Literacy fallout noted in Leyte after 2 yrs of distance learning

Arlene Adijas, 47, a mother of a Grade 2 learner of San Isidro Elementary School in Sta. Fe town, shared in an interview Thursday that teaching her child using self-learning modules was very challenging because of several distractions. Last Aug. 22 was her son's first time to be inside a classroom since there were no in-person classes when she signed him up in Kindergarten and Grade 1. "My son is already in Grade 2, but still he cannot read and not interested in learning how to read at all," Adijas said. With the resumption of face-to-face classes, Adijas is grateful because learning is now school-based where there is less distraction and there are teachers tasked to guide and teach the children on basic literacy. San Isidro school principal Jonathan Enage said during the first few days of classes, they noticed those in lower grade levels have problems in writing and reading, and even those in Grade 4. "We noticed that even those in higher grade level also need guidance in writing and reading. But as days go by, we already noticed improvements. We hope to address the gaps within the first quarter," he added. Enage said they are still in the process of identifying students who need intervention to improve their writing skills and reading comprehensions. Among the interventions eyed is the provision of reading materials for them to practice at home. Celso Sabalberino, Balud Primary School multi-grade teacher in Tanauan town, also noticed the same among his learners. Sabalberino noted that since children were not physically present in classrooms from 2020 to early 2022, students have to do all their schoolwork at home, and some were having a hard time reading and writing. "When I conducted the comprehensive literacy assessment, some of the pupils admitted to me that they still cannot read. What I have been doing is to focus my lesson on basic reading skills and numeracy activities. Once the pupils achieve the mastery, then we will proceed to other essential academic skills," he added. Department of Education Eastern Visayas assistant regional director Bebiano Sentillas acknowledged that there were learning losses among early learners in this pandemic. "What we are doing right now in the regional and district levels, we have initiatives to address learning losses, focusing on literacy skills and numeracy," Sentillas said in another interview. The learning recovery initiative is dubbed "R8-Bulig" or Region 8 building and upgrading learning initiatives and gains. "Bulig" is the local term for help. "R8-Bulig" aims to contribute to the DepEd's goal of developing holistic learners by improving the literacy and numeracy abilities of struggling learners across grade levels and learners. To have better output and to reach more students, Sentillas said that they will need the support and assistance of their stakeholders in implementing the program to address the gaps and improve the learning literacy and numeracy of children. Schools in Leyte province have noticed a decline in kindergarten enrollment in remote communities in recent years.(PNA photo by Roel Amazona) TACLOBAN CITY - Schools in Leyte province have noticed a decline in kindergarten enrollment in remote communities in recent years largely due to decreasing birth rate. This was disclosed by the Department of Education (DepEd) - Leyte division after monitoring the trend in several schools in the province. "We asked affected schools to conduct (a) survey to find out the cause of the decline of enrollment in kindergarten classes. Initial information reaching our office points to the reproductive health program of the province," DepEd-Leyte schools division superintendent Manuel Albano said in an interview Thursday. In Cacao Primary School in La Paz, Leyte, the campus registered five enrollees this year from zero enrollment in 2021. Last year's registration turned zero after the only pupil in their village transferred to a nearby school. Teacher Editha Labanta expressed worry that in the future, no kindergarten child would enroll in their school because of the decreasing birth rate in the village in the past two to three years. In Balud Primary School in Tanauan town, Celso Sabalberino, class adviser for the multi-grade class, said the school has not had any kindergarten class for several years now. "Some parents decided to enroll their child in nearby schools where there are more participants in kindergarten class," Sabalberino added. Enrollment for other grade levels in Balud also declined from 20 last year to just 15 this year. The DepEd-Leyte planning and research unit is still gathering data and information on the ground to have a clear picture of the low to no enrollees in kindergarten. They are eyeing to release their findings by September. The low enrollment in kindergarten classes in some schools in the province has positive and negative sides, according to Albano. "If enrollment increases, this means the education department needs additional resources, additional teachers, more armchairs, and more classrooms," he said, adding that another advantage of lesser enrollees is it would allow a teacher to have better attention or focus on their students because the number is manageable. 20 LGUs in Bicol to get P359-M grant from DSWD

LEGAZPI CITY - At least 20 local government units in the Bicol region will receive a PHP359-million grant under the cash-for-work project of the Department of Social Welfare and Development (DSWD) under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program. In an interview on Thursday, Ranelle Anne Sertan, Kalahi-CIDSS spokesperson, said the beneficiaries are Camarines Norte -- Capalonga, Labo, and Mercedes; Camarines Sur -- Del Gallego, Lupi, Ragay, Siruma, Balatan, Tinambac, Lagonoy, and Libmanan; Catanduanes -- Panganiban; Masbate -- Aroroy, Baleno, Esperanza, Placer, Milagros, and Balud; and Sorsogon -- Matnog and Magallanes. "We are already coordinating with the different qualified LGUs for documents needed," Sertan said. Asked about the allocations of the fund, she said: "There is a proper computation on the allocation and it will also depend on the sub-project proposal that they will submit." Sertan said the proposal by the qualified barangays to the LGUs will be approved by the regional program management office. "The program aims to provide temporary employment to no-income or low-income families, homeless or street families, returning overseas Filipino workers, Indigenous peoples, pregnant women, elder persons, person(s) with disabilities, families in conflict-affected communities, and indigent individuals or families in difficult circumstances," she said. In a statement, Adelaida Escurel, KALAHI-CIDSS deputy regional program manager, said the LGUs were identified by ranking the municipalities with at least 21 percent poverty index as listed in the 2015 municipal poverty estimates of the Philippine Statistics Authority. Each municipality will be receiving community grants ranging from PHP6 million to PHP20 million. The grant allocation was computed according to the number of barangays, 2015 municipal poverty incidence, municipal class, and 2015 population census. "Under the modality, communities may propose sub-projects under the CFW mechanism like cleaning, disinfection, and sanitizing of common public facilities," she said. Also considered are assistance in contract tracing, repair or upgrading of isolation facilities, repair or upgrading of health stations, and other activities related to coronavirus disease response and management. Escurel said the grant is implemented starting this July until December. Cash-for-Work is a scheme that provides cash aid to sectors that are affected by disasters and the pandemic in exchange for their community work. (PNA) }

PNP Eastern Visayas Regional Director Bernard Banac told reporters that based on the initial investigation, it was found that recent killings are categorized as regular crimes. "These are not considered as election-related incidents. These are ordinary crimes happening in Samar. There's no way it will affect the upcoming elections," Banac said. According to the PNP, election-related violence covers certain acts that affect the environment, behavior, and conduct of any electoral process, such as abductions, killings, physical attacks, intimidation, and other acts resulting in death, injuries, and damage to property. The official answered media queries days after shooting incidents in Calbayog City and nearby towns of Gandara and Sta. Margarita in Samar province. On Tuesday, a village council member of Balud village in Sta. Margarita town suffered gunshot wounds after a fellow council member shot him. The victim and the suspect reportedly support opposing mayoralty candidates in their town. The incident happened two days after a bystander died during a gun attack by 15 armed men in Burabod Uno village in Gandara town. On April 25, three persons died, including a village secretary in an ambush perpetrated by a group of armed men in San Jose village, Calbayog City. A local candidate identified one of the victims as her party leader. Three days earlier, on April 22, a candidate for town councilor in Lope De Vega, Northern Samar was shot to death by an identified assailant along the national road in Capacuhan village, Calbayog City.
