Continue wearing face masks, Palace tells public anew

(File photo) MANILA - The proper wearing of face masks must be observed amid the coronavirus disease 2019 (Covid-19) pandemic, Malacanang told the public on Tuesday. In a press statement, acting Presidential Spokesperson and Communications Secretary Martin Andanar reminded the public that there is no directive from President Rodrigo Roa Duterte to lift the mandatory use of face masks. "The Chief Executive's directive is clear: Continue wearing face masks," Andanar said. Andanar's statement came after Cebu Governor Gwendolyn Garcia on June 8 issued Executive Order (EO) 16, making the wearing of face masks optional in well-ventilated areas and open spaces. Under EO 16, the wearing of face masks is required only in close and air-conditioned places. The use of face masks in crowded outdoor areas is still encouraged. The signing of the local ordinance came even though Cebu province remains under Alert Level 2. On Monday, Justice Secretary Menardo Guevarra said the Inter-Agency Task Force for the Management and Emerging Infectious Diseases' (IATF-EID) face mask policy, which was approved by Duterte, is more binding than Garcia's local directive. Andanar echoed Guevarra's statement, saying the IATF-EID's resolutions on the mandatory wearing of face masks will prevail over local government ordinances. "We reiterate and support the legal opinion of the Justice Secretary that the Inter-Agency Task Force resolution on the mandatory wearing of face masks shall prevail over the executive orders by local government units, including the one issued by the provincial government of Cebu," he said. Andanar added that there is a standing order from the Department of the Interior and Local Government (DILG) to ensure the full implementation of the existing policy which requires the use of face masks in open and closed spaces. "The Department of the Interior and Local Government has instructed the Philippine National Police (PNP) to implement the existing IATF resolution on wearing of face masks accordingly," he said. DILG Secretary Eduardo Ano said the PNP will continue to "confront, apprehend, and arrest, if necessary," all violators of IATF guidelines and minimum public health standards in Cebu province. Duterte reiterated that he is not keen on ditching the requirement of wearing face masks until his term ends on June 30. Under the existing IATF-EID guidelines, the public are still mandated to wear a well-fitted face mask at all times, "whether outdoors or in indoor private establishments." Face masks can only be removed when people are eating and drinking; participating in team and individual sports in venues where ventilation standards can be maintained; and practicing outdoor sports or exercise activities where physical distance can be maintained. National Task Force against Covid-19 medical adviser Dr. Ted Herbosa (File photo) MANILA - The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) should look into further studies on whether the vaccination of children aged 5 to 11 years old against Covid-19 is really beneficial, National Task Force (NTF) against Covid-19 medical adviser Dr. Ted Herbosa said Wednesday. At the Laging Handa press briefing, Herbosa cited that children carrying a dreaded coronavirus usually have very mild symptoms such as cough and fever. Herbosa, however, noted that some minor Covid-19 patients get multi-organ dysfunctions when treated at the hospital's intensive care unit (ICU). While the decision on vaccinating children below 12 years old is still on the table, Herbosa said the country's Food and Drug Administration (FDA) is expecting the application of Pfizer-BioNTech manufacturer for emergency use authorization (EUA) of its vaccine for the 5 to 11-year-old age bracket. "At iyan ay hopefully mabilis mag-approve ang FDA, within three weeks once nag-apply sila ng mga studies nila at pruweba na epektibo at beneficial ang bakunang ito, bibigyan iyan ng EUA, idadagdag iyan doon sa EUA na existing na sa Pfizer (Hopefully, if the FDA approves it right away, within three weeks, once they applied their further studies and this vaccine would be proven effective and beneficial, they will get an EUA, it would be added on the existing EUA of Pfizer)," he said. Herbosa said the "long-term sequelae" effect of the virus among children is one of the reasons why some medical experts are considering the push for pediatric vaccination, particularly to those below 11 years old. He said the "long-term sequelae" of Covid-19 refers to the weakening of the heart and lungs of children as they will no longer do their normal activities. So the vaccine will prevent it)," he said. Once Pfizer is approved, Herbosa said children below 11 years old will be administered with two doses but will get a much lower concentration of mRNA nanoparticles, compared to adults and teenagers. While waiting for some developments in pediatric vaccination, Herbosa cited the need to secure the safety of the younger population against Covid-19, particularly in going to public places and closed areas like malls. "Remember kahit vaccinated, puwede kang maging carrier, wala kang sintomas pero may dala kang virus doon sa iyong place. So, puwede talagang mahawa iyong mga bata theoretically na lumalabas sa mga mall (Remember that even vaccinated ones can be virus carriers, you don't have symptoms but you can carry the virus in that place. So it would really be possible that, theoretically, children will get infected if they go out in malls)," he said. Herbosa said parents should rather bring their children to open areas such as parks instead of going to malls or other closed areas. The NTF earlier said the vaccination of children aged 5 to 11 will begin once local authorities have completed the necessary assessments and safety protocols on the measure. (PNA) }

Comelec's request for voting simulation in San Juan City OK'd

(PNA photo by Jess Escaros Jr) MANILA - The Inter-Agency Task Force for the Management for the Emerging Infectious Diseases (IATF-EID) has allowed the simulation voting in San Juan City on October 23, Malacanang said on Friday. Presidential Spokesperson Harry Roque said the IATF-EID, during its meeting on Thursday, approved the Commission on Elections' request on the one-day voting simulation exercises to ensure the Filipino voters' safety against the coronavirus disease 2019 in the May 9, 2022 elections. "Approved in the IATF's 144th meeting is the request of the Commission on Elections to conduct voting simulation exercises on October 23, 2021 in San Juan City," Roque, also acting as IATF-EID spokesperson, said in a press statement. The simulation exercise, Roque said, is "subject to conditions." On September 19, the Comelec also conducted a voting simulation in Pasay City. The Comelec earlier said the simulation was vital to "determine the policy and process on how the election shall be conducted" amid the Covid-19 pandemic. The simulation exercise, the poll body added, also aims to ensure strict health protocols for Filipino voters who will participate in the 2022 national and local elections. Meantime, Roque said the IATF-EID also gave its nod to the request of the Intramuros Administration to implement programs in Fort Santiago and the Baluarte San Diego for fully vaccinated senior citizens. In September, the Fort Santiago, Baluarte de San Diego, and Plaza San Luis in Intramuros resumed their operations under limited capacity and shortened operating hours. Individuals who wish to visit the three Intramuros sites, regardless of their vaccination status, are mandated to follow the minimum public health standards at all times. Fully-vaccinated visitors 18 to 65 years old are entitled to a special express lane when they visit those areas within Intramuros. By using the special lane, they will only need to undergo the mandatory temperature check at the entrance gates and can complete the contact tracing form inside the sites. (PNA) }
