In a recent Community Connection, Vice Mayor Alan Gentges said the Bartlesville City Council had entered into a memorandum of understanding with Neutron Holdings, Inc., so that the pilot program  could take place. Updated: Dec 16, 2020 11:32 AM Popeye's Becoming More of a Reality for Bartlesville   Popeye's may be coming to Bartlesville after all. The City of Bartlesville's City Planning Commission approved a preliminary plat for the Popeye's on Tuesday evening, making the restaurant's arrival more of a reality. There are two issues that made this a preliminary plat. Gentges said one issue had to do with a couple of signs that have been there for quite awhile.
