Saratoga Springs new City Council had messages of hope and harmony during a swearing-in ceremony Monday that was standing room-only. Safford, a Republican, was elected mayor of the Spa City in November. He is the city’s first Republican mayor in a decade. He will have to work alongside an all-Democrat board.
