The memorial is set for next weekend in maryland. Its on a federal campus, the Emergency Training center. Friends, family and fellow firefighters of 80 Fallen Heroes are planning to attend the event. A woman whose son died tells us the memorial is important to so many. You experience this tragedy and people tell you how sorry they are for your loss. But then to go to the service and see his name, to see kennys name physically on this monument, actually validated what he did. Organizers of the memorial say the cost of moving that memorial would add up to 100,000. A nightmare for several women in arlington. They woke up to a stranger in their bedroom. Reporter one victim says she woke up to find a complete stranger in her bedroom, touching her arm. Another woman told me the man kept staring at her, even after she started screaming. It was terrifying. I just screamed and screamed. Reporter the meridian courthouse is secure. How has a man been able to get into the apartments of sleeping women three times in the last ten days . On wednesday, a woman awoke to find a strange man rubbing her arm. Police believe the same man struck twice on september 15th. Both victims woke up to find a stranger staring at them. I started screaming. I screamed for about 60 seconds. He didnt say or do anything. He backed out of my room. Reporter heather says shes frustrated by the response of building management. They have suggested i have given keys to exboyfriends or friends of mine. I have never done that. Reporter her request to change the lock was done the next day. No building wide notice was posted until today. They said because it was Public Record they didnt need to notify anyone, doing so would cause a mass panic among residents. I feel guilty. If they would have notified people after my incident happened, the incident this weekend would not have happened. Reporter Police Believe the same man is involved in all three incidents. They grabbed the 62yearold clerk, assaulted him and took money from the register, then ran off. Police say one of the men was armed with a rifle. Progress tonight in getting chemical weapons out of syria. President obama says a United Nations resolution to eliminate syrias stockpile is a huge victory for the international community. If syria does not comply to get rid of the weapons the United Nations will have to adopt a second resolution, that will include consequences. An airman was killed sunday in the red sea. The news 4 iteam learned the navy was in the midst of buying new equipment when the gunman opened fire killing 12 people. Special response groups visited every building at the facility. Teams of psychologists, psychiatrists, chaplins and therapy dogs are providing psychiatric first aid. I think a lot of tea party folks, conservatives, senator cruz, i think they want to shut the government down. They are happy to do it and stand on principle on this. Speaker boehner does not want to do that. But hes going to have to figure out, they are going to meet tomorrow whether they send back what the senate sent them and get into a Shutdown Scenario or try to find a way to avoid it. I think the prospects are higher for some kind of short term shutdown of the government. It seems the republicans have the most to lose politically. They think that, too. The leaders think that. I think the president thinks that. If you saw the president , he seemed quite serene about it. Its the law. Theres no end game the republicans have that changes that. They dont have the votes. They dont have the votes among republicans. They certainly dont have the votes among democrats. Is the president going to decide. He amped up the pressure to say look, if we shut down the government and National Parks are closed and the audience here, federal workers get ious or sent home, you have to blame one set of folks here. Those are republicans saying we have to defund obama care or else these things are going to happen. The rebellious republicans, what do they have to gain . What do they think they are going to gain if they shut it down and dont they gain the animosity of the House Speaker . Yeah, well, but im not sure they are concerned about that. They have to there are activists at home and voters at home energized about what hes done. Standing on principle. I believe theres a feeling the conservativism has to push to the next level to really energize americans who we know are opposed to the law at this point. Because it hasnt taken effect yet. The fear is when it takes effect it becomes more popular, not less popular, even if there are problems associated with implementation of the law. Theres still confusion out there. The news 4 iteam uncovered new details on navy yard security late this afternoon. Scott macfarlane is here with that. The navy was seeking new panic alarms and new security equipment for building 197 on the navy yard. They canceled the purchase because of last weeks shooting. We have a copy of the specific security equipment for building 197, the building aaron alexis shot and killed people. The contract solicitation lists panic alarms and electric lock system among other pieces of equipment. The alarms would include an eight inch long magtized alarm. Panic bars trigger a siren when pushed. They described the purchase as routine and periodic security update. The purchases have been scrapped due to the september 16th mass shooting. That footage shows aaron alexis moving about during the shooting spree. Its on the west side of the navy campus. The navy yard is the listing Contracting Office for the purchase of the security equipment. Its unknown how long the rehabilitation will take.
