Victorville creates program to help residents impacted by COVID with paying past-due utility bills Victorville Daily Press Victorville residents who are behind on their utility bills due to the coronavirus pandemic may qualify for a new city program that officials say will wipe clean amounts that are past due. The Utility Bill Assistance Program — which officially started Tuesday — is for city residential or commercial customers in arrears on their water, sanitation, storm drain and household hazardous waste payments who have been adversely affected by COVID-19, officials said. If eligible, customers could have their balances for anything owed between April 2020 and July zeroed out, according to the city.
