Why Gov. Cox is open to a 'reblance' of city and state power

After two homes slid into a ravine in a Draper neighborhood, the city's mayor said municipalities need more leverage when it comes to dealing with developers. Now, Utah Gov. SpencerCox said he is willing to have the discussion about how to rebalance the relationship between developers and cities.
