That tiny block ends with a gravelly parking lot and Basilio Inn, a white-washed carriage house where Italian immigrants congregated while spending summers at Staten Island’s beaches. So it seems fitting on this historic day in the pandemic recovery when 35% dining begins to pay homage to an equally historic jewel in the borough.
