The cash is in addition to a separate BBC arrangement for staff taxis, worth up to £74 million when it was last put out to tender in 2018.
The BBC said that £15 million was the maximum possible spend and represented an annual cost of about £2 million.

"There is no biological mechanism that would mean the vaccine is likely to cause blood clots and so it has surprised vaccination experts that individual countries are taking this step.
"After all the World Health Organisation, the European Medicine Agency and the UK Drugs Regulator are all insistent that there is no link between the vaccine and blood clots."
On Monday morning, UK Government Minister Kit Malthouse reiterated his support for the Oxford vaccine.
He told Sky News said: "Scientists tell us all is well and that the incidence of these particular problems is no greater than you would expect in the population at large.

A BBC spokesperson said: "The BBC is the most used media brand in the country, with 91 percent of adults coming to us each week.
"We are committed to serving all parts of the UK with brilliant content our audiences love."
Last month, the BBC announced they would be rising the mandatory licence fee by £1.50 from £157.50 to £159 from April.

People buying or renewing their TV licence after April 1 will pay the new higher fee.
Those already buying a licence on an instalment scheme which started before that date, such as via a monthly direct debit or weekly cash payments, will continue to make payments totalling £157.50 until it comes up for renewal.

“We need to ensure our reflection is balanced.”
Following the report, the BBC has said it must “move away from some stereotyping in characters and inform more nuanced on-screen portrayal in storytelling”.
Despite listing examples of fully-fledged characters, 27 percent of people said there is little coverage of diverse socio-economic backgrounds, the report found.
They promised it will meet audiences regularly to help boost diversity on screen.
