Winchester. More on how much snow we may get coming up. Now to the developing story we were stalking about. Assessing the damage after violent storms. Jennifer bjorklund now. Reporter here we are just a few blocks away in ferguson from where Michael Brown was killed. It was chaotic overnight after the announcement there would be no indictment in the case of Ferguson Police officer Darren Wilson. From the air the Morning Light unveiled smoldering streets. Violent protests erupted after a grand jury said it would not indict officer Darren Wilson in the shooting death of Michael Brown. I know theres least a dozen buildings that have been set on fire. Most of those are total losses. I personally heard about 150 shots fired. Automatic gunfire that kept firefighters at bay as building after building burns to the ground. Those are dreams. Small Business Owners and we have torn those dreams away. The decision came in an evening News Conference. St. Louis county prosecutor stressing the panel of seven men and five women, nine white, three black, are the only ones who have examined all the evidence. They met on 25 separate da days in the last three months, heard more than 70 hours of testimony. Witnesses and evidence that he says indicate brown scuffled with officer wilson as wilson tried to get out of his patrol car. He released these pictures of wilsons injuries after the shooting. But that evidence did not stop the violence last night. Our community is going to take responsibility for what happened tonight. For what happened as far as tearing our community apart. A community now dealing with another heavy blow after three months of turmoil. We have word of two demonstrations already this morning that have been peaceful. Theyve moved through communities near and have been no arrests. Im jennifer bjorklund, live in ferguson, missouri. And people are rallying in the district in support of mi barbara, good morning. A vastly different scene here in washington. The protesters this morning came here with a message and a letter delivered to chief kathy lanier. Aint no justice in this town. They call themselves black Youth Project 100 and they peacefully dplon straited on the steps of the d. C. Headquarters while the city cops stood off to the side. We are calling for no more to happen. Interacting with the Police Officer in the northwest is not the same as interacting with a Police Officer in the southeast. And for four and a half minutes they staged a diein, to symbolize Michael Brown east death on the streets of ferguson. Did the diein for four and a half minutes to represent the four and a half hours that they let Michael Brown lay in the street dead. There are white people who care and believe black lives matter. And i want to be a part of that movement. This is the first of several stops in the 28hour protest before leaving, one of them went inside headquarters to hand deliver chief lanier a letter, asking for better oversight and accountability over law enforcement. I think it was a very, very positive experience. It is our duty now a Police Spokesperson did confirm that the the chief did in fact get that letter, and this group tells me they plan to stay with the campaign for the long haul until they see actual real signs of a better relationship between black youth and city Police Officers. Black to you, barbara. Thank you the parents of Michael Brown have issued a statement on the shooting death of their son and the the grand jury decision. And today leaders at uvr are meeting in response to reports of Sexual Assault on campus as lawmakers in virginia take their own actions. And were less than an hour from the News Conference of the parents of Michael Brown. What the were hearing what sounds like gunfire nearby. Very fast. Thats gunfire. A scary moment for news crews in ferguson. Msnbc News Reporter chris hayes was doing a live interview when people nearby fired their guns. They were forced to take cover, but no one was injured. That gunfire was in reaction to the grand jury decision of the Michael Brown case. Browns family is expected to speak in less than an hour about that decision. They issued this statement shortly after the verdict was announced. It says, we are profoundly disappointed that the killer of our child will not face the consequences of his actions. While we understand that many others share our pain, we ask for a positive change. We need to Work Together to fix the system that allowed this to happen. Join us with in our campaign to ensure every Police Officer working in the streets in the country wear a body camera. Answering violence with violence is not the appropriate reaction. Lets not just make noise. Lets make a difference. Well, today the governing board at the university of virginia is holding an emergency meeting to talk about the claims of a socalled culture of Sexual Assault there Rolling Stone described a brutal rape t a university frat house. Now all fraternity activities are suspended and the board could make a change in policy soon. College policies across the commonwealth could be changing soon. The General Assembly could require schools to treat assault as a criminal defense. The legislature could hold hearings about the change. Plus, people are giving thanks for the leadership of the late marion barry and for the free thanksgiving dinner he helped provide. And this just in from the National Weather service, they have upgraded the winter storm watch to a home warning. All t this morning people lined up around the block for former d. C. Earlier we had a line that stretched all the way down and around the block. Things have settled down a little bit here. They are still giving out turkeys inside but you can see the line is not as long. They did come to talk to people. She got hugs from supporters. She went inside the church and started handing out some of the turkeys and other things. The vegetables and the bread. Hundreds of people stood in line this morning. It is a very important event for many here in ward eight. This is how theyre getting their thanksgiving feast. 3,000 turkeys. 40,000 pounds of fresh vegetables. Everything you need for a thanksgiving feast. I got a turkey. Reporter and as people waited in line, they gave thanks to marion barry, the man behind the ward eight turkey giveaway. He always gave back, and what hes doing for the people, hes been doing since civil rights. He love us, and we love him. Hes always been there for the people to provide what he could. Marion barry dids early sunday morning, buzz hi memory was very much alive at the turkey giveaway. I think hes here in spirit. He helped out a lot of people. Will there be help next year . With barry gone, will the turkey giveaway go away . The chief of staff hopes not. Were here today because tl a need in our ward. We have the highest rate of poverty, the highest rate of all the other negatives. We have to continue these things. And barbara, they really did get the entire meal here. Not just the turkey. They got all the trimmings, the vegetable, the bread to go along with it. And i understand that cora barry was there this morning. How was se cheffed by the crowd . She was very warmly received by the crowd. A lot of people didnt realize she would be here. A lot of people standing in line were talking about marion barry all week long. We saw a lot of hugs from people here at the church as she arrived and handed out some turkey. Well, it seems to have been one of his favorite events of the year. We covered it every year. He was out with the turkeys every prethanksgiving. Thanks for that report, megan. Sure. In just a few hours from now, larry hogan, the next governor of maryland, will round out his transition team. He takes off in january voting as a republican but may include democrats among the 20 people hes announcing today. He says he wants to use bipartisan committees in his plan to cut state spending. Right now the president is working to find a replacement for defense secretary chuck hagel. There are some names emerging this morning, but it could be a challenge to confirm them. Richard jordan is on capitol hill with that. Reporter good morning, barbara. This gives the president an opportunity to bring in new leadership at the pentagon. Theres a list of frontrunners. At the top of the list, the former undersecretary at the pentagon. And if she is nominated and confirmed, she would also be the first woman to head the d. O. D. Ashton carter is also on the list, a former deputy secretary at the the pentagon and democratic senator from rhode island jack reed. Now reed has already said hes not interested in the position. But if he is the president s pick, perhaps he can be persuaded. Whoever is selecteded will likely face some tough criticism from the republicans in the senate. The republicans expected to be very tough. The president will choose someone who he sees eye to eye with when it comes to iraq and syria and how to deal with i sis militants. Hagel not on board with the president s policy. Some people say thats why he was asked to leave his post. Hagel says he will remain in his position until the next secretary of defense the cis confirmed. Barbara. Thank you, richard. I think in some ways. Its just going to be the for the Defense Department position. But president obama has two years left in office. Given that republicans troll the courthouse and the senate, the biggest imprint he can make is on foreign policy. Of course, weve seen so many challenges abroad. The fight against isis, ebola in africa. And having the situation in ukraine. And president obamas ability to manage all the chaos and conflict. It will cement his legacy. Indeed who he picks and how the Administration Responds to the challenges. Its going to be the big story over the next two years. And weve been hearing a lot of reasons. What do you see as the main reason hagel is leaving. Is he getting pushed out . He is getting pushed out. Its either a resignation or firing. Chuck hagel was brought in to be someone to manage the the drawdowns in iraq and afghanistan as well as the budget cuts to the pentagon. The situation has changed drastically for the president for this Administration Given that isis, and in a lot of respects the president needs more of a wartime defense sec tar than a peace one. The job envisioned for hagel. Weve heard several names being considered for replacement. Do you have any names that you think might be outstanding . I thought richard captioned it well. I dont consider jack reed. I think theres a sense they need a bigger manager than a United States senator in the pentagon and the top names are Michelle Flournoy does she become the first oar does that go to ash courter who is the secretary of defense . She was a top official in the the firstterm obama administration. She worked on the campaign. Someone reallyell known in National Security and defense issues. Were just close enough in time where they issued the winter storm warning. It was a National Progression there. Whats new is the Winter Weather advisory along the eastern edge of the warning now. The advisory includes howard county, montgomery county, fairfax, Prince William and culpeper county. Everywhere else to the west of there that was under the winter storm watch is now under a winter storm warning. Nothing else has changed. Were getting close enough in time where we have to upgrade the warnings. So the weather impact on today, no worries. Troubles arooi tomorrow as early as about daybreak. This is a great way to do it. Heres the advisories and a winter storm warning out further to the west of there. Well, inside the advisory area, thats an advisory that goes from 8 00 in the morning to 6 00 tomorrow. Roads will be wet to slushy. And were forecasting one to three inches. At the tail end, it may be cold enough to get slushiness on the roads. The warning goes from 3 00 a. M. To 6 00 p. M. Tomorrow three to six inches of snow possible. Most of that will be on the grass. This will be enough to get one to two inches of snow on the roads. Roads will become slippery and slushy towards i81 in the sh shenandoah valley. Get further to the west, more cold air for a longer period of time. Again, nothing is coming up on Storm Team Radar for now. There you can see all the rain. Thatshe moisture that will push up here. So thats the reason for the advisory and developing storm.
