Developing right now, major damage to a house in Prince Georges County. Youre looking at brandnew video of a home that caught fire on Old Baltimore pike in beltsville. You can see the flames that are shooting out of that home from nearly all sides. The siding burned to a crisp there. And smoke is pouring from the roof. From the video you could tell there was damage to at least one nearby home. Were working to find out if anyone was hurt. Army police will be looking into the death of a man. 53yearold edward strong died after they found him unconscious in a medical cell. Police took him into custody on friday for tress massing. They say he had a history of medical issues and autopsy will be done. This is the second death this year. We have learned a man stuck in a trench is doing well this morning thanks to his own extraction. He was buried chestdeep in that neighborhood. The man was digging a waterline when it collapsed. He actually assisted with his own extraction which sped up the process. Two days after the historic million man march, thousands descended on the National Mall. But the theme this year was justice or else. News4s derrick ward spoke with people about the message and the mission of this march. These are pictures of rescue crews in a small town of andrews, using boats to evacuate and bring food and water to trapped neighbors. Several roads in the area are still under water and undrivable. Now, Officials Say the water is at least 20 feet deep in certain areas. Residents say they hope the water recedes soon so they can return to their home. Right now the faa and ntsb is investigating a crash of plane into a home. Take a look at that right there. A crash happened yesterday in lake tahoe. We know two people were on board when it went down just after takeoff. It hit a twostory house, burst into flames. Firefighters were able to get it under control before it spread into woods. A Police Deputy is in serious condition after he was hit with a crossbow. It happened in cato, michigan. Northwest of lansing. When he approached quaid, quaid shot the deputy with a cross beau. It was like pop, pop, pop and what the heck. Finally a buddy pulled in and said he got one of the deputies with a crossbow. The officer returned fire killing the suspect. The deputy is in serious condition. A woman is accusing the comedian of sexually abusing her at the playboy mansion when she was just 15 years old. On friday the accusers attorney said they will be asking for a second deposition of cosby. We should tell you cosby has never been criminally charged regarding the allegations. Joe, most are coming up with lead policies that work but do you think d. C. Could set the pace here . D. C. Has set the space bier i have by virtue of what you just said. It think its quite the on sus and very good for business. When you both members of the family working, and thats the model now, you know, this makes good sense. And i think it will make good business. Bremante bryant, it could help out. Here in the United States it is a forerunner. As joe mentioned theres three other states, new jersey, you get six weeks. Obviously what this boils down to is money. How are they going to pay for it . The plan is if you make over 150,000, the employer has to kick in 1 . If you make 150,000, thats 1,500 the employer will have to put in. We always have the conversation, how will this affect businesses. I think its great for a city employee, but in terms of businesses, i think we havent heard the last of how they feel about this business. Talk about how businesses will be taxed 1 to fair this and pay the minimum to the leave. Do you think it will be fair . Tougher for them to repeat . Thats certainly what weve been hearing from the chamber of commerce. As youve been point out, thes bys have been very critical of this. You could argue it either way. It has this sort of revoluti revolutionary style or it could hurt businesses here and people might leave. One thing that strikes me about this debate is if you look at 100 years ago, business groups opposed the twoday weekend for example. They are things they take for granted now. This might be something they might get behind. Also really quick, this is something the Obama Administration is behind. Federal lay theyve been trying to push this. Im sure theyre looking closely at this situation in d. C. And seeing if other jurisdictions and others might follow the lead. Im sorry. Is there one other question were avoiding . Does congress have to sign off on this . Once again, im not certain of that. So theres some question as to whether this is an end run. Thats right. Thats right. Tax cuts for d. C. Residents thanks to a booming economy. If you earned less than 500,000 a year, your tax rate could fall as much as 34 . If you make more, your taxes could go up. The cuts apply to people with salaries between 25,000 and 100,000 and the cuts take effect immediately. It will bring a lot of relief to a lot of people. Who can complain about a tax cut, especially if youre a resident. What i find interesting about this issue is that phil mendelson, the Council Chairman was trying to push this up quick never september rather than it was actually supposed to take effect in february. The mayor was against that. She said, wait a minute. Lets back up and make sure we have enough money to pay for this. When she was a council person, she supported it and vincent gray was against it. Its interesting how it comes back around full circle. I think they make an important issue. What about Affordable Housing. I do think that has to be addressed. But we do know the city has been stacking money. Its there. And former mayor Anthony Williams was behind this proposal to do this. So the money is there, but its a matter of where do you want to put the money and where do you want to spend it. Give it back to the taxpayers. And, michael, while it is great to let taxpayers share. There are many who wonder what happens if the citys extra money stops rolling in. There are many others. The economy is going gangbusters, more than anybody expected. So the question of will that continue happening is certainly out there. Bremante was talking about this. The politics wasnt should we do it or when do we do it. Its when. Should we do it now or wait until next may. Really theres an institutional difference there in terms of like if you wait, then you might be able to do other things with the money short term. So i think there might have been some politics between the mayor and the council on when the money could be available and who could use it for what purposes. However, everybody can do that. What i was going to say is d. C. Has always had the best reputation for being recessionproof. Once again, government. We dont grow things here. You know, we are government and tourism. The other thing is tax cuts go to the people who, by the way, are going to do what . Immediately spend the money. Theyre going to spend the money and its going to go into the economy. And if i understand correctly, the tax increases at the higher income level isnt quite that high. So, you know, theres a little Comfort Level there that they even gave people higher income. Its not extraordinarily high. All right. Weve got to take a break. Stay with us. Forget your lush green lawn. Youll have to find another way to fight the weeds if you live in Montgomery County. The council is going green. Theyre passing a bill on private owned lawns, child Carry Facilities and playgrounds. The ban takes effect in 2018. The ban on parks takes effect next july. Youll still be able to spray your garden though. They say the chemicals are linked to cancer and the opponents are saying its safe. They say it amounts to government intrusion and politics. Of course. Look. I used to have a garden. I live in a condominium now, but ill speak to the use of pesticides. Of course, it leads to cancer. Thats why you have signs when they come out to spray. Dont walk on it. Dont let your kids walk on it. Dont let your pets walk on it. They know its dangerous. Thats why when you see them spraying with it, theyre exposed to it. I think we have to learn there are natural ways to deal with this. But there are a lot of folks who disagree with that. The Pesticide Companies and folks who like their lawns green say studies have been done and studies have shown that certain levels are safe. So i think thats where we get into the issue. It goes to the constitution. Its my land and i can do what i want. Then when it runs down into the water system and the gutters, now youre in my drinking water. Now what do you do . The larger issue here is the way the county has set this up because enforcement really doesnt have a whole lot of teeth in it. Youre basically leaving it oup to residents, your neighbors to report you. Its almost becoming like a county hoa. If he puts pesticide on, you have to report that and the county decide wls theyre going to investigate that. Ho thats the question. How do you enforce it . To me it seems like its going to cause some issues. But in theory, you know, better for the environment, if it can be enforced. I dont think it can be. The debate is a little more complicated than does it cause cancer or not because these are chemicals that have been deemed safe by the epa. Were talking about chemicals when used properly that are totally legal. So that was at issue here and you had these two sides warring over this. I also thought what was interesting is the people who support this ban, you had to have major concession. George leventhal did not want to do that. Gave this major concession. So now youve got this i think takoma park has done this and someplace in maine has done this. This is really quite 180one o oneofakind not really one of a kind but if its so safe just because its legal doesnt mean its safe. A lot of things that have been deemed legal we found out in future reference were not safe, if its so safe, why do they put signs out say dont let your children or pets walk across the lawn . Breman bremante, thats why theres this legal situation. Its like, where do they fall t sort of left leaning part of the county, say, takoma park, that section, those council folks who are supporting this ban and those on the other side. So you would think something about lawns would not be that big of a deal, but usually its the Little Things that sort of mushroom up and tell you where things sit politically. Mushrooms like fertilizer. Metro. Metro. Darkness. Metro in a death spiral. Ridership has fallen 5 over the past five years and the dropoff has been steady. Metro depends on the rail system for revenue. Now theyre trying to avoid this death spiral and thats transit term when it raises fares because ridership is falling. Less ride because the fares are higher and that trigers another increase. What do you think is going to happen with metro . Theres going to be another new leader coming in soon. Maybe hell fix it . This is interesting. Most are kind of arcane. You have a hard time understanding them. Death spiral gets to exactly whats going on here is that people are concerned about the metro, so they stop riding metro because of the concerns and then the revenues go down and fewer people ride them and then they have revenue problems and that leads to the sense of uncertainty.
