Secondly, security is being beefed up, this as air travelers continue to react to the horrific carnage in florida. Out of an abundance in caution police have beefed up security at Philadelphia International airport. This until further notice. Meanwhile some air travelers have been left sickened by the horror in Fort Lauderdale. Its sad. Its a sad world we live in right now. You cant take a chance. Youve got have eyes behind your head. The city of philadelphia will pay a settlement of 4. 4 million in the shooting of unarmed Philippe Holland. The two law men fired 14 times into hollands vehicle that on april 22nd, 2014 causing permanent brain damage. Reporter jim, todays settlement is believed to be the in the top 10 of any of its type across the nation and has generated several reforms by the police force as it relates to undercover plainclothes officers. Three times this they hit this man 20yearold College Student and food delivery man Philippe Holland who just delivered a cheeseburger to a home on that block. Holland was hit in the face and suffers from brain damage generating permanent seizures and other injuries as a result. The cops were responding to reports of shots fired several blocks away. Holland was an innocent man who tried to flee thinking the plainclothes officers were there to rob him. They had no probable cause. They had no suspicion. They had none of the indicia which under the constitution of pennsylvania and the constitution of the United States are required for a Police Officer to stop a citizen let alone shoot at a citizen. Reporter hollands family lawyer displayed the bullet riddled car today as he announced a record breaking settlement with the city for assault and battery by the two officers nearly four and a half million dollars. This is the largest civil rights settlement in the citys history to my knowledge. It is the Largest Police shooting settlement by far in our city. Reporter as a result of the holland suit the Police Department has agreed to establish new procedures for plague plainclothes officers including attire and display of batches and identifying themselves as officers right away. The independent corroborating evidence in this case overwhelmingly is that the Police Officers never identified themselves. Thank you vernon. The case of a 28yearold paraplegic shot and killed by Wilmington Police will not lead to any federal civil rights charges. Wilmington corporals opened fire on Jeremy Mcdole as mcdole was in his wheelchair in september 2015. They were responding to a call about mcdole possibly being armed way gun. Enhanced cell phone video confirmed that mcdole continued to reach for something in his waist band despite orders to show his hands. After he was shot, police did find a gun in mcdoles waist band. Today the Justice Department ruled there is nothing to disprove that the corporals acted in selfdefense. A philadelphia Police Officer acted quickly this afternoon when he saw a man way sword and a gun near city hall in center city. Police say when the officer confronted the man, the man pulled out the gun. The officer was eventually able to arrest the man. The man was taken to central detectives where police are trying to determine if he will be charged. Witnesses tell action news that the rothman ice skating rink was evacuated during the incident.
