The state said Caltrans failed to inspect the sight that destroyed a portion of the 10 Freeway in downtown LA in 10 of the 15 years that the property had been leased.
Prior to the 10 Freeway catching fire, Caltrans inspections revealed lease violations against the property's subtenant.
Rudy Serafin is one of more than a dozen subtenants who leased under the 10 freeway where the fire broke out. He said he's shown a representative from Caltrans around the property multiple times.
