Then tomorrow, president obama and Vice President biden are officially sworn in for their second terms. The ceremony happens monday. Crews are still putting together the final preparations for mondays inauguration. We have Team Coverage starting off with nbcs daniel lee. Shes live on the mall with more now. Good morning, danielle. Reporter good morning. In just hours, thousands of people will be coming to the National Mall here. Many will be coming to tsee the memoria memorials, but theyre also going to a tent thats been put up in honor of the national day of service. The crowds have arrived packed for a party. This is one of my bucket list experiences. Reporter Tiffany Grimes thrflew in from atlanta. Her first stop was the National Mall. Over 200,000 people sign up nationwide. Reporter amelia is attending. Shes here from new orleans. Like four years ago, president obama has asked people nationwide to join his family and celebrate by serving. This year the president s request is especially timely. Its just the second time inauguration has coincided with the Martin Luther king jr. Holiday weekend. At the rock creek conservancy, volunteers will be cutting back an invasive vine. From one labor of love to the next. Organizers in the Convention Center are setting the stage for tonights children concert. Well be putting the touches on the infrastructure for that. Reporter after the concert, crews will transform the space, setting the scene for the two official inaugural balls, down from ten in 2009. Altogether, a handful of artists will perform throughout the weekend. Security will be tight. Hundreds of thousands of visitors flock to d. C. To take part in history. President obama will be sworn in a private ceremony tomorrow. Then monday thousands of people will be back here at the National Mall for the public ceremony and parade to follow. We want to take a look at what the kick off to inauguration means weatherwise. Our coverage continues to chuck bell. Good morning, everybody. Saturday morning and already a noticeable south breeze outside this morning. Thats going to be a big part of your saturday forecast. Thats the way it looks from our city camera view first thing this morning. With a clear sky, its 34 degrees in downtown washington. A wind out of the south averaging 15 miles an hour has windchills back down into the low and mid20s. Actual air temperatures, low and mid30s. But with that breeze outside, it sure does feel cold. Good thing, nothing showing up on doppler. Well be 100 dry today and tomorrow as well. Theres your saturday planner. Plenty of chilly sunshine today. That south to southwesterly wind at 10 to 20 miles an hour for much of the day means youll need your jackets. Well talk more about tomorrow, Inauguration Day, all the planning you need to be doing. Plan on bundling up. Thats your early lean. Thanks, chuck. In about 48 hours, much of downtown d. C. Will shut down for the inauguration. Drivers, you might want to avoid downtown completely. The Memorial Bridge will be closed along with several streets. Many around capitol hill, including some ramps from 395 will close at 3 00 a. M. On monday. Police say that even if you do avoid those streets, you can expect delays. Parking will be strictly enforced and d. C. Taxis will charge a dollar surcharge for every extra passenger. Metro is also gearing up for the big day. Today crews will hold off on track work as crowds arrive in town. The agency it working to make sure that thousands expected to take metro can get around quickly and safely. News 4s derek ward is live this morning at metro center with a look at how the agency is preparing. Hi, derek. Reporter good morning. Were out here awful early to talk about the inaugural, but metro says its never too early to start planning your trip. I want to take a look at the commemorative inaugural smart trip card. Thats actually on sale already now. Its 15 and got a picture of the president on it. They had one for back in 2009. Now theyre all over ebay. You can get one at my metro sales office. I want you to take a look at a map. If youre going to be planning your trip, these are the stations that will be open or closed for the inaugural. Metro says each one of their five lines has a station that will get you close to the action. The key is to plan your trip. They say you can ease your commute by not transferring. Just get on one of those lines and find a station that is closest. You will have to walk a bit, but its going to be much easier than parking. Also, metro wants you to know that anyone over the age of 5 years old will have to buy a fare card. You want to buy that ahead of time. If youre planning to drive down, get there early. A lot of other people will be doing the same thing. Once you get on metro, expect that the down escalators will be turned off. Theyre doing that for safety reasons. Those escalators could start to free wheel if they get too much weight on them. They dont want that to happen. Expect to walk down, but you will be able to ride up. When you get on the system, you might see some interesting looking security folks. Theyre going to have people from other transit agencies on metro, but theyll be in their home uniforms. You might see new york people down there, some people from all over. Itll be an interesting ride, but definitely the way to go if you are planning to attend the ic inaugural ceremonies. This morning we know that one american died during this weeks standoff. The u. S. Has recovered the remains of a texas man who worked at the plant where islamic militants are engaged in the standoff. Algerian state media reports that nearly 100 of the 132 Foreign Workers were freed yesterday, but another 12 were killed. The state department is refusing to work with the group. San Francisco Police are investigating 49ers wide receiver Michael Crabtree whos accused of Sexual Assault. Police say the alleged assault happened last sunday in a San Francisco hotel room hours after the 49ers playoff win over green bay. Crabtree spoke with officers about the allegations and police say he has cooperated fully with their investigation. Crabtree is expected to play tomorrow as the 49ers square off against atlanta in the nfc championship game. Notre dame linebacker manti teo insists he was not involved in creating a fake girlfriend. Teo broke his silence late last night in an offcamera interview with espn. He maintains he was the victim of a cruel hoax. Teo was the man behind the teo says the man behind the hoax contacted him a few days ago, admitting he had fabricated the whole thing. The sports website deadspin broke the story earlier this week that teos girlfriend who he said was in a car accident and died of lieu chemoyafs not real. This morning, were hearing more from disgraced cyclist Lance Armstrong about using performance enhancing drugs throughout his career. Part two of his interview with Oprah Winfrey aired last night. During the first part that aired on thursday, armstrong admitted for the first time to doping during all seven of his winning Tour De France races. Last night the interview delved deeper with armstrong revealing how hard it was to tell his children. I said, dont defend me anymore. Dont. Armstrong was stripped of his Tour De France titles and his 2000 olympic bronze medal. He could also face lawsuits from those he sued. Its off to a cold start out there today. A winter without winter, really. Finally, we get to hundreds of thousands of people coming to town and winter returns. At least we were able to see the sun. I was missing it. It had been nearly a full week since wed had anywhere near a sunny day. Finally the sunshine made a real comeback yesterday. More importantly, we get to keep the sunshine now through your saturday and really through most, if not all, of your long holiday inauguration weekend. Mlk weekend as well. Outside we go. It is a clear and breezy and chilly start. I wont use the word too terribly cold just yet because, boy, do we have some cold air on the way. Be ready for it. The bulk of the cold air arrives here starting late monday afternoon into monday night. If youre going to stick around here in washington through next week, you should really have your Winter Clothes ready to go. For now, it is chilly outside. 34 at national airport. The air is fairly dry. Dew points into the low 20s. Humidity only 64 . The real issue this morning, a south wind averaging 15 miles per hour. Temperatures generally speaking low to mid30s across the region under a clear sky. That breeze has windchills now. 21 the current windchill in frederick, maryland. Thatll be a noticeable improvement over yesterday. About 5 to 10 degrees warmer this afternoon than yesterday. Clear skies again for this evening. Temperatures back down into the upper 30s to near 40 after the sun goes down. Generally back into the 30s for much of the overnight into tomorrow morning. That means today a southwest wind becomes a northwest wind tomorrow and another reenforcing shot of cold air comes our way as he get into monday and monday afternoon. Thousands are beginning to pour into town for the inauguration festivities. That includes celebrities like eva longoria and chelsea clinton, who are honorary chairs for this weekends event. There are also eight citizen cochairs that will represent president obamas accomplishments during his first term in office. Erica gonzalez has the story. Reporter the former air force sergeant and seven others will be citizen cochairs in the president s inauguration, each represent a task achieved by president obama in his first term and will walk the parade and attend the balls. Even though hes the person elected by the people, its still the people that make the changes. Reporter the famous picture of the first lady dawning her new bangs, look closely. Theres hall. Hey, richard and angie. It is indeed a clear and chilly start first thing this morning. A noticeable wind out of the south and southwest today will allow for a bit of a windchill factor. Be ready for that. Early morning, be on the bundle up factor for sure. Temperatures now in the low and mid30s pretty much area wide. Cumberland, maryland, one of the cold spots. Windchills in the low to mid20s right now. It is a south breeze. That means things should warm up relatively nicely later this afternoon. Well have no chance for rain today or tomorrow or monday. So that is welcome news. A cold start. Itll stay on the chilly side today, but technically itll be warmer than average. Highs today in the upper 40s to near 50 degrees for a lucky few. A lot of activity going on here. In just a couple hours, thousands of people are going to be coming to the National Mall here. Many will come to visit the memorials, but theyll also see a massive tent thats just a couple blocks away from me. It was built at the president s request and is completely dedicated to letting people know about Community Service. It was four years ago obama started the tradition of having a national day of service ahead of the inauguration. And this time his request is quite timely. Its only the second time an inauguration has coincided with the Martin Luther king jr. Holiday. Across the country and here in washington, d. C. , thousands of people will be participating in Community Service activities. Meanwhile, over at the washington Convention Center, crews are making the final touches for the childrens concert that is going to be later tonight. That will feature star performers like usher and katy perry, another tradition the obamas started. Lots of work to be done there. They said theyre going to be working up until the final minutes.
