LA CROSSE, Wis. (WKBT) – Several streets in La Crosse flooded during Tuesday morning’s storm, even though the downpour didn’t last long.
Much of the city is flat between the bluffs and the Mississippi River, which makes it easier to flood, said Bernie Lenz, the city’s utilities director.
It also has a lot to do with the storm pipes underground and how the city has developed over time.
Flash flooding doesn’t last long, but it can get frustrating when the high waters make a splash under your car and creep into your yard. ....
