forced to drop a vote on an abortion bill after they reportedly came up short on support for legalization to criminalize abortions after 20 weeks of pregnancy. The measure would have allowed exemptions for victims of rape or incest who reported it to authorities. Instead, the house will vote today on legalization legislation that is that would ban taxpayer funded abortions. Republicans say it will tighten restrictions and make sure no funds flow to abortions under the new health care law. Now, getting to new details this noon on the metro smoke investigation. The metro deputy general manager is recommending some immediate changes for train operators in light of the deadly incident. The action was unveiled at the metro safety and security meeting this morning and our Brianne Carter reports on these new recommendations. 10 days after smoke filled the metro tunnel and trains the Transit Agency is recommending immediate safety changes. Suggestions by the ntsb that we do this. We are not being directed at all by the ntsb. Among the changes ordered by metros deputy general manager, changing protocol for train operators when smoke gets in a train. Train operators will now be able to turn off erin take systems. Previously the Rail Operations Control Center had to make that call. Metro also plans to add signs on the outside of the train to show emergency doors and Access Points and set a schedule over the next three years for safety growth. For me personally to be involved in the investigation and be able to move these items forward very very quickly as weve seen in the investigation unfold. The ntsb acting chairman Christopher Hart this morning told metro safety and Security Committee the investigation is moving forward but says it could take a year before a report on what happens. Hart says at this point, the ntsb hasnt found anything in the investigation that requires immediate recommendations. Thats day by day, that could change each day. So as we investigate, we may try and if that happens, well issue a new direction. New were learning more about communication problems during the incident. Today, metro said they first discovered the issues with the radios january 7th and began looking throughout the metro system to resolve the problem. Its believed there was an enkripgs related issue. Metro officials said they want to rook at all options within metro and they decided to come here to one judiciary square. They say this is called a donor site where the Fire Department radios tie into the radio system within metro. They said it was here once they were able to work with the new agencies, changes were made. We brought in and several changes were made. And its worked . Yes it is working. Now, weve been reporting that he was injured during a horse riding accident in africa over the holidays. Mauliffes Spokesman Says the doctors have drained one liter of blood from the governors chest since he checked into the v. C. U. Medical center on monday. Mauliffe developed the complications after breaking seven ribs around the Christmas Holiday on a trip in tanzania. He says he is back home and resuming his daily schedule. Staying in virginia they have ordered Charles Severance to undergo a Mental Health investigation. His attorneys say that severance may not be able to understand the charges against him. Irginia man is in the hospital this noon after an Early Morning fire in arlington. That fire broke out aroun this morning on the 2100 block of South Randolph street in the shirlington section of the county. Firefighters rescued the man from the burning home. He was taken to the Virginia Hospital Center in unknown condition. Still no word of what caused the fire. And investigators continue trying to identify the two bodies found at the scene of mondays mansion fire in annapolis. The medical Examiners Office in baltimore is conducting autopsies autopsies. Four other people are unaccounted for. Relatives believe don and sandra pyle and their four grandkids were in this huge waterfront home when it caught fire. And the pyle and boone families issued a Statement Today thanking the community and investigators. In part it says we wish to express our gratitude and appreciation for the love and support being shared with us during this tragic event. The five alarm fire started last night at an edgewater apartment complex along the river. They say winds and frigid temperatures made battling the blaze even more difficult. Officials say the fire spread so fast, they didnt have time to turn off the gas to the building. Five people did suffer minor injuries including two firefighters and investigators are still trying to figure out the cause. Developing now, we have some new details in the patriots deflate gate scandal. For the First Time Since the story broke, patriots head coach Bill Belichick is responding to allegations that his team used underinflated footballs in sundays playoff game. The nfl says the footballs were inspected and approved about two hours before the game. Experts explain the only time they could have been deflated was just before kickoff or on the sidelines. Not only after that story but also compared to this morning. Yeah. Zing. There you go lets get to this morning. Lets recap it. Because definitely. It was terrible. It was so ugly. Look at this i know. But notice how the skies brighten so were seeing a little bit more sunshine. I see this sunshine outside of the Weather Center mixed with a little bit of cloud cover but that fog this morning a result of that snow we saw yesterday where the sun is starting to help kind of melt that all away. 42 degrees in laurel maryland at the Laurel High School annex with a can i speak today . West wind at seven miles an hour. We have some sunshine in woodbridge virginia as well. Current temperature is 45. The winds are starting to gust a little bit more out of the northwest and well it feels a little bit on the chilly side with wind chills in the 30s. However, i do see that were sitting at 48 degrees. We had a little bit of moisture over earlier but i wanted to focus a little bit more on the system thats coming in this weekend. Its originating over the gulf coast right now and its going to be taking this track. Its going to turn into a coastal low. And its going to impact us for the upcoming weekend. I think the timing of it impacting us late in the day tomorrow and through the day on saturday. So our futurecast is nice and dry for the remainder of the day today and into the day tomorrow. In fact, im going to try and zoom back if i can. I advanced a little bit too quick. But as we go through this, nice and dry through the day today. A little bit of a northwest wind. Overnight tonight, we stay dry. Nice and clear. And then throughout the day tomorrow, we start to see some of those clouds increasing from the south. Now, i paused this at 8 00 tomorrow. So think about it. Friday night i know a lot of people have plans. Maybe going to dinner. Seeing friends, etc. Youre really going to want to be paying attention to the forecast because i think as the precipitation starts 7 00, 8 00, 9 00 tomorrow it will start as a mixed bag of precipitation. Notice the blue indicating some snow. A little pink. Maybe some freezing rain or sleet. And then maybe more rain to the south. This is just a simulation. But youll want to watch the forecast and going through the overnight hours friday into saturday, maybe seeing that transition of a little bit more rain in the metro area and that would impact our snow totals so thats why we dont have
