Last week, President Biden signed a Memorandum on Tribal Consultation and Strengthening Nation-to-Nation Relationships. In the memorandum, President Biden says “It is a priority of my Administration to make respect for Tribal sovereignty and self-governance, commitment to fulfilling Federal trust and treaty responsibilities to Tribal Nations, and regular, meaningful, and robust consultation with Tribal Nations cornerstones of Federal Indian policy.” The memo also reaffirms Executive Order 13175, which “charges all executive departments and agencies with engaging in regular, meaningful, and robust consultation with Tribal officials in the development of Federal policies that have Tribal implications.” Read more here. ....

The National Institute for Standards and Technology has some new advice for contractors that handle sensitive information desirable to adversarial nation-states.
In a new special publication, NIST SP 800-172, the agency details how systems administrators should arrange networks and which security practices could provide additional protection from advanced persistent threats (APTs) the industry term for hacking groups typically associated with foreign governments.
The new document arrives in the wake of the SolarWinds incident, in which alleged Russia-backed attackers compromised the company’s update servers to push out malware to federal agencies, major corporations and other organizations. GSA explains lowered DEOS price tag -- FCW

The General Services Administration worked with the Defense Department and vendors to reconfigure the Defense Enterprise Office Solutions Blanket Purchase Agreement that resulted in a dramatically lower ceiling value from the initial award, according to the agency s manager of the contract.
GSA initially awarded DEOS, a 10-year contract to provide Microsoft s productivity suite Office 365 to DOD, to General Dynamics IT in 2019. The ceiling value of the award was $7.6 billion. The solicitation was revised amid protests and the contract was re-awarded to GDIT last month with a $4.4 billion ceiling.
At the time of the the re-award, GSA declined comment, citing the post-award protest period. With that period passed, officials explained the revised price tag. ....

The report found weak industrial security scores driven by increases in cyber vulnerabilities negatively impacted the health of the defense industrial base in 2020.
The defense industrial base faced an uptick in cyber vulnerabilities in 2020, contributing to a slight decline overall in the health of the defense contracting community, according to a new report from the National Defense Industrial Association.
In its annual “Vital Signs” report, NDIA and data company Govini found defense contractors entered the coronavirus pandemic in a “weakened state,” and around 71% of companies surveyed reported the pandemic negatively affected business.
