On January 5, 2021, the California Department of Managed Health Care (DMHC) issued an All Plan Letter regarding the newly passed California Senate Bill 855 (Wiener, Stats. 2020, ch. 151 § 2) (SB 855).
1 SB 855 became effective on January 1, 2021. It amends the California Health and Safety Code and Insurance Code to expand state coverage requirements for mental health and substance use disorder services, and it requires health plans and insurers to adopt a standardized definition of “medical necessity” for those treatments.

More than 150 business leaders across Montana have signed onto a letter asking lawmakers to oppose two bills targeting the transgender community.
Both bills have been introduced by State Rep. John Fuller (R-Kalispell). One bill seeks to bar transgender athletes from competing in sports other than those designated for the gender that matches a person’s assigned sex at birth.
The other would seek to ban minors even those that have a doctor’s recommendation and the permission of their parents from accessing gender-affirming medical care that aids or assists in a gender transition. ....

Two bills attacking the transgender community will be considered during the upcoming legislative session in Montana.
Both measures were introduced by State Rep. John Fuller (R-Whitefish). The first, dubbed the “Save the Women’s Sports Act,” would bar transgender athletes from competing based on their gender identity in interscholastic sports, instead requiring them to participate based on their assigned sex at birth.
The second bill, which purports to “provide for youth health protection,” would have the state government interfere with personal medical decisions by prohibiting minors from obtaining certain medications or undergoing certain procedures used to treat gender dysphoria, even if their parents consent. Health insurers warned to stop refusing young trans people's surgeries

Health insurance providers in California have been warned by an insurance commissioner they cannot deny gender-affirming surgery for young trans people based on their age.
Ricardo Lara, California’s insurance commissioner, took the step to ensure that trans youth are not denied gender-affirming surgery after reports that insurance companies were using the age of trans patients to refuse treatment.
On 30 December, Lara directed the Department of Insurance to issue a General Counsel Opinion Letter clarifying that under state law, insurance companies cannot refuse to cover gender-affirming top surgery based on a patient’s age. ....
