After two and a half years of planning and delays, the city of Winona is poised to finalize on Monday new bus routes for its transit service. The new routes were first proposed and approved by the City Council in 2019, but were never implemented. First, delays in planning the construction of new bus shelters slowed down the effort, then the city paused the project entirely when the pandemic began in 2020.
