ANC's step-aside rule could backfire, warn analysts

If applied unequally and unfairly, the ANC constitutional step-aside rule affecting party members facing criminal charges could backfire, political analysts warned yesterday. The ANC resolution, which has affected several ANC leaders – from suspended party secretary-general Ace Magashule to disgraced for eThekwini mayor Zandile Gumede – was first adopted by the ANC’s national conference in Nasrec in 2107. It was later fine-tuned by the party’s national executive committee for full implementation – dictating that ANC members facing charges should voluntarily step aside from their positions. Between 31 May and 21 June, crucial months in the lead-up to the “attempted insurrection” that tore through KZN and Gauteng after the 8 July incarceration of former president Jacob Zuma, Lieutenant-General Yolisa Mokgabudi, the head of the crucial SAPS Crime Intelligence (CI) Division, was absent from her post.
It is not as if Mokgabudi was oblivious to the festering hotbed of factionalism she was being parachuted into by National Commissioner Khehla Sitole back in February 2021.

It was, crucially, an appointment that did not please Police Minister Bheki Cele, who had been patrolling Sitole’s operational domain for some time with regard to appointments and other matters.

Through a combination of desktop research and social media analytic tools, the Centre for Analytics and Behavioural Change (CABC), based at the University of Cape Town, identified a number of hashtags intended to cause unrest, through, among other strategies, calling for shutdowns across South Africa.
The hashtags generated a total of 1.29 million mentions since the beginning of July, with a volume of more than one million retweets.
The CABC also identified the top authors using these hashtags, refining the results through researching elements of misinformation and disinformation, incitement of violence, as well as alarmingly high tweet volumes.

The daily anti-Ramaphosa noise that clogs social media platforms has once again got me interested in how South African citizens are quick to jump on a bandwagon without really applying their minds and looking at the bigger picture.
Oddly, Ramaphobia is one social media “uprising” that has been sustained by black Twitter. Other issues just seem to fizzle out within a week — be it a condescending campaign by a brand, a racist incident or any other vitriol that denigrates black people, black Twitter will be enraged for a few hours and then, like a rugby ball, simply toss it over to the Economic Freedom Fighters. They in turn will later be accused of taking a bribe or being selective on which cause to tackle.

Far from toppling President Cyril Ramaphosa, the recent unsuccessful insurrection in KwaZulu-Natal and parts of Gauteng may have strengthened his hand within the ANC as his battle-scarred loyalists closed ranks around him. Unlike their vocal opponents in the ANC faction loyal to Jacob Zuma and Ace Magashule, the Ramaphosa coterie has spoken little and avoided public displays, but has been fighting a determined, clean, fight silently behind the scenes to defend their man. The destruction that followed the incarceration of former president Jacob Zuma may turn out to be epochal in the life and times of South Africa, and more specifically of the ruling alliance, as no less an authority than Siphiwe Nyanda has suggested.
A lot has been written about the events of the past week or two, and a lot more will be written. And, as suggested above, the events of the past couple of weeks may well be a turning point. Let’s leave that for now, or let the seers, prophets and fortune-tellers tell us what will happen next. However, digging through the rubble and the smouldering ruins, what stands out is a massive failure on the part of the state intelligence community.
