York County man pleads guilty to harassing U.S. Rep. Scott Perry and is fined $100 Mark Malinowski, 64, of Washington Township, left several profanity-laced messages for Perry, R-Carroll Township, about topics including the insurrection at the U.S. Capitol. York Daily Record District Judge Richard Thomas imposed the fine against Mark Malinowski, 64, of Washington Township, for the summary offense, which is similar in severity to a traffic ticket. The York County District Attorney’s Office agreed to drop a misdemeanor charge of harassment. Outside District Court 19-3-10 in Dillsburg, Rick Robinson, Malinowski’s attorney, described the plea agreement as a fair resolution.
