Three motorists charged with DUI Quaydee Blackwell, 28, of Bloomsburg, has been charged by state police with DUI and careless driving on Interstate 180 in Montoursville about 5:20 p.m. on Jan. 23. Police alleged in court records that he was under the influence of a drug or a combination of drugs as well as alcohol.
