The new plan, called Healthy Washington, will group every county into eight regions, which will have to meet four key metrics to advance from Phase 1 to Phase 2. Regions will have to see a 10% decrease in the number of new coronavirus cases per 100,000 people over the previous 14 days and a 10% decrease in COVID-19 hospital admissions per 100,000 people over the previous two weeks. They will also have to have an ICU occupancy below 90%, including both COVID-19 and other patients, and a test positivity rate below 10%.
