Gov. Mike Dunleavy’s “land management gambit” needs a more critical review than you gave it. His executive order purports to impose state management on “all navigable waterways” and their associated submerged lands in Alaska, but it cannot do that.
First, state jurisdiction extends only to those waterways formally determined to be “navigable” for title purposes, under factual and legal tests going back to the 1800s. If the United States contests navigability, then a federal court must decide.
Second, state jurisdiction applies only to waterways on federal lands that were “unreserved” at the time of Alaska statehood in 1959; that is the date Alaska is deemed to have received title to navigable water bottoms. While this includes many of the “national interest lands” that were designated by ANILCA the Alaska National Interest Lands Conservation Act in 1980, it does not include all of them. Distribution of Rs 5000 allowance commences

The process of giving an allowance of Rs. 5,000 to selected categories including Samurdhi recipients and low income earners commenced this morning. This is against the backdrop of some Grama Niladhari and Samurdhi Officer Trade Unions stating that they will not support it.
The Sri Lanka Grama Niladhari Association stated that they are withdrawing from the payment of the allowance of Rs. 5,000 due to the irregularity of this program.
However, the President of the Sri Lanka United Gampaha Grama Niladhari Association Keerthi Tissa stated that the payment of Rs. 5,000 will be made by the officials of his association. ....

Global coronavirus caseload tops 135.8 million: Johns Hopkins University

The overall global Covid-19 caseload has topped 135.8 million, while the deaths have surged to more than 2.93 million, according to the Johns Hopkins University.
In its latest update on Monday morning, the University s Center for Systems Science and Engineering (CSSE) revealed that the current global caseload and death toll stood at 135,855,351 and 2,934,981, respectively.
The US is the worst-hit country with the world s highest number of cases and deaths at 31,196,121 and 562,064, respectively, according to the CSSE.
Brazil follows in the second place with 13,482,023 cases and 353,137 fatalities.
The other countries with more than two million confirmed coronavirus cases are India (13,358,805), France (5,119,585), Russia (4,589,209), the UK (4,384,610), Turkey (3,849,011), Italy (3,769,814), Spain (3,347,512), Germany (3,012,158), Poland (2,574,631), Colombia (2,536,198), Argentina (2,532,562), Mexico (2,280,213) and Iran (2,070,141), the CSSE figures showed. ....
