President obama is on a collision course with congress this morning over his proposed budget. Republicans say the record 4 trillion budget is a nonstarter. This really wasnt that much of a surprise that they would be at odds over n. The budget is calling for a 7 increase in defense spending. Under the plan the d. O. D. Would receive 585 billion and that would be the highest Defense Budget<\/a> in u. S. History. Meanwhile, republicans appear to be focused primarily on his plan to hike taxes on the wealthy. They say the president is resorting to tax and spend policies that have not worked in the past. It is totally acceptable for West Virginia<\/a>ns and all americans to live within their means while the federal government continues to allow its spending and debt to run rampant. There are some areas where the president and republicans say they could possibly work together, including a 478 billion proposal to repair the highways, bridges and transit systems in the United States<\/a>. Half of the money for infrastructure would come from a onetime tax on overseas corporate profits. The president s budget also includes wording which renews the debate about the future of legalized marijuana here in the district. It would allow the district to regulate and tax all marijuana sales, but its expected to face a tough battle when it comes to capitol hill. Delia goncalves is live at the Wilson Building<\/a> in northwest on why this is going to be such a touch battle. Delia . Reporter thats right. Congress has already tried to block the measure. The president supports it, he says, but despite the president s support, d. C. Council members said they were going to move forward with the initiative anyway, with or without congressional approval. In fak, theyve already scheduled a in fact, theyve already scheduled a meeting to move forward with this measure at the Wilson Building<\/a>. That meeting is scheduled for next week. The president s proposal basically means that d. C. Can use its own tax money to regulate the sale of marijuana. Republican leaders on capitol hill blocked the measure in december. But get this, Council Chairman<\/a> Phil Mendelson<\/a> challenged congress and he basically said by march, next month, the city will enforce the will of voters. The thing is, without congressional approval, that essentially means it would be legal to possess pot here in d. C. But not legal to buy it. Plus, the city would still be in violation of congress if it moves forward. This bill allows the sale of marijuana in the district of columbia. You would be able to apply for a license to sell marijuana, a license to grow marijuana and its for people 21 and older. We dont have to introduce an industry thats going to target and attract young adults and thats going to be an addictive industry just like we have with alcohol and tobacco. Reporter mayor bowser wants d. C. Voters to get their way but she says without congressional approval, she fears it would open the door to open air drug markets in the district.
