The Utica Police Reform Committee developed the plan, which identifies ways to improve law enforcement policies and procedures. The plan also details existing programs and initiatives that were created to help with emergency response, like working with the Mobile Crisis Assessment Team from The Neighborhood Center. The team responds to crises to provide mental health assessments and assist in de-escalating intense situations.
