Philadelphia just below the freezing mark by 1 degree at 31 and 35 degrees in dover. So, well talk about what we can expect and what were dealing with and why we are watching for ice this evening. For the past two weeks, temperatures have been well below freezing, which means weve got a lot of frozen ground overhead. Now, even if the air temperature is above 32 degrees, which will be the case later on today in south jersey and delaware, that can get to some icing still because the ground is so cold and it has been so frozen for so long. So, well talk about what we can expect as were tracking the light wintry mix. Its ending from northwest to southeast across the region. It clears the coast, south jersey and delaware by about midnight. Any untreated surfaces will be slick. The driveways, the sidewalks and some of those secondary streets as well. There is some good news that is headed our way. We are tracking a pattern change as early as thursday. One of the most interesting parts of this rick and monica is we saw a very early rush hour this afternoon, around 1 00 p. M. , 2 00 p. M. , traffic was really heavy and now at this point when we would normally see the heaviest traffic, things are actually starting to die down. In fact, as we look at the travel times on the schuylkill expressway, they improved by about 10 minutes each time we look at them so now just about a 12 minute delay on the eastbound side. Westbound only four minutes behind. We just saw a trio of salt trucks come through on the schuylkill eastbound by the vine and as long as those trucks are out and about working hard as they have been all afternoon the highways at this point are mostly just wet. You do have to watch on the secondaries, on the sidewalks and if youre just heading out for the first time this afternoon, your car has been sitting outside it will be covered in a thin layer of ice. On the big picture were doing okay on 95. Speeds in the 20s. Some slowing on the walt whitman bridge for sure as you get into new jersey. More on that in just a sec and there are some crashes in the suburbs like in ambler a new one along butler pike at susquehanna road. Downed pole in horsham blocking babylon road. Local School Districts werent taking any chances with this tricky weather today. Many let classes out early to get students home before the roads turned messy. You heard matt talking about the volume really is significantly less than it normally would be at this hour. Normally here at whitaker and hunting park you would see car after car here but because the city was anticipating this, thats why a number of those School Districts like you were just talking about had an early dismissal and also a number of work places. Well, take a look at this video. This is video for the Streets Department began a salting operation today, this afternoon, prepared with 70 trucks ready for whatever comes their way. They have 35,000 tons of salt at their disposal. Now, crews will be on duty through the night including overnight. Theyre waiting to see how this forecast plays out to see how big of a salting operation they need to have. Take a listen. Give a little bit of traction. Its the cold ground, the untreated asphalt. If that hits its just going to freeze and its going to give a little slow going until the salt gets to it. We do have a lot of residual salt from this past weekends snow eventually. Also within the past half hour we started to see ice form on the sidewalks. Again, theyre also hoping to have salting on city sidewalks as well. They also are giving tips to people on their own to have shovels ready, to be prepared so that that way they can also help their neighbors out if theyre walking in front of their houses or their workplace as well hopefully so no one trips and falls. Its been happening across the city and many in the Roxborough Manayunk area. Many have stressed the fact that the Water Department isnt fixing things, theyre out there working. I spoke with an official who told me theyre facing more than 20 water main breaks a day so theyre very busy. Behind me just the latest one that happened up here on larson street. Its still closed. Monica it created a layer of ice 2inches thick out here. Its been a busy day for the philadelphia water crews, fixing water main breaks and neighbors cleaning up after the water froze. Happening all around the city right now, all around manayunk. So, its pretty bad out here. Reporter just this afternoon on two streets off ridge avenue we saw two water main breaks. One on larsden street that forced it to be closed and martin street where it flooded and froze in backyards and leaked into caitlins basement. It is way too cold. When you look up at the weather and you see that in alaska its warmer than here. Reporter rest assured the Water Department is as busy fixing water main breaks as theyve ever been. Earlier today we caught up with spokesman john. We have seen 20 water main breaks weary paring. It may take crews awhile to get to each break with such a high volume. Typically in the winter we go to a 12hour shift. Right now were on 16. 16 hours doesnt mean theyre done in 16 hours. Reporter warmer weather expected this week could create or reveal new breaks. The ground is pretty much frozen solid. As the ground thaws there could be some water main breaks broken underground that we havent seen yet. Reporter now he asks everyone have patience. First they have to fix the water mains, then they can get to individual homes and get the water back on if theyre out and the other thing Manayunk Roxborough is famous for are their hills. A broken water pipe forced the evacuation of the Fairview Care center in springfield township Montgomery County this afternoon. A spokesperson says the busted pipe flooded a nonpatient area and prompted them to shut down electricity to the building. A school bus and several ambulances were brought in so patients and residents wouldnt have to sit in the cold while officials were deciding what to do. Theyve now decided to relocate all 108 people to other Nursing Care Centers in the area. Doctors at nationwide Childrens Hospital and four other Major Medical centers found that a third of their candidates for weight loss surgery had three or more of these risk factors. If you have warmer air that extends down to the surface then its just rain. I do want to remind people in south jersey and delaware, though, although it can be just rain, with that frozen ground it will be freezing on the untreated surfaces so definitely need to be careful tonight.
