(Alisha Jucevic/The Columbian files) Vancouver will move forward with its plan to replace a 70-year-old operations center facility, a move aimed at improving the city’s capacity to respond to emergencies. The city council took a step toward constructing the new facility during its workshop Monday evening with a discussion that helped nail down the charter, parameters and timeline for the project. The conversation is still taking place at a high planning level; groundbreaking on the facility is years away.
