The largest country in Latin America could have its central bank digital currency (CBDC) soon, as the Brazilian central bank is taking steps towards creating it. Recently, the Banco Central do Brasil (BCB) president hinted at the possibility of having news on the matter “soon.”

During an online debate hosted by the Bank of Spain, cited by Reuters, Roberto Campos Neto highlighted that the central bank is “making progress” on the plans to digitalize the Brazilian real.

The arrival of Covid-19 instigated financial turmoil in March 2020. As in previous episodes of financial instability, the uncertainty made investors rush to hold US dollar-denominated assets, creating a dollar shortage. To mitigate acute strains in the offshore dollar funding markets and avoid a global systematic financial crisis, the Federal Reserve (‘Fed’) made US dollar liquidity readily available. They did so by reducing the pricing of swap operations, extending the maturity, and increasing the frequency of swap operations with the major central banks. The Fed had numerous swap lines with other central banks including the Bank of Canada (BOC), the Bank of England (BOE), the Bank of Japan (BOJ), the ECB, and the Swiss National Bank (SNB). On 19 March 2020, the Fed reactivated the swap lines it had established with nine central banks at the time of the 2008 Global Crisis and doubled their maximal lines.

WhatsApp to offer peer-to-peer payments services in the South American country.
The decision to permit WhatsApp to again facilitate transactions in Brazil has come nine months after the service had been suspended.
In June of last year, Brazil notably became the first country to carry out a countrywide launch of WhatsApp’s P2P payments platform. However, only 10 days after the launch, the Brazilian reserve bank decided to shut down the service, while asking Visa and Mastercard to suspend their plans to provide payments and transfers via WhatsApp.
At that particular time, the nation’s central bank stated that the payments service was not carrying the appropriate licenses. Brazilian officials had also cited concerns regarding competition and data privacy issues.

In the face of a sharp economic downturn spurred by a pandemic, 2020 was still a very good year for green bond issuances in Latin America.
The amount of funds raised in the region through the environmentally focused instruments totaled $7.82 billion, up 68.7% compared to 2019. And experts expect that growth to continue.
"Demand remains strong for 2021, for both use-of-proceeds green, social and sustainable bonds but also the newest ESG bond label, Sustainability-Linked Bonds." said Marilyn Ceci, global head of ESG Debt Capital Markets at J.P. Morgan.
Green bonds are the fastest-growing asset class globally, according to Sean Kidney, head of the Climate Bonds Initiative. While he acknowledged that growth continues to be a "patchy story" in Latin America, Kidney argued that the case has become stronger for regional countries looking to tap environmentally conscious investors.

On 3 December 2020 HM Treasury (HMT) issued a consultation on proposed insolvency changes for payment institutions (PIs) and electronic money institutions (EMIs), including a bespoke special administration regime (SAR). HMT notes the shortcomings of the current insolvency regime and is making these proposals ahead of the conclusion of the Payments Landscape Review to protect consumers in the event of the insolvency of PIs and EMIs.
The proposed SAR is intended to have the following key features:
An explicit objective on the special administrator to return customer funds as soon as reasonably practicable.

The Federal Reserve on Wednesday announced the extension of its temporary U.S. dollar liquidity swap lines and the temporary repurchase agreement facility for foreign and international monetary authorities (FIMA repo facility) through September 30, 2021. These facilities were temporarily established in March 2020 to ease strains in global dollar funding markets resulting from the COVID-19 shock and mitigate the effect of such strains on the supply of credit to households and businesses, both domestically and abroad. Extensions to both facilities through March 2021 were announced on July 29, 2020. A further extension of these facilities will help sustain recent improvements in global U.S. dollar funding markets by serving as an important liquidity backstop. In addition, the FIMA repo facility will help continue to support the smooth functioning of the U.S. Treasury market by providing an alternative temporary source of U.S. dollars other than sales of securities in the open market.

Brazilian Economy Minister Paulo Guedes has said that Brazil will issue its own central bank digital currency, or CBDC.
Guedes made the statement on Thursday during a ceremony celebrating the 100 millionth digital savings account opened at Caixa Economica Federal:
"Now that the central bank is autonomous again, it’s also amazing in the digital dimension: Pix, OpenBank, fintechs and digital currency. Brazil will have its own digital currency. Brazil is ahead of many countries."

Brazil’s reserve bank has launched its PIX instant payments platform and has also noted that WhatsApp might soon be allowed to reintroduce its peer to peer (P2P) payments service in the South American country.
PIX allows local residents, companies, and government agencies to carry out instant payments 24/7/365 via smartphones, online banking platforms, and via ATMs, by using QR codes or recipient information like telephone numbers, email addresses, and taxpayer identification numbers.
The PIX payments service was officially launched on Monday (November 16, 2020) after a few weeks of testing and has reportedly seen around 72 million registrations from individual consumers and local businesses.

Brazil’s National Monetary Council (CMN), which is responsible for establishing monetary and credit policies, will be working with
Banco Central do Brasil (BCB), the nation’s reserve bank, in order to create guidelines for managing the operation of the “Controlled Tests Environment for Financial and Payment Innovations” (basically a regulatory sandbox or testing environment for new Fintech solutions).
The financial regulations also offer guidelines for the conditions for the supply of products and services that are being tested under this environment’s framework. This reportedly falls within the scope of the National Financial System (SFN) and the Brazilian Payment System (SPB).
