helped mediate the negotiations. we'll be following that. and we're getting new details this morning about what might have caused that fiery plane collision in tokyo. this as japan deals with a rising death toll from the devastating earthquake. nbc news foreign correspondent janis mackey frayer has more. >> reporter: new clues in the investigation into the fiery crash at tokyo's haneda airport. air traffic control introductions just before the collision appear to confirm that japan airlines flight 516 was cleared to land and approached runway 34 right. the smaller japan coast guard aircraft had permission to taxi, but not to take off. the coast guard acknowledging that call from the tower in its last transmission before the crash, and a flight operations document shows that the red stoplights meant to alert pilots not to taxi onto the runway where the crash occurred were out of service at the time.

guard crew members dead. questions still remain over what could have caused the collision. nbc news foreign correspondent janis mackey frayer has more. >> reporter: investigators are pouring over the crash site at haneda airport, which is just behind me. on ground collisions between aircraft are very rare, so they're trying to figure out exactly what went wrong. in the charred hull of the destroyed passenger plane, investigators are hoping to find clues. in a statement, japan airlines says flight 516 from sporo was cleared to land at haneda airport. then, footage from runway cameras show the jet appearing to hit something, bursting into flames and eventually skidding down the runway to a stop.

new images out tonight of the deadly plane crash that triggered an infore know on a tokyo runway. clues about what went wrong here. after japan airlines flight 516 with nearly 400 passengers and crew on it collided as you saw just there with a coast guard plane, a dash 8. some emergency doors were not functioning on the airliner, but the flight crew got all 367 passengers out as the cabin began to fill with spoke. as you can see in this video. but at least five people on the smaller coast guard aircraft were killed. they were headed to help with relief efforts in the earthquake zone in western japan. joining me now is david sussi and former inspector general for the department of transportation, mary skiavo. air traffic audio appearing to show that the japan airlines

>> reporter: tonight, japan's government releasing the potentially damning transcript of the communications, moments before the disaster, between air traffic controllers and the pilots of a japanese coast guard plane. moments before japan airlines flight 516 slammed into a japanese coast guard plane at 5:47 p.m. >> japan 516 continue approach 3-4 right. the logs show four minutes before the collision, air traffic control instructed the japan airlines jet to continue its approach. 5:45 p.m., air traffic control cleared the japan airways jet to land. ten seconds later, air traffic control instructing the coast guard plane to proceed to a holding point to a taxiway to the runway. but the japanese coast guard says they were given permission to enter the runway. another focus of the investigation, the runway warning lights, called stop bar lights, that tell pilots whether a runway is clear. but those lights hadn't been working since december 27th. >> they didn't have those lights, and so, somehow that crew in that japanese coast

this is the scene live on the runway where the blaze seems to be under control. all of its 379 passengers and crew were safely evacuated, as matt graveling reports. a fireball engulfs the runway at japan's haneda airport. an airbus coming in to land collides with a coastguard plane. tragically, the five people on the smaller aircraft are killed. japan airlines flight 516 remained ablaze as it continued down the runway, with 379 people on board. inside, passengers watched as sparks flew past their windows... shouting. ..as the pilot brought the plane to a stop. everyone was safely evacuated. ijust came here to pick up a friend. it was pretty scary — like, the whole airportjust froze. the people that were boarding planes all had to get off, planes just completely stopped everywhere and, yeah, it's kind of crazy. all runways were immediately closed. more than 70 fire engines tried to contain the blaze, which quickly spread through the whole body of the aircraft. it looks like the structure has done what it was designed to do,
