While the Zondo commission on state capture cannot bring us convictions of the corrupt, it has brought many other great things. Among the best and most important was the light shone into the black box of the ANC’s deployment policy over the past week.
There is no other single factor that is as responsible for the ANC’s failure to govern effectively over the past 25 years. The deployment of cadres has hollowed out the state and all its key institutions of expertise and objectivity, it has opened the door to corruption on a grand scale in state-owned enterprises, and it has collapsed the distinction between party and state and provided cover for widespread looting, from the highest political office in the land to the smallest town and municipality...

Johannesburg - Parliament only “woke up and smelled the coffee” on the extent to which the State was captured when it was too late, said Speaker in the National Parliament, Thandi Modise, who appeared before the state capture commission of inquiry on Monday.
She even went to the extent of apologising for their late reaction.
Modise told the Commission that Parliament only really “woke up” after the Constitutional Court’s ruling on upgrades at former president Jacob Zuma’s Nkandla homestead.
“After the allegations of state capture, it was important for us to begin focusing the committees and Parliament into pointedly being deliberate about following up on issues. And that is what we intend to intensify before this term of Parliament finishes,” she said.

Johannesburg - ANC chairperson Gwede Mantashe says the African National Congress (ANC)-led government took its time to react to the early warnings of state capture because it was busy “theorising” it and decided to there must be a commission into state capture.
He was giving evidence at the Commission of Inquiry into State Capture last night.
After questioning by evidence-leader Advocate Alec Freund and Deputy Chief Justice Raymond Zondo, Mantashe said there was no need to have a Parliamentary Committee overseeing the president as a sitting president had no portfolio and answered to parliament as a collective.

Last week, a shot was fired through the window of an office of the commission.
On Sunday, a break-in was discovered at the commission's offices and a computer was stolen.
Deputy Chief Justice Raymond Zondo said the judicial commission of inquiry into state capture will not be intimidated into not doing its job.
This came after a shot was fired through the window of an office of the commission last week, and a break-in at the commission over the weekend when a computer was stolen.
At the start of Monday's proceedings, Zondo, who chairs the commission, referred to the two incidents, saying it was "cause for concern".

National Assembly Speaker Thandi Modise has apologised to South Africans that Parliament only woke up to state capture when it had already become really bad.
She said the Gupta Leaks showed that the allegations weren't propaganda.
Modise is testifying at the Zondo commission.

One of the inquiry's workstreams is Parliamentary oversight, and this was the subject of evidence leader Alec Freund SC's questions to Modise.

National Assembly speaker Thandi Modise on Monday told the Zondo commission of inquiry it was regrettable that parliament woke up to the reality of state capture only belatedly, but struggled to explain why the legislature blinked when scandals embroiling ministers and the Gupta family broke.
“As I say, it is really regrettable that parliament woke up when things were now really bad … and for that we must apologise to the South African people,” she said
Asked by evidence leader Alec Freund to explain the legislature’s delay in delving into allegations of rent-seeking widely reported in the media, Modise offered that because of the nature of politics, it could be hard to gauge whether such were true or fabricated.

National Assembly speaker Thandi Modise has apologised to the country and taken responsibility for parliament’s lack of immediate action when state capture allegations emerged in 2011.
Modise took the witness box at the state capture inquiry on Monday. She was quizzed about evidence related to parliamentary oversight processes and said it was a pity that allegations of undue interference by the Gupta family were not immediately acted upon by parliament.
