Manson under the microscope as Connecticut contemplates the future of youth incarceration

Kids as young as 15 in Connecticut go to a high-security prison if they commit a serious felony. That prison, the Manson Youth Institute, has been investigated by state and federal officials. The findings may prompt the state to send local pre-trial youth elsewhere by 2026.
