UTICA, N.Y. -- They had the tough conversations about sensitive and emotional topics. And on Wednesday, Utica's Police Reform Committee unveiled their 55-page police reform report. The document includes a dozen recommendations for reform. Among the key recommendations, creation of what Committee Co-chair, Marques Phillips, calls the police department's first-ever crisis intervention team.
"We're gonna select one officer that's gonna be working with an MCAT (Mobile Crisis Assessment Team) social worker on a daily basis," says Police Chief, Mark Williams. "One of the main things is not necessarily always responding to calls for people in crisis, what we're finding is we need to get these people connected with the mental health services that they've become disengaged with."
