SoCot intensifies drive against ASF

The South Cotabato Provincial Capitol in Koronadal City (Photo courtesy of South Cotabato PIO) KORONADAL CITY - The provincial government of South Cotabato has appealed to the public to refrain from bringing hogs or processed pork meat products from African swine fever (ASF) affected areas to help maintain the status of the province as ASF-free. In a statement Tuesday, Governor Reynaldo Tamayo Jr. said the province's hog industry, which is one of the biggest in the country, must always be protected against the disease. He said the ASF scare could trigger a domino effect on micro, small, and medium enterprises that are also dependent on the hog industry. "The hog raisers are not the only ones who will be affected with ASF but also the attached economic enterprises like the meat processors," Tamayo said. Since last week, the provincial government has tightened its animal border control to monitor the entry of live pigs and pork-based products from ASF-affected areas upon orders of the governor. Tamayo noted that Barangay Apopong in General Santos City, which was recently confirmed to have an ASF case but was immediately controlled, is near Barangay Glamang in Polomolok town of the province. "If ASF will hit, all of us will lose opportunities, there will be no business, and many will lose their jobs," Tamayo said. He also appealed to the public to cooperate with the personnel of the province manning the animal quarantine checkpoints and not make their job difficult. The South Cotabato Swine Producers Association (SOCOSPA) is producing at least 50,000 heads of hogs monthly. About 60 percent of the produce is shipped to other parts of the country, particularly in the provinces of Cebu and Leyte in the Visayas. (PNA) }

DA-12 orders stricter biosecurity measures vs. ASF

Arpia on Tuesday ordered the stricter implementation of the "1-7-10 protocol" biosecurity and quarantine measure to contain and prevent the spread of African swine fever (ASF) in this city and the rest of the region. In a statement, Arpia called on all local government unit (LGU) officials and swine industry stakeholders to "continuously sustain efforts to manage, contain and control ASF, through the 1-7-10 protocol." This came after the city veterinary office (CVO) confirmed on January 24 an ASF case in Purok San Lorenzo, Barangay Apopong here. The ASF case has been managed and controlled, the CVO declared Monday. Under the 1-7-10 protocol, the local government units (LGUs) will cull all pigs within the 1-kilometer radius of the affected farm, while the movement of pork and pork products within 7 kilometers will be limited. "The DA and LGUs will also work together to conduct surveillance and monitoring within the 10-kilometer radius of the ASF affected area," Arpia said. He said the DA has ordered to get blood samples for further laboratory testing on the other hogs in the city and all turned out negative from the hog disease. Meanwhile, Dr. Antonio Ephrem Marin, the CVO chief, said he requested the city government for additional manpower to man their animal quarantine checkpoints as they plan to expand it to barangay roads to properly monitor the possible entry of pork products from AF-affected areas. GenSan veterinary office confirms 1st ASF case in years

GENERAL SANTOS CITY - The City Veterinary Office (CVO) confirmed on Thursday one positive case of African swine fever (ASF) in a village here. Dr. Antonio Ephraim Marin, the CVO chief, said the case came from Purok San Lorenzo, Barangay Apopong after several years of zero ASF cases in the city. On January 24, Marin said the Department of Agriculture (DA) satellite laboratory in Barangay Lagao called him up to confirm the case. "The finding was based on the laboratory test result in a blood sample taken from a backyard swine raiser in the village," he said. Veterinary authorities here are in a frantic move to prevent the spread of the ASF that could affect backyard swine raisers. The panic began on January 12 after residents in Purok San Lorenzo, Barangay Apopong were alarmed by the deaths of several hogs that started from the backyard of Franco Magway, a buy-and-sell hog dealer. Reports said since Tuesday, a total of 508 hogs have been culled from the affected area. The city has been strictly imposing a policy prohibiting the entry of live swine and processed products containing pork. The city maintains an PHP8-billion hog industry, the third-largest in the country with more than 5,000 workers relying on it for income. The province of South Cotabato and the city have been categorized under the "dark green" zone or among the areas in the country that remain free from ASF. The area is among the top producers of live hogs in the country, shipping out at least 15,000 heads every two weeks to Metro Manila and Luzon. The South Cotabato Swine Producers Association, the biggest group of commercial swine farms in the area, has a combined sow population of 55,000 and produces more than 45,000 heads of hogs a month. About 10 percent of the group's production is consumed in Soccsksargen and supplies the 90-percent surplus to markets in Luzon and the Visayas. (PNA) }

GenSan villages host national ID registration

Purok Dr. Acharon and Purok Calatao in Barangay Tambler accepted applicants for the Philippine Identification (PhilID) on December 8 and the Sr. San Roque Chapel in Purok 23, Phase 4, Barangay Mabuhay on December 11. Registration for five years old and above also opened in Barangay Apopong on December 9 to 18. The registrants are now part of the Philippine Statistics Authority (PSA) data of 50,014,382 Filipinos who have completed Steps 1 (demographic) and 2 (biometrics) as of Dec. 11. The biometrics process collects iris scans, fingerprints, and front-facing photographs. As registration continues, PSA reminded the public to observe health and safety protocols in all registration centers, including bringing of own pen. Signed into law by President Rodrigo R. Duterte in August 2018, Republic Act 11055, or the Philippine Identification System Act, aims to establish a single national ID for all Filipinos and resident aliens. The national ID shall be a valid proof of identity that shall be a means of simplifying public and private transactions, enrollment in schools, and the opening of bank accounts. Dr. Rochelle Oco, head of the City Health Office (CHO), said on Monday they adopted such a strategy in line with the opening of the three-day nationwide Covid-19 mass vaccination activities. She said hundreds of residents were monitored to have already lined up early in the morning in each of the 32 established sites for the National Vaccination Days. President Rodrigo Duterte declared Nov. 29 to Dec. 1 as the "Bayanihan, Bakunahan National Covid-19 Vaccination Days" through Proclamation 1253 issued last week to ramp up inoculation coverage in the entire country. In an advisory, CHO said it opened dedicated vaccination sites in all 26 barangays in the city and allowed onsite registration to fast-track the process. It said the local government's "mega" vaccination sites at the KCC, Robinsons, and SM mall will continue to accept walk-in recipients. Residents may also avail of the vaccines at the McDonalds branch in Barangay Lagao, the covered court of Purok Lanton in Barangay Apopong, and the Mindanao State University gymnasium in Barangay Fatima. The target recipients, expected to reach 35,089 per day, cover the rest of the adult population or 18 years old and above, and the pediatric group or those aged 12 to 17 years old. To help achieve the target, Oco said they tapped officials of the city's 609 purok to identify and convince the remaining unvaccinated individuals to get inoculated against Covid-19. "If we can vaccinate at least 55 persons per purok then it would really help us achieve that," she told reporters. The city government is targeting to vaccinate a total of 459,732 individuals against Covid-19 before the end of the year to achieve population protection. As of Nov. 26, CHO already administered some 391,449 vaccines, with the daily average reaching 7,053 individuals. A total of 172,542 residents or 37.53 percent of the target are already fully vaccinated while 217,678 or 47.35 percent are waiting for their second doses. He said some 605 inmates or 49 percent of the jail population have so far received at least the first of the vaccine. A total of 279 PDLs have been fully vaccinated, while 326 others are currently waiting for their second doses, he said. The official said the vaccinated inmates are under priority group A2 or senior citizens, and A3 or persons with comorbidities. With the start early this month of the vaccination for the "rest of the adult population" in Region 12 (Soccsksargen), Placencia said they are hoping that the remaining 625 inmates would be vaccinated in the coming weeks. "This will complement with the government's efforts to achieve (population protection) early against Covid-19," he said. Placencia said all of their eligible personnel, including those assigned in the female dormitory, are now fully vaccinated. The city jail is managed by the Bureau of Jail Management and Penology. He said they have sustained the strict implementation of health protocols and other necessary measures to prevent another outbreak of the disease. Some 56 PDLs of the city jail, which is situated in Purok Lanton of Barangay Apopong, contracted Covid-19 last May but were mostly asymptomatic and have fully recovered.
