Jim Shannon Republican-American WATERBURY — School Superintendent Verna Ruffin has abandoned tentative plans to reopen schools to in-person learning on Jan. 19, pushing off the date at least through the end of the month. “While we were hopeful to resume our hybrid learning model next Tuesday, Jan. 19, that will not be possible based on the current health data and trends,” Ruffin said in a statement released by her office Thursday.
