Heres the patchy fog, quarter mile in millville, two and a half in philadelphia, mile and three quarter reading, quarter mile in lancaster, slow it down, visibility could drop quickly. Lauren, back over to you. To breaking news from over night, nan Critical Condition this morning, after being shot in the head and then crashing his car into several parked cars. This happened in the holmesburg section of philadelphia, it was around 10 00 last night. Police found the victim sitting inside the car on meridian street. He is currently in Critical Condition at ariatorresdale hospital and is expected to survive as for the shooter. Police tell fox 29 a 17 year old has been taken into custody. This morning we know more about what may have happened moments before last weeks deadly crash in north philadelphia. Police have launched a dual investigation to determine the cause. Yep, the dual investigation is Philadelphia Police accident investigators now joined by the internal Affairs Investigators for the Philadelphia Housing Authority, Police Department. And the reason they are looking into this, to see if one of their officers was doing what he shouldnt be. And that is a high speed chase over something trivial. Just a traffic stop. Here is the scene of the crash, remember this was our lead story last week, and remember, police on the scene couldnt even tell that this was an infinity at that time because the crash was so horrific on cecil b. And the reason we dont know is that driver was killed. But it could have been so much worse. Thats why there is a policy with all Police Departments in philadelphia, not to chase anybody at 80, 70, even 60 miles an hour in a residential area, because people can get killed in a high speed chase if somebody is blowing through red lights, going up on sidewalks, over something trivial, not violent crime. The Police Officer chased them. And he hit the pole over there, tree first, he lost control, and then he ran up to all of those polls there, hit the wall. Then all the sudden the cop burst in flames, so i ran downstairs, i tried to assist and i couldnt get close to get the door open because the car was in flames. I never would have ran from a Police Officer, no matter what the situation may have been. And then to get your own life taken like that, it is crazy. And initially because people saw so many mcdonalds gift cards sprawled all over out at the crime scene, somebody thought there was ahold up. It turns out the person who owned this car, 39 year old john dawkins is in a family that owns nine mcdonalds franchises which explains all of the mcdonalds merchandise. Now, what weve learned from investigative sources cents is that Surveillance Video shows it was a Philadelphia Housing Authority patrol car in that area, and that cars gps shows it going at a high rate of speed in the area leading up to the crash scene on cecil b. Lawmakers one step closer to making pennsylvania the next state to legalize medical marijuana. Patients who suffer from chronic conditions say this drug could be life changing. Reporter good morning, lauren, yes, the house vote in the favor of this medical marijuana bill, 149 to 43, the bill passed through the house yesterday, after years of fierce debate. The law would allow doctors to prescribe forms of marijuana to patients suffering from a list of conditions. The marijuana would be in the forms of cannibis oil, ointments, and pills, not smoke recall marijuana. While not every lawmaker is in favor of this bill for reasons like marijuana is still an illegal drug in the u. S. , majority see this move as major step in the right direction to help patients who are battling serious illnesses. Weve been fortunate enough to be able to look to other states for evidence, and there has been no dramatic rise in crime, no substantial diversion to the black market or any serious adverse effects. This is something that really gives relief to pennsylvanians, it is something that the democratic process is for. The bill would cover patients with 16 different conditions including cancer, ptse, epilepsy, glaucoma, multiple sclerosis. Now the senate bill goes back to the senate for them to sign off, ultimately will go to governor wolfs desk, could be thereby next week.
